(c) Under the provisions or Chapter 152. Laws or 1979 (56 467),
moneys will be made available to the city, beginning on Mard, 15.1980, to be
deposited in a special alcohol programs fund or the City to provide For such
crograms and services.
Section 2.
PURPOSE
It is the pur::¡ose or this policy statement resolul:ion to (I) establisn
an orderly process by which moneys avai lable to and approcr atea by the City nay
be erfectively and responsibly used to secure needed programs ana services
relating to alco~ol abuse within this community, (2) :0 help secure the
coordination of programs and services deal ing..ith the abus~! of alcohol that ,nav
now or in the future be provided by existing or by new cubl ic. non-profit and
private agencies. and (3) to provide for tMe efficient and affective use of the
Financial and other resources that may be available wii:nin 1:nis community.
Section 3.
ALCOHOL FUND ADVISORY COMMITTEE
There is hereby created an eight (8) member Alcohe! Fund Advisory
Committee of the City of Salina, Kansas, the nembership of ~Ih;ch shal! include
the fol Jowing:

The Mayor, who shall also serve as chair~an.
The City l'1anager, who sha II serve as secretary of the Commi :tee
and shall have continuing responsibil ¡ties fc-r the administration
of the program. The City Manager shal J be a voting member of the
colTVTli ttee.
Four (4) other nembers, who shall be appointed by the ~ayor ~ith
the advice and consent of :he Soard of Commissioners, cwo (2) of
whom shal I be representative of agencies active wi:hin the
community in ~roviding services related to alconol abuse.
The Chief of ?ol ica.
A member or other representative of the Soard of Education of
Unified School District Numcer 305, to be appointed JY SUC:1

Section 5.
GENERAL ?OLIC:ES
(A) The ~se of alcohol JY cni Idren and youth is in asoeciai Iy serious
problem, and the city wi I I eher~rore give favorable consideration to aroposed
alcohol abuse education and prevention programs affecting crtildren, including
programs operaced",ichin Unified School Discrict ,'lumber 305.
(6) Special consideration in the purchase or services will be given
to those Jroposals which support or are coordinated and intBgrated ",it;' alcohol
abuse programs now func:ioning in chis area.
(c) Special consideration wi II be given 1:0 countywide or area Jrograms
,...hich also serve the residents of the ci;:y. The Committee n1ay consult ,...¡th
appropriate ~epresentacives or the county and ",ith other cities in this area to
determine whether joint service agreements JY :wo or more C! ties and counties
may be most Jroductive or the pub! ic service.
(D) The extent of citizen contributions Qf ~oney and services to
nonprofit organizations, and the probabi lity of successful and continuing efforts
or proposed programs, ~i 11 be given aoorooriate recognition in any competition
for service contracts.
Section 6.
FUND ADMINISTRATION
(A) As required by the Kansas cash basis and budget laws, no
expenditures from trle soecial alcohol programs f'Jnds shall be made except in
accordance with the budget or the City and no expenditure or other financial
commitment shall be ~ade unci ¡ moneys to be credited to the fund shall be
deposited in the Grey Treasury.
(6) All purchase or service agreements snail be in ~riting, shall
describe the services and programs to Je Jrovided in sufficient detail to ~ermit
accountabi 1 ity of the use or tne publ ic funds involved, and shall be approved by
the 8oard or Commissioners.
(c) The City Manager shal ¡ be resoonsible for administration of this
program and shal 1 have ful I authori;:y and resoonsibi I ity to adopt and implement
administrative procedures and ~ules to carry out the intent of this Resolution.
