After my return from the Rock Springs workshop in September, 1979, I met with the last President of the Ellis County Council on Alcoholism (hereafter "ECGA"), which had been deactivated for want legitimate business earlier in 1979, and proposed that ECCA should be re-activated to serve as the advisory council for the disburse- ment of Ellis County and city 1.¡-67 liquor funds. I gave the President, Brother Felix Shinsky, duplicated copies of the League of Munici- pali ties articles on 1+67 and urged that ECCA would be an appropriate body to insure the proper use of these funds. Brother Felix agreed with me and proceeded to enlist an ECCA Executive Board consisting of 16 representati yes of salient consume:r:', provider, and governmental bodies in Ellis County. He then corresponded with the vari.ous city and county commissions identifying ECCA's cùnstituency and requesting the commissions'recognition of ECCA as their advisory councj 1 (utilizing a modificati,on of the League of r1unicipali ties "Policy Resolution on Alcohol P-['ograms" j see Enclosu:ce 1). The first meeting of the revived EGGA Board was held on Nov. 28, 1979, and served mainly to clarify the role of EGGA as advisory council on the allocation of 467 funds, some members having thought that EGGA itself was to receive and use funds. ST. - ::l~"'<"",. ~ ',T A L subsequent ECCA meetings various directjons and proposals were considered, explored, and rejected or suspended, In late March I drafted and ~3ubmi tted a proposal (Enclosure J) to use $32, 13:3 of local 1+67 funds (approximately 9&10 of projected income) for the funding of an occupational/youth consultant position in our unit, This proposal Has voted on and unanimously approved at an open public meeting of the ECCA Board on May 20, 1980 (Enclosure 4), The last step in the processing of the proposal was secur:l.ng the formal approval of the City-County Commissions one of which had previously negotiated the "Policy Resolution on Alcohol Programs". The President of ECCA and I appeared before the Ellis County Commission and Hays City Commission in early June and secured their respective approvals with no trouble. Another ECCA Board member appeared before the Victoria City Commission and secured :L ts t'enta ti 'Ie approval, although it could not act be cause it had failed to budget alcohol bunds for 1980. The Ellis City Council was recalcitrant and decided to allocate only $200 to support the proposal. In summary, I'd say that the success of this process was due to (1) the active and co-operative participation of the President of ECCA; (2) the selection of an ECCA Board genuinely interested in and fairly knoH'ledgeable about alcoholism; and (3) the "preparation" of major city and county commissioners in advance for the reception of and action upon the proposal.
