REGULAR MEETING OF THE BOARD OF COMMISSIONERS

The Regular Meeting of the Board of Commissioners met in the Commission
Meeting Room, City-County Building, on Monday, January 7, 1985, at four p.m.
There were present:
Mayor Charles B. Roth, Chairman presiding
Commissioner Fortino B. Bonilla
Commissioner John F. Burgess
Commissioner Merle A. Hodges
Commissioner Joseph M. Ritter

AWARDS- PROCLAMATIONS
(4.1) Resolution Number 85-3754 - expressing gratitude and appreciation
to David Labbe for serving as an employee of the City of Salina from
October 28, 1964 to December 16, 1984.
85-1 Moved by Commissioner Ritter, seconded by Commissioner Burgess,
that Resolution Number 85-3754, expressing gratitude and appreciation to
David Labbe for serving as an employee of the City of Salina from October 28,
1964 to December 16, 1984, be adopted. Aye: (5). Nay: (0). Motion adopted.
(4.2) Resolution Number 85-3755 - expressing gratitude and appreciation
to Carol Felton for serving as an employee of the City of Salina from
March 15, 1945 to January 11, 1985.

that Resolution Number 85-3755, expressing gratitude and appreciation to
Carol Felton for serving as an employee of the City of Salina from March 15,

(4.3) Resolution Number 85-3756 - expressing gratitude and appreciation
to Claude Henry for serving as an employee of the City of Salina from
January 27, 1970 to January 11, 1985.

that Resolution Number 85-3756, expressing gratitude and appreciation to
Claude Henry for serving as an employee of the City of Salina from January 27,
1970 to January 11, 1985.
(4.4) The Mayor proclaimed Tuesday January 15, 1985 - "Dr. MARTIN
LUTHER KING, JR. COMMEMORATION DAY". The proclamation was read by
David Jacobs.

CONSENT AGENDA
(6.1) Approve the Minutes of the Regular Meeting December 17, 1984.
(6.2) Resolution Number 85-3757 - determining the advisability of
certain curbing, guttering, paving, grading, and water system
improvements, estimating the cost thereof, defining the boundaries of
the improvement districtt method of assessment, and apportioning the cos1
between the improvement district and the City-at-large. [Improvements in
Meyer Addition requested by M & S Enterprises, Inc. in Petition Number
(6.3) Petition Number 3888 - filed by M & S Enterprises, Inc. for
sanitary sewer extensions to serve all of Block 2 Meyer Addition. (Refer
to the City Engineer for a recommendation)

(8.1) Second Reading Ordinance Number 82-8911 - providing for the
rezoning of Trochenbach Addition to District I-2. [Z82-2 filed by
Wallace Storey, Jr.l
85-5 Moved by Hodges, seconded by Commissioner Burgess that Ordinance
Number 82-8911, providing for the amendment of Ordinance Number 8526, the
same being Chapter 42 of the Salina Code, and the Zoning District Map therein
and thereby adopted and providing for the rezoning of certain property within
the City and prescribing the proper uses thereof, be adopted. Aye: Bonilla,
Burgess, Hodges, Ritter, Roth (5). Nay: (0). Motion adopted.
(8.2) Second Reading Ordinance Number 85-9057 - providing for the
rezoning of Lots 4, 5, 6, 7, Surveyor's Plat J to District C-2. [Z84-17
filed by George Johnson]
85-6 Moved by Ritter, seconded by Commissioner Bonilla that Ordinance
Number 85-9057, providing for the amendment of Ordinance Number 8526, the
same being Chapter 42 of the Salina Code, and the Zoning District Map therein
and thereby adopted and providing for the rezoning of certain property within
the City and prescribing the proper uses thereof, be adopted. Aye: Bonilla,
Burgess, Hodges, Ritter, Roth (5). Nay: (0). Motion adopted.
(8.3) Second Reading Ordinance Number 85-9058 - designating the
structure located at 683 South Santa Fe for Heritage Conservation (HC)
landmark designation.

same being Chapter 42 of the Salina Code, and the Zoning District Map therein
and thereby adopted and providing for the rezoning of certain property within
the City and prescribing the proper uses thereof, be adopted. Aye: Bonilla,
Burgess, Hodges, Ritter, Roth (5). Nay: (0). Motion adopted.
Mrs. Imogene Campbell said it is an honor to have this house
designated as a heritage conservation landmark.
(8.4) Second Reading Ordinance l~umber 85-9059 - providing for the
vacation of the north and south alley in Block 1, Pacific Addition to the
City of Salina, Saline County, Kansas.
85-8 Moved by Ritter, seconded by Commissioner Bonilla that Ordinance
Number 85-9059, providing for the amendment of Ordinance Number 8526, the
same being Chapter 42 of the Salina Code, and the Zoning District Map therein
and thereby adopted and providing for the rezoning of certain property within
the City and prescribing the proper uses thereof, be adopted. Aye: Bonilla,
Burgess, Hodges, Ritter, Roth (5). Nay: (0). Motion adopted.
(8.5) Resolution Number 85-3758 granting permission to lay pipeline
in public right-of-way within the city limits of the City of Salina,
Kansas.
85-9 Moved by Commissioner Hodges, seconded by Commissioner Burgess
that Resolution Number 84-3758 granting permission to lay pipeline in public
right-of-way within the city limits of the City of Salina, Kansas, amended
to provide for a $500.00 fee to be paid annually on or before January 1st
each year. Aye: Burgess, Hodges, Ritter, Roth (4). Nay: Bonilla (1).
