11-23-2015 Minutes15-0449 CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS November 23, 2015 4:00 p.m. The City Commission convened at 2:30 p.m. for Follow-up discussion on Street Funding and at 3:45 p.m. for Citizens Forum. The Regular Meeting of the Board of Commissioners was called to order at 4:00 p.m. in Room 107, City -County Building. Roll call was taken followed by the Pledge of Allegiance and a moment of silence. Those present and comprising a quorum: Mayor Jon R. Blanchard (presiding), Commissioners Kaye Crawford, Trent Davis, Randall Hardy, and Karl Ryan. Also present: Jason Gage, City Manager; Michael Schrage, Deputy City Manager; Greg Bengtson, City Attorney; and Shandi Wicks, City Clerk. I AWARDS AND PROCLAMATIONS None. CITIZEN FORUM None. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME None. I CONSENT AGENDA (6.1) Approve the minutes of November 16, 2015. (6.2) Approve Resolution No. 15-7300 authorizing the Mayor to sign a license agreement with GPM No. 1, LLC and Great Plains Manufacturing, Inc authorizing a private underground air line to be located within the public right-of-way on Idlewilde Place. (6.3) Award contract for Channel Road storm sewer erosion repair, City Project No. 53081, to Smoky Hill, LLC in an amount not to exceed $56,000. Moved by Commissioner Hardy, seconded by Commissioner Davis, to approve the consent agenda as presented. Aye: (5). Nay: (0). Motion carried. I ADMINISTRATION (7.1) Salina Field House Water and Sanitary Sewer Improvements. (7.1a) Resolution No. 15-7299 amending Resolution No. 15-7289 to increase the funding for the Salina Field House Water and Sanitary Sewer Improvements, Project No. 53077. (7.1b) Award contract for the Salina Field House Water and Sanitary Sewer Improvements, Project No. 53077. Martha Tasker, Director of Utilities, explained the project, project timeline, project funding, Page 1 and bids received. Commissioner Davis asked why the engineers estimate was lower than the bids received. Ms. Tasker stated staff had estimated the engineers estimate based on previous projects and stated staff identified that the timing of the contract and the availability of contractors was the reason for only receiving 2 bids. Commissioner Hardy asked for clarity on the map attached to the packet. Ms. Tasker stated the x's on the map show the existing water and sanitary sewer gravity mains that would be abandoned by the project. Mayor Blanchard asked if the timing requirement had an effect on the bids received. Ms. Tasker stated the project completion date was set for March, 2016 and the unknown winter weather could play a role in the completion of the project. Mayor Blanchard asked if the construction of the Field House was still set for April, 2016. Jason Gage, City Manager, stated the project was still on schedule for construction in March or April, 2016. Mayor Blanchard asked for additional information on the total budget for the Salina Field House. Mr. Gage stated the scope of the project was close and the timing on the STAR Bond District would be addressed prior to action on the construction budget. Mayor Blanchard asked what the funds in the Water and Waste Water Capitol Improvement Fund would be used for. Mr. Gage stated the reserve would be a pot of money intended to fund major capital improvements for the system. Mayor Blanchard asked if there was a way to determine the economic impact of the Salina Field House. Mr. Gage stated staff could look back at other tools used in the past to try and determine the economic impact. Commissioner Hardy asked if the construction of the field house would begin in April, 2016. Ms. Tasker stated the utility relocation project would be substantially completed in March, 2016 with the project completed by April 1, 2016. Ms. Tasker stated the dirt work had been scheduled by the contractor to begin sometime in March, 2016. Commissioner Hardy provided his thoughts on the utility relocation project and the construction of the field house. Mayor Blanchard asked when was the latest construction could begin without losing a season. Dion Louthan, Director of Parks & Recreation, stated the construction project would need to begin by June 1, 2016. A conversation ensued between Mayor Blanchard and Mr. Louthan and Mr. Gage regarding the construction of the field house. Mayor Blanchard asked if the STAR Bond paperwork had been submitted. Mr. Gage stated the plan had not been submitted and would require commission approval prior to submittal. Mayor Blanchard asked when the feasibility study would be completed. Mr. Gage stated within the next couple weeks. Mayor Blanchard asked when staff would be notified about the new market tax credits. Michael Schrage, Deputy City Manager, stated there was no indication when staff would be notified about the new market tax credits. Moved by Commissioner Hardy, seconded by Commissioner Ryan, to award Saline Field House Water and Sanitary Sewer Improvements, Project No. 53077, to Smoky Hill, LLC of Salina, Kansas in the amount of $713,853, authorized amount with 5% Construction Contingency, $750,000.
