REGULAR MEETING OF THE BOARD OF COMMISSIONERS
APRIL 22, 1985

The Regular Meeting of the Board of Commissioners met in the Commission
Meeting Room, City-County Building, on Monday, April 22, 1985, at four p.m.
There were present:
Mayor Merle A. Hodges, Chairman presiding
Commissioner John F. Burgess
Commissioner Joseph M. Ritter
Commissioner Stephen C. Ryan
Commissioner Sydney S. Soderberg
comprising a quorum of the Board, also present:

AWARDS - PROCLAMATIONS
(4.1) The Mayor proclaimed May 1, 1985 - "LAW DAY U.S.A.". No one was
present to read the proclamation, so it was read by an attorney in the
audience.
(4.2) The Mayor proclaimed the Week of April 21 through 27, 1985 -
"NATIONAL YWCA WEEK IN SALINA, KANSAS". The proclamation was read by
Connie Hocking, President of the YWCA.
(4.3) The Mayor proclaimed the Week of April 22 through 28, 1985 -
"NATIONAL CONSUMER CREDIT EDUCATION WEEK". The proclamation was read
by Ruth Ann Olson, Manager of the Credit Bureau of Salina and 2nd Vice
President of the Kansas State Credit Women International.

CONSENT AGENDA
(6.1) Approve the Minutes of the Regular Meeting April 15, 1985.
85-86 Moved by Commissioner Ritter, seconded by Commissioner Ryan that
the minutes of the Regular Meeting of April 15, 1985 be approved with the
correction of the spelling of Stephen C. Ryan's name. Aye: (5). Nay: (0).

DEVELOPMENT BUSINESS
None
ADMINISTRATION
(8.1) Second Reading Ordinance Number 85-9072 - levying special
assessments on lots, pieces and parcels of ground in the City of Salina for the
purpose of paying a portion of street and utility improvements in Sullivan,
Replat of Faith, Valley View and Fairway Estates Additions.
85-87 Moved by Co~amissioner Burgess, seconded by Commissioner Ritter that
Ordinance Number 85-9072, levying special assessments on lots, pieces and
parcels of ground in the City of Salina for the purpose of paying a portion
of street and utility improvements in Sullivan, Replat of Faith, Valley View
and Fairway Estates Additions, be adopted. Aye: Burgess, Ritter, Ryan,
Soderberg, Hodges (5). Nay: (0). Motion adopted.
(8.2) Request by Alice Denning, Chairperson of the AD HOC committee
appointed by Mayor Charles Roth to study the National Flood Insurance Program,
to be present at the meeting for the purpose of reporting to the Commission with
recommendations.
Alice Denning, read a prepared statement, with recommendations of the
Salina Board of Realtors concerning the National Flood Insurance Program.
Bob Haworth, Salina Homebuilders Association, stated that the Homebuilders
Association supports the Salina Board of Realtors position.
The City Commissioners asked Alice Denning, Commissioner Soderberg, a
member of the Salina Homebuilders Association, staff members Keith Rawlings,
City Planner and Don Hoff, Assistant City Engineer attend the meeting in Kansas
City next week with the National Flood Insurance Program agency.
OTHER BUSINESS
The Mayor, with the approval of the City Commissioners, made the following
appointments.
City Planning Commission
Liz Duckers, reappointed for a 3 year term to May 3, 1988.
Sherry Denton, appointed to succeed Bruce Roberts, for a 3 year term to
May 3, 1988.
Wally Storey, appointed to succeed Roy Presley, for a 3 year term to
May 3, 1988.
Library Board
John Black, appointed to succeed Dr. Susan Glenn, for a 4 year term to
April 30, 1989
Marie Draemel, appointed to succeed Lavern M. Myers, for a 4 year term to
April 30, 1989
Salina Airport Authority
Ken Stephenson, appointed to succeed Joe Cloud, for a 4 year term to
April 26, 1988.
Charlie Walker, appointed to succeed Carl Engstrom, for a 4 year term to
April 26, 1988.
Salina Arts and Humanities Commission
Karen Graves, appointed to succeed Glenn Ethridge, for a 3 year term to
December 7, 1988.
David "Dusty" Moshier, appointed to succeed Tom Poos, for a 3 year term to
December 7, 1988.
85-88 Moved by Commissioner Ryan, seconded by Commissioner Ritter that
the Regular Meeting of the Board of Commissioners be adjourned. Aye: (5).
Nay: (0). Motion adopted. The meeting adjourned at 4:24 p.m.
