Attached is Resolution 80-3473 to establish an Alcohol Fund Ad-'
visory Committee.
The 1979 Legislature instituted a 10% tax on the sale of retail
liquor. This law was effective July 1, 1979 and the funds are
returned to the local communities, with a split of 1/3 to the
special alcohol fund, 1/3 to the general fund, and 1/3 to rec-
reation activities. The use of the funds is at the discretion
of the City Commission.
The estimated 1980 revenue is $210,000, which is more thëm a
normal year, because of,the effective date of July 1,1979.
The Commission has put $70,000 for the general fund and the
$70,000 for the recreation fund, for a total of $140,000 into
the general fund. The distribution of the remaining $70,;'000
must be for alcoholic treatment programs.

BE IT RESOLVED by the Board of Commissioners of the City of Salina,
Kansas:
Section 1.
BACKGROUtJD
(A) The misuse of alcohol is a serious social, economic, heal th and
community problem, depreciating the potential of the individual and his or her
contribution to society.
(B) There is a need for the City of Sal ina, Kansas to provide for and
assist in programs and services to abate the incidence and prevalence of alcohol
abuse and to provide for the prevention and treatment of alcohol ism.
(C) Under the provisions of Chapter 152, Laws of 1979 (SB 467),
moneys will be made avai lable to the city, beginning on March 15, 1980, to be
deposited in a special alcohol programs fund of the City to provide for such
programs and services.
Section 2.
PURPOSE
It is the purpose of this policy statement resolution to (1) establish
an orderly process by which moneys available to and appropriated by the City may
be effectively and responsibly ~sed to secure needed programs and services
relating to alcohol abuse within this community, (2) to help secure the
coordination of programs and services deal ing with the abuse of alcohol that may
now or in the future be provided by existing or by new publ ic, non-profit and
private agencies, and (3) to provide for the efficient and effective use of the
financial and other resources that may be available within this community.

ALCOHOL FUND ADVISORY COMMITTEE
There is hereby created an eight (8) member Alcohol Fund Advisory
Committee of the City of Salina, Kansas, the membership of which shall include
the following:

The Mayor, who shall also serve as chairman.
The City Manager, who shall serve as secretary of the CoITmittee
and shall have continuing responsibil ities for the administration
of the program. The City Manager shall be a voting member of the
committee.
Four (4) other members, who shall be appointed by the Mayor with
the advice and consent of the Board of Commissioners, twc (2) of
whom shall be representative of the general publ ic and two (2) of
whom shall be representatives of agencies active within the
community in providing services related to alcohol abuse.

Section 4.
DUTIES OF ALCOHOL FUND ADVISORY COMMITTEE
(A) The Committee created by this Resolution shall have the following
duties and responsibil ities:

To generally supervise the cityls alcohol program.
To sol icit proposals of alcohol services to be purchased by
contract with the City.
To evaluate such service proposals, to insure their
conformance to accepted community objectives and their
consistency with any plan which has been adopted for this
area or the state plan for alcohol and drug abuse adopted by
the Kansas Department of Social and Rehabil itation Services
(SRS) .
To secure review and comment by the alcohol and drug abuse
section of SRS as to any service proposal for purchase by the
City, the amount of which is in excess of 535,000 annually,
where any related programs in the area may be funded by state
or federal moneys.

To make recommendations to the Board of Commissioners as to
contracts for the purchase of alcohol program services.
To evaluate the performance of those persons or agencies
providing contracted services to the community, or to
establ ish a method for such an evaluation.
To develop plans for any related services or programs to be
operated directly by the City.

(B) To assist in obtaining the pol icy objectives of Sections 2 and 5,
the committee may participate in any area or countywide intergovernmental committe
which may be establ ished to coordinate local alcohol programs.
(c) To assist in determining community problems and priorities, the
committee may encourage the preparation of an assessment of needs and inventory
of resources relating to alcohol abuse and programs.
Section 5.
GENERAL POLICIES
(A) The use of alcohol by children and youth is an especially serious
problem, and the City will therefore give favorable consideration to proposed
alcohol abuse education and prevention programs affecting chi ldren, including
programs operated \.ithin Unified School District Number 305. I
(B) Special consideration in the purchase of services will be given to '
those proposals which support or are coordinated and integrated with alcchol
abuse programs now functioning in this area.
(C) Special consideration will be given to countywide or area programs
which also serve the residents of the city. The Committee may consult with I
appropriate representatives of the county and with other cities in this area to I
determine whether joint service agreements by two or more cities and counties may
be most productive of the publ ic service.
(D) The extent of citizen contributions of money and services to
nonprofit organizations, and the probabi I ity of successful and continuin, efforts
of proposed programs, will be given appropriate recognition in any competition
for service contracts.
Section 6.
FUND ADMINISTRATION
(A) As required by the Kansas cash basis and budget laws, no
expenditures from the special alcohol programs funds shall be made except in
accordance with the budget of the City and no expenditure or other financial
commitment shall be made unti 1 moneys to be credited to the fund shall be
deposited in the City Treasury.

(B) All purchase of service agreements shall be in writing, shall
describe the services and programs to be provided in sufficient detai I tel permit
accountabi I ity of the use of the publ ic funds involved, and shall be approved by
the Board of Commissioners.
(C) The City Manager shall be responsible for administration of this
program and shall have full authority and responsibi I ity to adopt and implement
administrative procedures and rules to carry out the intent of this Resolution.
Adopted by the Board of Commissioners of the City of Salina, Kansas,
