REGULAR MEETING OF THE BOARD OF COMMISSIONERS

The Regular Meeting of the Board of Commissioners met in the Commission
Meeting Room, City-County Building, on Monday, April 1, 1985, at four p.m.
There were present:

AWARDS- PROCLAMATIONS
(4.1) Resolution Number 85-3769 - expressing gratitude and appreciation
to John Wesley Estes, Jr. for serving as an employee of the City of Salina,
Kansas from September 21, 1946 to April 1, 1985.
(4.2) The Mayor proclaimed the ~/lonth of April, 1985 - "FAIR HOUSING
MONTH". The proclamation was read by Abner Perney, Housing Authority
Di rector.
(4.3) The Mayor proclaimed the Week of April 1 through 7, 1985 - "THE
WEEK OF THE YOUNG CHILD". The proclamation was read by Linda Wedel,
President of the Salina Association for the Education of Young Children.

CONSENT AGENDA
(6.1) Approve the Minutes of the Regular Meeting March 18, 1985.
(6.2) Approve the Minutes of the Special Meeting March 27, 1985.
(6.3) Resolution Number 85-3771 - authorizing and ordering certain
curbing, guttering, paving, grading, sanitary sewer, water main and
service lines, and storm drainage improvements, ordering preparation of
plans and specifications, and the estimate of costs. (Eastgate Addition)
(6.4) Resolution Number 85-3772 - determining the advisability of
street and utility improvements (in Georgetown Addition) estimating the
cost thereof, defining the boundaries of the improvement district, method
of assessment, and apportioning the cost between the improvement district
and the city-at-large.
(6.5) Resolution Number 85-3773 - UPRR crossing agreement 53538-5
(Prescott and 4th Street)
(6.6) Resolution Number 85-3774 - UPRR crossing agreement 53538-7
(Republic and 4th Street)
(6.7) Set the date of April 15, 1985 for public hearing on street and
utility improvements in Country Hills Addition Number 2, Replat of Faith
Addition, Valley View Addition, and Sullivan Addition [Engineering
Projects 83-717 and 83-718]
(6.8) Petition Number 3896 - filed by J. G. Williams requesting that
the City reconsider the removal of any of the present stop signs that are
now in existence bordered between North 9th Street and North Broadway
Boulevard on Lincoln Avenue and Grand Avenue. We feel removal of said
stop signs would be very hazardous as these streets are heavily traveled
especially North 12th Street and North 13th Street for customers going to
Payless Cashways. I~This petition should be referred to the Traffic
Engineer for a recommendation.l
(6.9) Request by Frank Norton for authority to construct an ingress
and egress entrance from South Ninth Street to a portion of Meadowlark
Acres Addition Number 3, 60 feet in width, the south line of which shall
be located 667 feet north of the center line of Magnolia Road. This
entrance is directly across from an entrance granted to provide access to
the American Stores tract on the west side of South Ninth Street. [Refer
to the City Engineer for a recommendation.~

all items on the Consent Agenda be approved. Aye: (5). Nay: (0). Motion
adopted.
DEVELOPMENT BUSINESS
(7.1) Recommendation from the City Planning Commission that Zoning
Application 85-3, filed by K.$., Inc. for the rezoning of Lot 10, Block
18, Sunset Addition to District C-5, Service Commercial District, be
approved. [Introduce Ordinance Number 85-9069 for first reading.]
85-60 Moved by Commissioner Burgess, seconded by Commissioner Bonilla that
the recommendation of the City Planning Commission be accepted and that Zoning
Application 85-3 be approved, and that Ordinance Number 85-9069, providing for
the amendment of Ordinance Number 8526, the same being Chapter 42 of the
Salina Code, and the Zoning District Map therein and thereby adopted and
providing for the rezoning of certain property within the city and prescribing
the proper uses thereof, be introduced for first reading. Aye: (5). Nay: (0).

ADMINISTRATION
(8.1) Second Reading Ordinance Number 84-9004 - providing for the
rezoning of East Bank Estates Addition. [Zoning application 83-9, filed
by R& D.I
85-61 Moved by Commissioner Ritter, seconded by Commissioner Burgess that
Ordinance Number 84-9004, providing for the amendment of Ordinance Number
8526, the same being Chapter 42 of the Salina Code, and the Zoning District
Map therein and thereby adopted and providing for the rezoning of certain
property within the city and prescribing the proper uses thereof, be adopted.
Aye: Bonilla, Burgess, Hodges, Ritter, I~oth (5). Nay: (0). Motion
adopted.
(8.2) Second Reading Ordinance Number 85-9068 - providing for the
amendment of Lots 1 - 7, inclusive, Block 1, Pleasant View Addition, to
District C-5, Service Commercial District.
(8.2A) Report by City Planning Staff on Petition 3894, protesting
the rezoning of this property.
85-62 Moved by Commissioner Hodges, seconded by Commissioner Ritter that
Ordinance Number 85-9068, providing for the amendment of Ordinance Number
8526, the same being Chapter 42 of the Salina Code, and the Zoning District
Map therein and thereby adopted and providing for the rezoning of certain
property within the city and prescribing the proper uses thereof, be adopted.

(8.3) Petition ~umber 3897, filed by Ed Warmack for the vacation of
Century Plaza Drive in Meadowlark Acres Addition 2 and 3.
(8.3A) First Reading Ordinance Number 85-9070 - providing for the
vacation of Century Plaza Drive, between Magnolia Road and Saturn
Avenue in Meadowlark Acres Addition Number 2 and Meadowlark Acres
Addition Number 3 in the City of Salina, Saline County, Kansas.
85-63 Moved by Commissioner Hodges, seconded by Commissioner Ritter that
Ordinance Number 85-9070, providing for the vacation of Century Plaza Drive,
between I~lagnolia Road and Saturn Avenue in Meadowlark Acres Addition Number
2 and Meadowlark Acres Addition Number 3 in the City of Salina, Saline
County, Kansas, be introduced for first reading. Aye: (5). Nay: (0).
Motion adopted.
Mrs. Norma Cooper, asked how the Commission could vacate this street
when she asked for the vacation of Smoky Hill Drive and couldn't get it done.
The Mayor suggested she meet with the City Manager to see if there is
some solution to her problem.

that the Regular Meeting of the Board of Commissioners be adjourned. Aye: (5).
