Advisory Committee voted to recommend that the neighborhood boundaries be changed to reduce the number of neighbor- hoods from 13 to 8 and that the number of members be reduced by changing the representation ratio from 1 member per 600 residents to 1 member per 1,200 residents, Additionally, some wording has been altered to permit the CAC to become more involved in neighborhood problems and activities. A RESOLUTION CREATI;-' G THE SALINA CITIZENS' ADVISORY COMMITiEE: SETiI;-' G I FORTH ITS PURPOSES AND FUNCTIONS; DETERMINING ITS MEMBERSHIP AND ;-HE METHOD OF I SELEC7ION THEREOF; AMENDING RESOLUTION NUMBER 3267 AND REPEALING THE ORGINAL RESOL'JTION, 3E IT RESOLVED by the Governing Body of the City of Salina, Kansas: Secti on 1. Salina Citizens' Advisorv Committee. There is hereby created a committee to De ~nown as the Salina Citizens' Advisory Committee, ':he purpose of wnicn is to serve as the formal means through which active citizen participation is provided to aid and support the development and carrying out an ongoing housing and community development plan for the City of Salina, Kansas Section 2. Functions. The functions of the committee snall include: (1). The use of the skills, knowledge and experience of its ~embers and all segments of the community wnich they represent to assist ana advise the City Commission, the City ~anager ana his staff with respect to orograms for the orDerly growth, development and improvement of the community; (2), Keeo the general cublic informed about such programs and of progress thereunder; and (3). Serve as a medium for the promotion of orivate programs in support of the community development pian, (4). Serve as a means for neighporhood organizations and as a resource for the City Commission and for neighborhood groups regarding neighborhood problems. Section 3. Membershio. The membership of the committee shall be comprised of a broad cross-section of the citizenry of Salina, Kansas, including various socia-economic strata, fields of endeavor, age levels, races and both sexes. Appointments to the committee shall be apportioned throughout the community on the following basis: (¡). 5y consolidating tne neignborhooas Jsed in the Community Renewal ?rogram (CRP) adoPted ,July 24, 1972, and utilizing the 1980 Salina Census Tract Map, the City has been divided into eight (8) areas or neighborhoods, as shawn on the attached map. (2). Appointees shall be selected from each of those eignt (8) areas on the basis of one (1) apPointee (rounced to the nearest whole number) for each one thousand two hundred (1,200) population. (3). The Director of Planning and Community Development shall be responsible for seeing that population estimates are updated annually and reporting to the City Commission all areas where adjustments, either increases or decreases in appoint- ments should be acted on. This report shall be submitted in October of each year in order to allow the City Commission sufficient time to utilize the information in making appoint- ments for the coming year. 0_-'--.' ~embers of the C~tizens' Advisory Section ,1, Appointments. Committee shall be appointed by the Mayor a~d with the consent of the Board of Commissioners of the City of Salina. The term of office of each member of the committee snall be for three years and until his successor is appointed and qualified; provided however, that those first appointed to ëhe committee shall oe 50 appointed 50 that aDProx~mately one-thir1 of those so named shall serve I I I I II I i. Only those persons who have ~een a resident Of Salina for a minimum of one year shall be eligible for appointment. Àny member who moves from the neighbornood from which he was appointed to another neighborhood within the City, shall be required to resign his oosition ')n the Citizens. ;dvisory Committee. By vol unteeri ng for appoi ntment to the commi ttee, it shall be assumed that each member willingly accepts the responsibility of serving as a liaison between his particular neighborhood and the Citizens' Advisory Committee and between the community at large and its Governing Body. Section 5. OrGanization of the Committee. The committee shall elect one of its members as chai~an wno shall preside at all meetings of the committee and perform all of the duties and functions of a chairman thereof. The committee shall also elect one of its members as vice-chairman who shall act as chairman during the absence or incapacity of the chairman and when so acting the member so designated shaìl have and perform aìl of the duties anc, functions of chairman of the committee, The committee shall also elect a secretary who need not be a member of the Committee. and the member so desi gnated sha 11 perform all of the usual duties and functi ons of a secreta!"y. The term of offi ce of the cha i rman and vi ce-cha i rman shall be for one year and no person shall serve for more than two consecuti ve terms i n the same offi CI~. The chairman or vice-chairman may resign from his office at any time during his term and may do so without resigning from the committee. In such event. the -......-.. committee shall elec": another person to replace him and such person shall serve the unexpired term of the person he replaces. The committee may adopt such rules, regulations and by-laws as the membership deems best in order to carry out its responsibilities and functions, Sec,:ion 6, That Resolution Numoer 3267 of the City of Salina, Kansas is hereby repea1ed. Secti on 7.
