08-27-1984 Minutes84-207 IJ CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS August 27, 1984 4:00 p.m. The Regular Meeting of the Board of Commissioners met in the Commission Meeting Room, City -County Building, on Monday, August 27, 1984, at four p.m. (There were present: Mayor Charles B. Roth, Chairman presiding Commissioner Fortino B. Bonilla Commissioner John F. Burgess Commissioner Merle A. Hodges Commissioner Joseph M. Ritter comprising a quorum of the Board, also present: L. 0. Bengtson, City Attorney D. L. Harrison, City Clerk Rufus L. Nye, City Manager Absent: None None CITIZEN FORUM AWARDS - PROCLAMATIONS (4.1) Resolution Number 84-3732 - expressing gratitude and appreciation to Winona Hart for serving as an employee of the City of Salina from February 20, 1969 to August 31, 1984. Moved by Commissioner Burgess, seconded by Commissioner Ritter that Resolution Number 84-3732, expressing gratitude and appreciation to Winona Hart for serving as an employee of the City of Salina from February 20, 1968 to August 31, 1984, be adopted. Aye: (5). Nay: (0). Motion adopted. The Mayor presented a plaque to Winona Hart with the resolution inscribed. (4.2) The Mayor declared Monday, August 27, 1984 "BRYAN NORTON DAY IN SALINA" in honor of him winning the Kansas Open Golf Championship and presented a plaque to Bryan Norton with the proclamation inscribed. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME None CONSENT AGENDA (6.1) Approve the Minutes of the Regular Meeting August 20, 1984. (6.2) Set the date of September 17, 1984 for a public hearing on Engineering Project 83-707 for curbing, guttering, paving and grading North Third Street, East Harsh and East Otis Avenues. (6.3) Petition Number 3878 was filed by 0. J. Cooper for the closing of Smoky Hill Drive, an unimproved street, to "thru" traffic. The petitioners want Smoky Hill Drive closed at the west intersection of Columbia Street and Smoky Hill Drive to alleviate the chronic dust problem. The closing of this street will not deny anyone local use. (Refer to City Engineer for a recommendation) (6.4) Report on bids received August 23, 1984 for Engineering Project 84-721 for the construction of three well houses. (Bid awarded to A - A, Inc. for $17,834.) (6.5) Report on bids received August 23, 1984 for the construction of a fire / EMS station in south Salina. (Bid awarded to Frank Construction Company for $924,480.) 84-209 84-210 84-211 t�o Moved by Commissioner Bonilla, seconded by Commissioner Ritter that all items on the Consent Agenda be approved. None DEVELOPMENT BUSINESS ADMINISTRATION (8.1) Second Reading Ordinance Number 84-9039 - prohibiting loitering on or in public places to the detriment or annoyance of the adjacent property owners and persons using said public property. Moved by Commissioner Hodges, seconded by Commissioner Burgess that action on Ordinance Number 84-9039 be postponed until December 3, 1984. Aye: (5). Nay: (0). Motion adopted. (8.2) Second Reading Ordinance Number 84-9041 - amending Section 807(c) of the Uniform Mechanical Code to permit the installation of unvented space heaters with oxygen depletion sensors under certain conditions. Moved by Commissioner Hodges, seconded by Commissioner Bonilla that Ordinance Number 84-9041, amending Section 807(c) of the Uniform Mechanical Code to permit the installation of unvented gas heaters with oxygen depletion sensors under certain conditions, be adopted. Aye: Bonilla, Hodges, Ritter, Roth (4). Nay: Burgess (1). Motion adopted. OTHER BUSINESS None Moved by Commissioner Bonilla, seconded by Commissioner Burgess that the Regular Meeting of the Board of Commissioners be adjourned. Aye: (5). Nay: (0). Motion adopted.
