09-17-1984 Minutes84-217 —184-218 CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS SEPTEMBER 17, 1984 4: 00 p.m. The Regular Meeting of the Board of Commissioners met in the Commission Meeting Room, City -County Building, on Monday, September 17, 1984 at four p.m. There were present: Mayor Charles B. Roth, Chairman presiding Commissioner John F. Burgess Commissioner Fortino B. Bonilla Commissioner Merle A. Hodges Commissioner Joseph M. Ritter comprising a quorum of the Board, also present: L. 0. Bengtson, City Attorney D. L. Harrison, City Clerk W. E. Harris, Assistant City Manager Absent: Rufus L. Nye, City Manager None CITIZEN FORUM AWARDS - PROCLAMATIONS (4.1) The Mayor proclaimed the Week of September 17 through 21, 1984 - "HUMAN RELATIONS WEEK". The proclamation was read by John Mahoney, Chairman of the Human Relations Commission. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME (5.1) Public Hearing on the proposed assessments for the curbing, guttering, paving and grading of North Third Street, East Harsh and East Otis Avenues. No protests, written or oral, were filed and the Mayor declared the public hearing closed. Moved by Commissioner Burgess, seconded by Commissioner Bonilla that Ordinance Number 84-9042, levying special assessments on certain lots, pieces and parcels of ground in the City of Salina, Kansas for the purpose of paying a portion of the cost of curbing, guttering, paving and grading North Third Street, East Harsh and East Otis Avenues, be introduced for first reading. Aye: (5). Nay: (0). Motion adopted. CONSENT AGENDA (6.1) Approve the Minutes of the Regular Meeting September 10, 1984. (6.2) Petition Number 3879 filed by Kenneth Nordboe for extension of water main along the west side of Hageman Avenue to a point 115 feet south of the south line of Sun Drive (vacated) and the extension of sanitary sewer to the north line of Star Drive (vacated). (Refer to the City Engineer) Moved by Commissioner Ritter, seconded by Commissioner Hodges that all items on the consent agenda be approved. Aye: (5). Nay: (0). Motion adopted. DEVELOPMENT BUSINESS (7.1) Recommendation from the City Planning Commission that Zoning Application 84-12, filed by Deanna Clemence, for the rezoning of parts of Blocks 1, 2, 3, 7, 8 in Chicago Addition from MH to 1-2 (Light Industrial District) be approved. 84-219 Moved by Commissioner Hodges, seconded by Commissioner Ritter that the recommendation of the City Planning Commission be accepted and that Zoning Application 84-12 be approved, and that Ordinance Number 84-9043, providing for the amendment of Ordinance Number 8526, the same being Chapter 42 of the Salina Code, and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof, be introduced for first reading. Aye: (5). Nay: (0). Motion adopted. (7.2) Recommendation from the City Planning Commission that Zoning Application 84-13, filed by Steele, Inc. for the rezoning of Lot 5, less the East 321, Block 6, Replat of Moose Addition from MH to C-5, (Service Commercial District) be approved. 84-220 Moved by Commissioner Bonilla, seconded by Commissioner Hodges that the recommendation of the City Planning Commission be accepted and that Zoning Application 84-13 be approved, and that Ordinance Number 84-9044, providing for the amendment of Ordinance Number 8526, the same being Chapter 42 of the Salina Code, and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof, be introduced for first reading. ADMINISTRATION (8.1) First Reading Ordinance Number 84-9045 - providing that all vehicles, except motorcycles, shall have the front wheel against the curb when parked; amending Sec. 38-41.3 and Sec. 38-61 of the Salina Code and repealing the existing sections. 84-221 Moved by Commissioner Burgess, seconded by Commissioner Ritter that Ordinance Number 84-9045, providing that all vehicles, except motorcycles, shall have the front wheel against the curb when parked; amending Sec. 38-41.3 and Sec. 38-61 of the Salina Code and repealing the existing sections, be introduced for first reading. (8.2) First Reading Ordinance Number 84-9046 - levying the annual business improvement district service fees for 1985 applicable to all businesses located within the Salina Business Improvement District Number 1. 84-222 Moved by Commissioner Ritter, seconded by Commissioner Burgess that Ordinance Number 84-9046, levying the annual business improvement district service fees for 1985 applicable to all businesses located within the Salina Business Improvement District Number 1, be introduced for first reading. Aye: (5). Nay: (0). Motion adopted. (8.3) Steve Shogren, United Securities, Inc. will present the request of E S Realty, Inc. for $3,600,000 principal amount of Multi -family Housing Development Revenue Bonds for Georgetown and East Gate apartments. Steve Shogren, requested that the City Commission publish a notice to hold a public hearing at 4:00 p.m. on October 15, 1984. 84-223 Moved by Commissioner Burgess, seconded by Commissioner Ritter that the City Clerk be instructed to publish a notice of public hearing to be held at 4:00 p.m. on October 15, 1984 to consider the possible issuance of $3,600,000 principal amount of Multi -family Housing Development Revenue Bonds. Aye: (5). Nay: (0). Motion adopted. (8.4) Request by Roy M. Wilbur and Virginia S. Wilbur for $800,000 Economic Development Revenue Bonds. 84-224 Moved by Commissioner Burgess, seconded by Commissioner Bonilla that the City Clerk be instructed to publish a notice of public hearing to be held at 4:00 p.m. on October 15, 1984 to consider the possible issuance of $800,000 Economic Development Revenue Bonds. Aye: (4). Nay: (0). Commissioner Ritter abstained. Motion adopted. 84-225 26 OTHER BUSINESS The Mayor, with the approval of the City Commissioners made the following appointments: Santa Fe Task Force Glenn Davis Don Dieckhoff Frank and Margaret Crowl Paul Anderson Jack and Denise Bennett Jerry Bishop George Cardinal Dennis Kogler Gretta McKnight Brad Rettele Commissioner Burgess, ex -officio Commissioner Hodges, ex -officio Convention and Tourism Committee Tom Weis, appointed to fill the unexpired term of Donna Skillett to October 1, 1987.
