Beer & Alcohol Ordinance/Policy Salina /1~ts and .. 11 umanities Commission TO: RE: SALINA CITY COMMISSION FOCUS SESSION - CITY BEER AND ALCOHOL ORDINANCES AND POLICY FROM: DATE: MARTHA RHEA DECEMBER 1, 1987 Acting City Manager Bill Harris requested several department heads whose activities might be affected by the above-mentioned ordinances and policy to provide city commissioners with background on particular history and issues involved. The Museum and the Salina Community Theatre are involved because both are housed in city-owned buildings where alcoholic beverages cannot be consumed without city approval. Issues to consider: A. The Museum is currently forming a Friends group as a private, not for profit membership organization whose purpose is to support the Museum. The SCT is a private, not for profit organization which also has a membership. Both groups accomplish their respective purposes, in part, through social functions that provide opportunities to develop and sustain support for the groups. B. C. The use of alcoholic beverages would be for a social function, provided (not sold) to invited attendees as a beverage option. These occasions would not be in conflict with times that are open to the public. No city money would be involved in the purchase or serving of the alcoholic beverage, since both organizations are funded primarily through membership and other private dollars. D. The SA&HC and the SCT board have talked about serving alcoholic beverages in their buildings at various times. Action has not been taken because the issue was not considered a priority. Please see the attached letter from Charles Kephart, managing director of the SCT, which further explains the Theatre's pos iti on. I've contacted the Arts and Humanities Commissioners, the Museum Committee, and the members of the Friends Core Committee, in order to get their views regarding this issue of alcohol.
