CITY OF SALINA, KANSAS
REGULAR MEETING OF THE BOARD OF COMMISSIONERS
December 28, 2015
4:00 p.m.
The City Commission convened at 2:30 p.m. for Fire Station No. 1 Tour and at 3:45 p.m. for
Citizens Forum.
The Regular Meeting of the Board of Commissioners was called to order at 4:00 p.m. in Room 107,
City -County Building. Roll call was taken followed by the Pledge of Allegiance and a moment of
silence.
Those present and comprising a quorum: Mayor Jon R. Blanchard (presiding), Commissioners
Kaye Crawford, Trent Davis, Randall Hardy, and Karl Ryan.
Also present: Jason Gage, City Manager; Michael Schrage, Deputy City Manager; Greg Bengtson,
City Attorney; and Shandi Wicks, City Clerk.
AWARDS AND PROCLAMATIONS
None.
CITIZEN FORUM
Ray Hruska, 235 N. Santa Fe, read a statement he prepared regarding an accusation by
Mayor Blanchard of wasting taxpayers' money and would like a response to his question
from the last meeting on the budget submittal of the Business Improvement District. Jason
Gage, City Manager, stated staff was looking into the question and the information would
be brought back to the City Commission in a couple weeks.
PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME
None.
CONSENT AGENDA
(6.1) Approve the minutes of December 21, 2015.
(6.2) Authorize the purchase of twenty (20) valve actuators at the Water Treatment Plant
from Mid-America Valve, in the amount of $44,600.
(6.3) Authorize the purchase of two (2) Digester Recirculation Pumps at the Wastewater
Treatment Plant from Ray Lindsey Company, in the amount of $30,184.
(6.4) Approve purchase of one (1) grit pump at the Wastewater Treatment Plant from JCI
Industries, in the amount of $33,900.
(6.5) Authorize the Mayor to execute the Consent for Assignment Specialty Contractor
Agreement by Continental Analytical Services to Pace Analytical Services, Inc.
(6.6) Adopt Resolution No. 15-7310 relating to the distribution of and administration of
911 fees and establishing a 911 fees account and 911 Fees Advisory Committee.
Moved by Commissioner Hardy, seconded by Commissioner Ryan, to approve the consent agenda
as presented. Aye: (5). Nay: (0). Motion carried.

ADMINISTRATION
(7.1) Second reading Ordinance No. 15-10816 amending Chapter 14, Article IV of the
Salina Code pertaining to alarm systems designed to summon a fire department
response to a commercial business within the City of Salina, Kansas.
Mayor Blanchard noted that Ordinance No. 15-10816 was passed on first reading on December 21,
2015 and since that time no comments have been received.
Moved by Commissioner Crawford, seconded by Commissioner Davis, to adopt Ordinance No.
15-10816 on second reading amending Chapter 14, Article IV of the Salina Code pertaining to
alarm systems designed to summon a fire department response to a commercial business within
the City of Salina, Kansas. A roll call vote was taken. Aye: (5) Crawford, Davis, Hardy, Ryan,
Blanchard. Nay: (0). Motion carried.

Moved by Commissioner Davis, seconded by Commissioner Ryan, that the regular meeting of the
Board of City Commissioners be adjourned. Aye: (5). Nay: (0). Motion carried. The meeting
