02-04-1985 Minutes CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS FE[3RUARY 4, 1985 4:00 p.m. The Regular Meeting of the Board of Commissioners met in the Commission Meeting Room, City-County Building, on Monday, February 4, 1985, at four p.m. There were present: Mayor Charles [3. Roth, Chairman presiding Commissioner Fortino B. Bonilla Commissioner John F. Burgess Commissioner Merle A. Hodges Commissioner Joseph M. Ritter comprising a quorum of the Board, also present: L. O. Bengtson, City Attorney D. L. Harrison, City Clerk Rufus L. Nye, City Manager Absent: None CITIZEN FORUM None AWARDS- PROCLAMATIONS (4.1) The Mayor presented plaques of appreciation to Ted Weeks and John Utter, past members of the Business Improvement District Advisory Board. (4.2) The Mayor proclaimed the Week of February 3 through 9, 1985 - "SCOUTING ANNIVERSARY WEEK". The proclamation was read by Ralph Pihl, District Chairman of the Three Rivers District. [Harold Reed, District Commissioner accompanied him. ] (4.3) The Mayor proclaimed the Month of February 1984 - "AMERICAN HISTORY MONTH". The proclamation was read by Mrs. Wagner, Regent of DAR. (4.4) The Mayor proclaimed the Week of February 3 through 9, 1985 - "SALINA CATHOLIC SCHOOLS WEEK". The proclamation was be read by Sister Jeanine Salak, Diocesan Superintendent of Schools. (4.5) The Mayor proclaimed the Week of February 5 through 12, 1985 - "BLACK HISTORY WEEK". The proclamation was read by Maryland Parker, Publicity Chairman of NAACP. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME None CONSENT AGENDA (6.1) Approve the Minutes of the Regular Meeting January 28, 1985. 85-18 Moved by Commissioner Hodges, seconded by Commissioner Bonilla that the Consent Agenda be approved. Aye: (5). Nay: (0). Motion adopted. DEVELOPMENT BUSINESS None ?U ADMINISTRATION (8.1) Second Reading Ordinance Number 85-9060 - providing for the rezoninc~ of Lot 1, Block 2, Meyer Addition to PDD. [PDD84-1 filed by M & S, Inc.] 85-19 Moved by Commissioner Ritter, seconded by Commissioner Hodges that Ordinance Number 85-9060, providing for the amendment of Ordinance Number 8526, the same being Chapter 42 of the Salina Code, and the zoning district map therein and thereby adopted and providing for the rezoning of certain property within the city and prescribing the proper uses thereof, be adopted. Aye: Bonilla, Burgess, Hodges, Ritter, Roth (5). Nay: (0). Motion adopted. (8.2) Second Reading Ordinance Number 85-9061 - providing for the vacation of an east-west alley in Wights Addition. [Petition 3889, filed by Tom Darnell] 85-20 Moved by Commissioner Bonilla, seconded by Commissioner Hodges that Ordinance Number 85-9061, providing for the vacation of an east-west alley in Wights Addition, be adopted. Aye: Bonilla, Burgess, Hodges, Ritter, Roth {5). Nay: (0). Motion adopted. (8.3) First Reading Ordinance Number 85-9062 - adopting by reference the Standard Traffic Ordinances for Kansas Cities as prepared and published by the League of Kansas Municipalities, Edition of 1985; amending Section 38-1 of the Salina Code and repealing the existing section. 85-21 Moved by Commissioner Hodges, seconded by Commissioner Ritter that Ordinance Number 84-9062, adopting by reference the Standard Traffic Ordinances for Kansas Cities as prepared and published by the League of Kansas Municipalities, Edition of 1985; amending Section 38-1 of the Salina Code and repealing the existing section, be introduced for first reading. Aye: (5). Nay: (0). Motion adopted. (8.4) First Reading Charter Ordinance Number 21 - relating to the imposition and collection of municipal court costs and related fees; amending Charter Ordinance Number 18 of the City of Salina, Kansas, and repealing the existing Charter Ordinance. 85-22 Moved by Commissioner Burgess, seconded by Commissioner Bonilla that Charter Ordinance Number 21 relating to the imposition and collection of municipal court costs and related fees; amending Charter Ordinance Number 18 of the City of Salina, Kansas, and repealing the existing Charter Ordinance be introduced for first reading.
