ORDINANCE NUMBER 04-10186
AN ORDINANCE SUBMITTING TO THE ELECTORS OF THE CITY OF SALINA,
KANSAS, THE QUESTION OF WHETHER A .25 PERCENT (EQUAL TO '/4¢)
RETAILERS' SALES TAX BEGINNING JULY 1, 2004, AND ENDING JUNE 30, 2010,
SHOULD BE IMPOSED; SPECIFYING THE PURPOSES FOR WHICH THE REVENUE
WOULD BE USED; AND CALLING A SPECIAL ELECTION ON TUESDAY, MARCH 16,
2004.
BE IT ORDAINED by the Governing Body of the City of Salina, Kansas:
Section 1. Pursuant to K.S.A. 12-187, the Governing Body submits the following question
to the electors of the City of Salina, Kansas, at a special election to be held Tuesday, March 16,
2004:
Shall the following be adopted?
The City of Salina, Kansas, shall impose a .25 percent (equal to '/4¢)
retailers' sales tax beginning July 1, 2004, and ending June 30, 2010, the uses
of the proceeds from which shall be limited to:
87.5 percent - general capital improvement projects, mayor
equipment, parks and recreation capital improvement
projects, debt service, property tax stabilization, or
human service grants;
12.5 percent - establishment of an economic development fiend
managed by the City of Salina;
and no other uses.
Section 2. If a majority of the electors of the City voting on the proposition approve the
levy of the tax, the Governing Body shall provide by ordinance for the levy of the tax.
Section 3. The City Clerk is directed to request that the County Election Officer take all
steps necessary to conduct the special election called above, including publication of the notice of
the special election pursuant to K.S.A. 12-187(f) as it refers to K.S.A. 10-120.
Section 4. This ordinance shall be in full force and effect from and after its adoption and
publication once in the official city newspaper.

CITY OF SALINA, KANSAS
Notice is hereby given to the qualified electors of Salina, Kansas (the "City") that an election has
been called and will be held on March 16, 2004, for the purpose of submitting to the qualified electors of the
City the following proposition:
Shall the following be adopted'?
The City of Salina, Kansas, shall impose a .25 percent (equal to '/4¢)
retailers' sales tax beginning July 1, 2004, and ending June 30, 2010, the
uses of the proceeds from which shall be limited to:

The election will be conducted by the officers and/or persons provided by low for holding elections,
and the method of voting will be by ballot. Registered voters are eligible to vote by advance voting ballot
upon application to the County Clerk set forth below pursuant to K.S.A. 25-1117 et seq.
The election officer conducting the election will be the County Clerk of Saline County, Kansas,
whose address is: 300 West Ash, Salina, Kansas 67401.
