02-25-1985 Minutes CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS FEBRUARY 25, 1985 4:00 p.m. The Regular Meetin9 of the Board of Commissioners met in the Commission Meeting Room, City-County Building, on Monday, February 25, 1985, at four p.m. There were present: Mayor Charles B. Roth, Chairman presiding Commissioner Fortino B. Bonilla Commissioner John F. Burgess Commissioner Merle A. Hodges Commissioner Joseph M. Ritter comprising a quorum of the Board, also present: L. O. Bengtson, City Attorney Rufus L. Nye, City Manager Jacqueline Shiever, Acting City Clerk Absent: D. L. Harrison, City Clerk CITIZEN FORUM None AWARDS - PROCLAMATIONS (4.1) The Mayor proclaimed the Week of March 3 through 9, 1985 - "SAVE YOUR VISION WEEK". The proclamation was read by Dr. John Welsh, President of the Saline County Optometric Society. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME None CONSENT AGENDA (6.1) Approve the Minutes of the Regular Meeting February 11, 1985. (6.2) Petition Number 3891 was filed by Alpha Beta Company for street and utility improvements in American Stores Properties, Inc. Addition. [Refer to the City Engineer for a report on the sufficiency of the petition.] (6.3) Amend the agreement dated January 2, 1985 with The Shaver Partnership for architectural and engineering service in conjunction with the master plan for the redevelopment of downtown Salina. 85-32 Moved by Commissioner Bonilla, seconded by Commissioner Hodges that all items on the Consent Agenda be approved. DEVELOPMENT BUSINESS None ADMINISTRATION (8.1) Second Reading Ordinance Number 85-9063 levying special assessmen.ts for Engineering Project 83-711, Street and storm sewer improvements in Mayfair Addition. 85-33 Moved by Commissioner Ritter, seconded by Commissioner Burgess that Ordinance Number 85-9063, levying special assessments for street and storm sewer improvements in Mayfair Addition be adopted. Aye: Bonilla, Burgess, Hodges, Ritter, Roth (5). Nay: (0). Motion adopted. (8.2) Second Reading Ordinance Number 85-9064 providing for the registration of certificate or license as a prerequisite for doing plumbing work; amending Section 8-213 of the Salina Code, and repealing the existing section. 85-34 Moved by Commissioner Burgess, seconded by Commissioner Bonilla that Ordinance Number 85-9064, providing for the registration of certificate or license as a prerequisite for doing plumbing work; amending Section 8-213 of the Salina Code, and repealing the existing section, be adopted. Aye: Bonilla, Burgess, Hodges, Ritter, Roth (5). Nay: (0). Motion adopted. (8.3) A request by the South Santa Fe Task Force that the City Commission consider changing the ordinance that prohibits motor vehicles from making left hand turns from Santa Fe onto Iron Avenue, and Iron Avenue onto Santa Fe going south. 85-35 Moved by Commissioner Hodges, secondecl by Commissioner Burgess that this request be referred to the City Engineer for his perusal and recommendation. Aye: (5). Nay: (0). Motion adopted. OTHER BUSINESS The Mayor, with the approval of the City Commissioners, made the following appointment: _Heritage Commission J~ly Lilly, appointed to succeed Mary Maley for a 3 year term to November 26, 1987. 85-36 Moved by Commissioner Burgess, seconded by Commissioner Bonilla that the Regular Meeting of the Board of Commissioners be adjourned.
