REGULAR MEETING OF THE BOARD OF COMMISSIONERS
FEBRUARY 11, 1985

The Regular Meeting of the Board of Commissioners met in the Commission
Meeting Room, City-County Building, Monday, February 11, 1985, at four p.m.
There were present:
Mayor Charles B. Roth, Chairman presiding
Commissioner Fortino B. Bonilla
Commissioner John F. Burgess
Commissioner Merle A. Hodges
comprising a quorum of the Board, also present:
L. O. Bengtson, City Attorney
D. L. Harrison, City Clerk
Rufus L. Nye, City Manager
Absent:
Commissioner Joseph M. Ritter
CITIZEN FORUM
Mickey Cobb of KINA asked what the City is doing for Beech Aircraft
in connection with the Starship I Project? The Mayor told her he had sent a
letter to Beech Aircraft offering support from the City.
AWARDS- PROCLAMATIONS
(4.1) The Mayor proclaimed the Week of February 10 through 16, 1985 -
"VOCATIONAL EDUCATION WEEK". The proclamation was read by Jo McAIlister,
Salina Vo-Tech Student.
(4.2) The Mayor proclaimed the Week of February 17 through 23, 1985 -
"ENGINEERS' WEEK". The proclamation was read by Larry Miles, President of
the Smoky Valley Chapter of the Kansas Engineering Society.
(4.3) The Mayor proclaimed the Week of February 10 through 16, 1985 -
"U.S. JAYCEE WOMEN WEEK". The proclamation was read by Tammy Istas,
Director of Salina Jaycee Women and Chairman of the U.S. Jaycee Women's Week.
[She was accompanied by Edith Herpich, President of the Salina Jaycee Women.]
PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME
(5.1) Public Hearing on the proposed assessments for curbing, guttering,
paving, grading and storm sewer improvements in Mayfair Addition. Engineering
Project 83-711. [Introduce ordinance number 85-9063 for first reading.]
No protests or comments, written or oral, were received and the Mayor
declared the public hearing closed.
85-24 Moved by Commissioner Hodges, seconded by Commissioner Bonilla that
Ordinance Number 85-9063, levying special assessments on lots, pieces, and
parcels of ground in the City of Salina, Kansas, for the purpose of paying a
portion of the cost of street and storm sewer improvements in Mayfair Addition,
be introduced for first reading. Aye: (4). Nay: (0). Motion adopted.
CONSENT AGENDA
(6.1) Approve the Minutes of the Regular Meeting February 4, 1985.

the item on the consent agenda be approved. Aye: (4). Nay: (0). Motion
adopted.

ADMINISTRATION
(8.1) Second Reading Ordinance Number 85-9062 - adopting by reference the
Standard Traffic Ordinances for Kansas Cities as prepared and published by the
League of Kansas Municipalities, Edition of 1985; amending Section 38-1 of the
Salina Code and repealing the existing section.
85-26 Moved by Commissioner Hodges, seconded by Commissioner Bonilla that
Ordinance Number 85-9062, adopting by reference the Standard Traffic

(8.2) Second Reading Charter Ordinance Number 21 - relating to the
imposition and collection of municipal court costs and related fees; amending
Charter Ordinance Number 18 of the City of Salina, Kansas, and repealing the
existing Charter Ordinance.
85-27 Moved by Commissioner Burgess, seconded by Commissioner Hodges
that Charter Ordinance Number 21, relating to the imposition and collection
of Municipal Court costs and related fees; amending Charter Ordinance Number
18 of the City of Salina, Kansas, and repealing the existing Charter Ordinance,
be adopted. Aye: Bonilla, Burgess, Hodges, Roth (4). Nay: (0).
Commissioner Ritter absent. Motion adopted.
(8.3) First Reading Ordinance Number 85-9064 - providing for the
registration of certificate or license as a prerequisite for doing plumbing
work, amending Section 8-213 of the Salina Code and repealing the existing
section.
85-28 Moved by Commissioner Bonilla, seconded by Commissioner Hodges that
Ordinance Number 85-9064, providing for the registration of certificate or
license as a prerequisite for doing plumbing work, amending Section 8-213
of the Salina Code and repealing the existing section be introduced for first
reading. Aye: (4). Nay: (0). Motion adopted.
(8.4) Request by Omaha Hotel, Inc. for $6,000,000 Economic Development
Revenue Bonds.
85-29 Moved by Commissioner Burgess, seconded by Commissioner Hodges
that the Board of Commissioners recess into executive session until 4:30 p.m.
to discuss the possible issuance of Economic Development Revenue Bonds.
Aye: (4). Nay: (0). Motion adopted.
The Board of Commissioners recessed at 4:13 p.m. and reconvened at
4:30 p.m.
85-30 Moved by Commissioner Hodges, seconded by Commissioner Bonilla
that the City Clerk be instructed to publish a notice of intention to issue
$6,000,000 Economic Development Revenue Bonds for Omaha Hotel, Inc., setting
March 4, 1985 at 4:00 p.m. for public hearing. Aye: (4). Nay: (0). Motion
adopted.
OTHER BUSINESS
The Mayor, with the approval of the City Commissioners, made the
following appointments:
Human Relations Commission
RonElliott appointed to fill the unexpired term of Linda Schumacher
to June 7, 1986.
Mobile Home Craftsman Board of Examiners
Duane Logback, licensed Mobile Home Craftsman, reappointed for a 1 year term to
January 19, 1986.
Don Mergen, Plumbing Inspector, reappointed for a 1 year term to January 19, 1986.
Ron Tremblay, Electrical Inspector, reappointed for a 1 year term to January 19, 1986.
Salina - Saline County Emergency ,,,preparedness Board
Fortino Bonilla, reappointed for a I year term to January 11, 1986.
85-31 Moved by Commissioner Burgess, seconded by Commissioner Bonilla
that the Regular Meeting of the Board of Commissioners be adjourned. Aye.'
