AN ORDINANCE IMPOSING A NINETY (90) DAY MORATORIUM ON SALINA
CANNING COMMISSION CONSIDERATION OF PLATS OF SUBDIVISIONS WITH
FRONTAGE ON AN UNPAVED ROAD AND SUSPENDING ALL RELATED TIME

WHEREAS, the matters of (a) street frontage and access requirements, (b) required paving
a of those frontage streets, and (c) the allocation of the cost of those improvements among the

developer, property owners within the subdivision, and the city -at -large, collectively present
significant policy considerations to be addressed at the subdivision platting stage of real estate
WHEREAS, the Goveming Body finds that. the public interest warrants review and
consideration of any needed modification of the City's current subdivision regulations and policies
relating those matters described above, and
WHEREAS, review of the policy and legal considerations affecting those matters requires a
moratorium on Salina Planning Commission consideration of plats of subdivisions with frontage on
an unpaved street; SO NOW, THEREFORE,
BE IT ORDAINED by the Governing Body of Salina, Kansas:
Section 1. Moratorium. The Governing Body imposes a moratorium upon Salina Planning
Commission consideration of plats of subdivisions with frontage on an unpaved road and suspends
all related time limitations under Chapter 36 of the Salina Code for a period of ninety (90) days
from the effective date of this ordinance.
Section 2. Effective. This ordinance shall be in full force and effect from and after its
adoption and publication once in the official city newspaper by the following summary:

On March 7, 2016, the City Commission passed Ordinance No. 16-10827. The Ordinance
imposes a moratorium upon planning commission consideration of plats of subdivisions
with frontage on an unpaved road and suspends all related time limitations under Chapter 36
of the Salina Code for a period of ninety (90) days from the effective date of this ordinance.
