To Hon. Thos . Anderson, Mayor,
Salina, Kansas .
We, the undersigned, councilmen' of the city of Salina, Kansas ,
here:by respectfully request you to call a special meeting of the city
council of the city, of Salina,'•;,F-to. be held in the council chamber of said
city on this , the 81h day' :of' March, 1904, at 8:30 o 'clock P.—ii' of-sa id- --
day, the objec,t< 'andd:purpose of such meeting being to consider and act
upon ,the proposition of granting-to .Thomas H. Smith, his successors and
assigns ,a franchise , for the period of twenty::years , to establish, main-
tain and operate an electric light system and gas works in said city , and
the right of said Thomas H. Smith to use the streets , alleys and public
grounds of such city for- the setting of poles , stringing of wires , laying
of mains , etc . for such purpose , and granting to said Thomas H. Smith a
contract for the public lighting of the city; and for the further purpose
of taking action upon certain sidewalk ordinances now pending before the
council, and for such_ other matters and business as may properly come
before said meeting at such time .
