REGULAR MEETING OF THE BOARD OF COMMISSIONERS
JULY 16, 1984
4:00 p.m.
The Regular Meeting of the Board of Commissioners met in the Commission Meeting
Room, City -County Building, on Monday, July 16, 1984 at four p.m.
There were present:
Mayor Charles B. Roth, Chairman presiding

CITIZEN FORUM
AWARDS - PROCLAMATIONS
PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME
(5.1) Public Hearing on Engineering Project 82-692 for improvements on
Crawford Street, from 360 feet west of Ohio Street to 360 feet east of Marymount
Road.
Phil Martin, 207 Greenway Road, objected to paying the assessment and
asked when he had to pay.
He was told he has 30 days after he receives the notice, otherwise the
assessment will go on the tax roll.
No other protests, written or oral were filed and the Mayor declared
the public hearing closed.
Moved by Commissioner Hodges, seconded by Commissioner Bonilla that
Ordinance Number 84-9030, levying special assessments on lots, pieces and parcels
of ground in the City of Salina, Kansas for the purpose of paying a portion of
the cost of curbing, guttering, paving, grading, compaction, drainage structures
and utility improvements in Crawford Street from 360 feet west of the center line
of Ohio Street to 360 feet east of the center line of Marymount Road in Salina,
Saline County, Kansas, be introduced for first reading. Aye: (5). Nay: (0).
Motion adopted.
(5.2) Public Hearing on Engineering Project 83-710 for water main
improvements on East Cloud, from Parkwood to the flood control right of way.
Mrs. Robert Neises, R. R. #2, asked why she had to pay when she didn't
need the water line. She said their land is farm land.
She was told the improvement was requested by a petition signed by a
majority of the property owners in the benefit district.
No other protests, written or oral were filed and the Mayor declared
the public hearing closed.

Moved by Commissioner Bonilla, seconded by Commissioner Burgess that
Ordinance Number 84-9031, levying special assessments on lots, pieces and parcels
of ground in the City of Salina, Kansas for the purpose of paying a portion of
the cost of water main improvements in Cloud Street to serve property on both
sides of Cloud Street from Parkwood Drive east to the flood control right-of-way,
be introduced for first reading. Aye: (5). Nay: (0). Motion adopted.
CONSENT AGENDA
(6.1) Approve the Minutes of the Regular Meeting July 9, 1984.
(6.2) Resolution Number 84-3723 - authorizing and ordering water main,
sanitary sewer and storm sewer improvements, estimating the cost thereof,
ordering the preparation of plans and specifications and the estimate of costs.

(6.3) Petition Number 3877 - filed by Byron F. Hutchison for curbing,
guttering, paving and grading of Waverly Drive from Elmhurst Boulevard to
Westchester Drive. (Refer to City Engineer for a report)
Moved by Commissioner Burgess, seconded by Commissioner Bonilla that
all items on the Consent Agenda be approved. Aye: (5). Nay: (0). Motion
adopted.
DEVELOPMENT BUSINESS
(7.1) Recommendation from the City Planning Commission that Zoning
Application 84-9, filed by Nola Pauline Vering for the rezoning of the North I of
Lot 172 on Fifth Street, Original Townsite of the City of Salina to District C-3,
(Shopping Center District) be approved.
Moved by Commissioner Ritter, seconded by Commissioner Hodges that
the recommendation of the City Planning Commission be accepted and that Ordinance
Number 84-9032, providing for the amendment of Ordinance Number 8526, the same
being Chapter 42 of the Salina Code, and the Zoning District Map therein and
thereby adopted and providing for the proper uses thereof, be introduced for
first reading. Aye: (5). Nay: (0). Motion adopted.
ADMINISTRATION
(8.1) Report from the City Engineer on Petition Number 3876 filed by James E.
Watkins, Jr. for the vacation of road right-of-way on Fairdale Road abutting Lots
8 and 9, Block 1 and Lot 4, Block 3 in Eastridge Addition to eliminate the 70
foot radius semicircle shown on the recorded plat.
Moved by Commissioner Burgess, seconded by Commissioner Hodges that
the recommendation of the City Engineer be accepted and that Ordinance Number
84-9033, providing for the vacation of road right-of-way on Fairdale Road,
abutting Lots 8 and 9, Block 1 and Lot 4, Block 3, in Eastridge Addition be
introduced for first reading. Aye: (5). Nay: (0). Motion adopted.
(8.2) Report from the City Engineer on Petition Number 3875 filed by
Archie Fry for the reduction of speed limit from 40 mph back to 30 mph in the
residential area on Ohio from Elm Street to Westchester Drive.
Archie Fry, 332 South Ohio, said the speed has been reduced in the
last two weeks because the Police have been patrolling this area. He asked the
Commission to reduce the speed back to 30 mph and suggested school crossing
signals be installed in this area.
Kay Crawford, 2087 Norton, said her mother lives on Ohio Street north
of Greeley. She said this area is too narrow for 40 mph, and suggested the
commission reduce the speed to 35 mph.
Moved by Commissioner Ritter, seconded by Commissioner Burgess that
the recommendation of the City Engineer be accepted and that the speed remain
40 mph from Westchester Drive to Elm Street, and that truck traffic be limited
to 30 mph from Pacific to Belmont. Aye: (5). Nay: (0). Motion adopted.

The Mayor with the approval of the Board of Commissioners made the

June 24, 1986.
Building Code Advisory Board
Ken Bieberly, Architect, reappointed for a 3 year term to June 1, 1987.
Kay Kent, Realtor, reappointed for a 3 year term to June 1, 1987.
Homer Wells, Mechanical Engineer, reappointed for a 3 year term to June 1, 1987.
Human Relations Commission
Barbara Knight, reappointed for a 3 year term to June 7, 1987.
Michael Blevins, appointed to succeed Josephine Hernandez for a 3 year term to
June 7, 1987.
Joe Stewart, appointed to succeed Larry Justus for a 3 year term to
June 7, 1987.
Moved by Commissioner Burgess, seconded by Commissioner Ritter that
the regular meeting of the Board of Commissioner be adjourned. Aye: (5). Nay:
(0). Motion adopted. The meeting adjourned at 4:30 p.m.
