03-11-1985 Minutes CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS MARCH 11, 1985 4:00 p.m. The Regular Meeting of the Board of Commissioners met in the Commission Meeting Room, City-County Building, on Monday, March 11, 1985, at four p.m. There were present: I~ayor Charles [3. Roth, Chairman presiding Commissioner Fortino B. 13onilla Commissioner John F. Burgess Commissioner Merle A. Hodges Commissioner Joseph M. Ritter comprising a quorum of the Board, also present: D. L. Harrison, City Clerk Rufus L. Nye, City Manager Absent: L. O. Bengtson, City Attorney CITIZEN FORUM None AWARDS - PROCLAMATIONS (4.1) The Mayor proclaimed the Week of March 11 through 17, 1985 - "NATIONAL CONGREGATE AND MEALS ON WHEELS WEEK". The proclamation was read by Mary Anne Powell, Meals on Wheels Coordinator. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME None CONSENT AGENDA (6.1) Approve the Minutes of the Regular Meeting March 4, 1985. (6.2) Resolution Number 85-3766 - determining the advisability of curbing, guttering, paving, grading, storm drainage, water main improvements, estimating the cost thereof, defining the boundaries of the improvement district, method of assessment, and apportioning the cost between the improvement district and the city-at-large. [Improvements were requested in Petition Number 3891, filed by Alpha 13eta Company. (6.3) Recommendation from the City Engineer that Petition Number 3892 filed by George Etherington, President of E S Realty, Inc. for street, drainage and utility improvements in Eastgate Addition be approved. The City Engineer files a feasibility report for the improvements. (6.4) Petition Number 3893, filed by Georgetown, Inc. by Elly Ritter for curbing, guttering, paving, grading, storm drainage, sanitary sewer and water main improvements in the Replat of Blocks 4, 10, 11, and 12, Georgetown Addition. [Refer to the City Engineer for a report on the sufficiency. ] 85-43 Moved by Commissioner Bonilla, seconded by Commissioner Hodges that all items on the Consent Agenda be approved. Aye: (5). DEVELOPMENT BUSINESS (7.1) Recommendation from the Heritage Commission that Heritage Conservation Landmark designation be placed on the structure located on Lot 19, Santa Fe Avenue, Original Townsite. [Missouri Pacific Railroad Depot] 85-44 Moved by Commissioner Ritter, seconded by Commissioner Bonilla that the recommendation of the Heritage Commission be accepted and that Ordinance Number 85-9067, designating Heritage Conservation (HC) landmark designation on the structure located on Lot 19, Santa Fe Avenue, Original Townsite, be introduced for first reading. Aye: (5). Nay: (0). Motion adopted. (7.2) Recommendation from the City Planning Commission that Zoning Application 84-14, filed by H. W. Steele, for the rezoning of Lots 3, 4, 5, 6, Block 9, Belmont Addition from R-1 (Single-family Residential District) to R-2 (Multiple-family Residential District); and the rezoning of Lots 1, 2, 7, 8, Block 9, Belmont Addition from R-1 (Single-family Residential District) to R-2.5 (Multiple-family Residential District), be denied until drainage detention facilities or major improvements to the existing storm sewer system are made. (7.2) Request by H. W. Steele that Zoning Application 84-14 be amended to District R-2 (Multiple-family Residential District) for all 8 lots in the Zoning Application. [This request should be referred to the City Planning Commission for a recommendation.] 85-45 Moved by Commissioner Hodges, seconded by Commissioner Ritter that Zoning Application 84-14, filed by H. W. Steele for the rezoning of certain lots in Block 9, Belmont Addition, be referred back to the City Planning Commission for further consideration at the applicant's request. Aye: (5). Nay: (0). ADMINISTRATION (8.1) Ordinance 2nd Reading 85-9065 - Establishing a table designating Zoning Classifications; enacting Section 42-43 of the Salina Code. 85-46 Moved by Commissioner Hodges, seconded by Commissioner Ritter that Ordinance Number 85-9065, establishing a table designating Zoning Classifications; enacting Section 42-43 of the Salina Code, be adopted. Aye: Bonilla, Burgess, Hodges, Ritter, Roth (5). Nay: (0). Motion adopted. (8.2) Ordinance 2nd Reading 85-9066 - providing the penalties for violation of a traffic infraction or any other traffic offense specified in the Standard Traffic Ordinance. 85-47 Moved by Commissioner Burgess, seconded by Commissioner Bonilla that Ordinance Number 85-9066, providing the penalties for violation of a traffic infraction or any other traffic offense specified in the Standard Traffic Ordinance, be adopted. Aye: Bonilla, Burgess, Hodges, Ritter, Roth (5). Nay: (0). Motion adopted. (8.3) Consideration of Plat Application 83-4A, filed by R and D Investments, for the approval of East Bank Estates Addition. [Consideration of this final plat was tabled on August 20, 1984] 85-48 Moved by Commissioner Ritter, seconded by Commissioner Hodges that the final plat of East Bank Estates Addition be approved, and that the Mayor be authorized to sign the final plat. Aye: (5). Nay: (0). Motion adopted. 85-49 Moved by Commissioner Bonilla, seconded by Commissioner Burgess thal the Regular Meeting of the Board of Commissioners be adjourned. Aye: (5). Nay: (0).
