03-10183 Zone Wheatridge(Published in the Salina Journal on January -1, 2004) c11111' 'd 51111 - ORDINANCE NUMBER 03-10183 AN ORDINANCE PROVIDING FOR THE AMENDMENT OF ORDINANCE NUMBER 8526, THE SAME BEING CHAPTER 42 OF THE SALINA CODE, AND THE ZONING DISTRICT MAP THEREIN AND THEREBY ADOPTED AND PROVIDING FOR THE REZONING OF CERTAIN PROPERTY WITHIN THE CITY AND PRESCRIBING THE PROPER USES THEREOF AND AMENDING THE COMPREHENSIVE PLAN. WHEREAS, all conditions precedent for the amendment of the Zoning District Map, the rezoning of certain property therein, hereinafter described has been timely complied with, SO NOW, THEREFORE, BE IT ORDAINED by the Governing Body of the City of Salina, Kansas: Section 1. COMPREHENSIVE PLAN AMENDMENT. That the Comprehensive Plan shall be amended as follows: The Land Use Plan shall be amended redesignating the tract of land described herein from Medium -Density Residential to Commercial Retail. Section 2. AMENDMENT. DISTRICT "PDD C-5". SERVICE COMMERCIAL PLANNED DEVELOPMENT DISTRICT. That the Zoning District Map of the City of Salina, Kansas, duly adopted and published as a part of Ordinance Number 8526, the same being Chapter 42 of the Salina Code and the Wheatridge Planned Development District be and are hereby amended so that the following described property be rezoned as follows, to -wit: Lot 3 less the South 60 feet thereof, Wheatridge Addition to the City of Salina, Saline County, Kansas. shall become a part of District "PDD C-5". SERVICE COMMERCIAL PLANNED DEVELOPMENT DISTRICT. Section 3. CONDITIONS OF APPROVAL. That the use of said described property shall be subject to all the conditions, restrictions and limitations as made and provided for in Ordinance Number 8526, the same being Chapter 42 of the Salina Code with reference to the PLANNED DEVELOPMENT DISTRICT. Development of the property shall be subject to the plans on file with the City Planning Commission and/or City Clerk and the following conditions, to -wit: 1. Development on Lot 3, except the South 60 feet thereof, Block 2 of the Wheatridge Addition shall be limited to a mini warehouse complex of no more than ten (10) buildings, shall be subject to the bulk regulations in the C-5 Service Commercial District and shall be subject to all C-5 development standards. 2. An irrigated landscape buffer shall be provided along the east side of the mini warehouse complex and shall include at a minimum a six- (6) foot cedar fence combined with a row of densely planted evergreen trees to screen the mini warehouse complex from adjacent residential property. 'The species of evergreen tree shall be identified on the final site development plan. The species of evergreen shall be subject to the approval of the City Forester. 3. A single directional or identification sign for the mini warehouse business not exceeding 20 sq. ft. in size shall be permitted at the driveway entrance off of Foxboro Drive. The applicant shall show elevation drawings and the location of proposed signage on the final site development plan. 4. The applicant shall submit a site drainage plan to the City Engineer for approval prior to issuance of any building permits for this site. 5. Access shall be limited to one driveway entrance south of the cul-de-sac. The applicant shall design and construct all driveway approaches within the limits of the right-of-way to City of Salina standards. All corrected driveway dimensions and standards shall be shown on the final site development plan. 6. Design plans for water line extensions, proposed utility easements and fire hydrant locations shall be reviewed and approved by the Director of Utilities and Fire Chief prior to issuance of any building permits for this site. Proposed water lines and easements shall be shown on the final site development plan. ConsaiiAaleASaiina 7. The applicant shall include cut sheets of light fixtures with the final development plan. Section 4. That this ordinance shall be in full force and effect from and after its adoption and publication once in the official city newspaper.
