A RESOLUTION RELATING TO RECEIPT AND ADMINISTRATION OF 911
ES, ESTABLISHING A 911 FEES ACCOUNT, AND ESTABLISHING A 911 FEES
1VISORY COMMITTEE.
WHEREAS, since inception of the Saline County, Kansas emergency telephone tax
imposed pursuant to K.S.A. 12-5301 et seq., Saline County (the "County") has administered the
receipt and expenditure of emergency telephone tax proceeds with the benefit of the
recommendations of the Salina/Saline County 9-1-1 Committee, the participating members of
which were most recently designated in Resolution No. 02-1743 enacted by the Board of County
Commissioners of Saline County, Kansas on May 7, 2002;
WHEREAS, the City of Salina, Kansas (the "City") operates and maintains a consolidated
emergency service dispatch center (the "Dispatch Center") which provides county -wide dispatch
services for the Salina Police Department, the Salina Sheriffs Department, various rural fire
departments, and the Salina Fire Department (including the Emergency Medical Services Division)
pursuant to interlocal agreement between the County and the City dated December 17, 2013, and, in
that role, serves as the "public safety answering point" or "PSAP" as defined under the Kansas 911
Act (K.S.A. 12-5362 et seq.);
WHEREAS, pursuant to the Kansas 911 Act, the State of Kansas imposes a 911 fee (K.S.A.
12-5369) and a prepaid wireless 911 fee (K.S.A. 12-5371) (collectively "911 fees") to be distributed
by the local collection point administrator ("LCPA") to the PSAPs in each county (K.S.A. 12-5374)
to be used only for necessary and reasonable costs incurred by PSAPs for purposes authorized by
statute (K.S.A. 12-5375);
WHEREAS, the County and the City wish to transition the receipt and administration of
911 fees to the City, including the transfer of 911 funds on account with the County to the City,
while retaining the benefits of a 911 advisory committee, including representatives of both City and
County operations; SO NOW, THEREFORE,
BE IT RESOLVED by the Governing Body of the City of Salina, Kansas:
Section 1. Distribution of 911 Fees to PSAP. In accordance with the Kansas 911 Act, the
City's Director of Finance and Administration is authorized and directed to advise the Kansas
Department of Revenue and the LCPA that from and after January 1, 2016, 911 fees are to be
distributed to the City of Salina as the PSAP within Saline County.
Section 2. Administration and Use of 911 Fees. Any 911 fees received by the City shall
be administered in accordance with the City's purchasing policies and shall be expended for only
those purposes allowed under the Kansas 911 Act.
Section 3. Establishment of 911 Fees Account. An account is established for the purpose
�of the City's receipt and administration of 911 fees, to be known as the "911 Fees Account."

Section 4. Allreement for Transfer of Funds. The City's Director of Finance and
dministration is authorized and directed to receive from the County and cause to be deposited in
he 911 Fees Account any 911 funds held on account by the County as of December 31, 2015.
Section 5. 911 Fees Advisory Committee. A committee is established to serve in an
dvisory capacity to the City Manager regarding recommended uses of 911 fees distributed to the
'ity as a PSAP. The committee shall be known as the 911 Fees Advisory Committee. The 911
ees Advisory Committee shall meet at least quarterly and shall include the following members (or
ach member's designee):
Sheriff of Saline County
Police Chief of the City of Salina
Fire Chief of the City of Salina
Director of Saline County Emergency Management
Representative of Saline County Rural Fire Districts
Director of Computer Technology for City of Salina
Director of Information Technology for Saline County
Saline County Administrator
Salina Police Department Communications Supervisor
City Manager (non-voting)
Section 6. Functions of the 911 Fees Advisory Committee. The 911 Fees Advisory
mmittee shall perform the following functions:
A. Review the current and future needs of the Dispatch Center and make appropriate
recommendations.
B. Work with the Communications Division of the Salina Police Department to determine
the status of current radio frequencies, repeaters, and other equipment necessary to
handle typical and peak radio traffic.
C. Review new equipment and technology that may improve the effectiveness and
efficiency of the communications operation.
D. Study possible funding sources for operations, equipment, and facilities.
E. Advise on an annual 911 budget and five-year equipment improvement plan.
Section 7. Effective Date. This resolution shall be in full force and effect from and after its
adoption.
Adopted by the Board of Commissioners and signed by the Mayor this 28`h day of

RESOLUTION NO. 15-2190
RESOLUTION CONCURRING WITH CITY RESOLUTION
NUMBER 15-7310 AND FOR ABOLISHMENT OF THE 911 COMMITTEE
ESTABLISHED BY SALINE COUNTY
WHEREAS, pursuant to K.S.A. 12-5301, et seq., Saline County ("the County")has
administered the receipt and expenditure of emergency telephone tax proceeds with the benefit
of the recommendations of the Salina/Saline County 9-1-1 Committee; and,
WHEREAS, pursuant to the Kansas 911 Act, the State of Kansas imposes a 911 fee and
a prepaid wireless 911 fee to be distributed in accordance with said act; and,
WHEREAS, the City of Salina, through the passage of Resolution No. 15-7310, has
adopted and set forth the manner in which 911 fees will be distributed effective January 1, 2016;
and,
WHEREAS, it is the desire of the Board of County Commissioners of Saline County,
Kansas, to approve this resolution concurring with the provisions of the Resolution passed by
the City of Salina , a copy of which is attached hereto, and further to abolish the current 9-1-1
advisory committee.
NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners of
Saline County, Kansas, that City of Salina Resolution Number 15-7310 is hereby incorporated
by reference and is approved by the Board of County Commissioners of Saline County, Kansas;
and
BE IT FURTHER RESOLVED that based upon the findings set forth in City of Salina
Resolution Number 15-7310, it is no longer necessary to retain the Salina/Saline County 9-1-1
Committee. Said committee shall be abolished effective January 1, 2016.
ADOPTED unanimously by the Board of County Commissioners of Saline County,
Kansas, this 29th day of December, 2015.
