The Regular Meeting of the Board of Commissioners met in the Commission
Meeting Room, City-County Building, on Monday, June 3, 1985, at four p.m.
There were present:

AWARDS - PROCLAMATIONS
(4.1) The Mayor presented plaques of appreciation to past board and
commission members: Dean Boone and Roy Presley, Board of Zoning Appeals;
Roy Presley, Bruce Roberts, and Stephen Ryan, City Planning Commission; Dr.
Susan Glenn and Lavern M. Myers, Library Board; Joe Cloud, and Carl
Engstrom, Salina Airport Authority; Glenn Ethridge and Tom Poos Salina Arts
and Humanities Commission.

(6.1) Approve the Minutes of the Regular Meeting May 20, 1985.
(6.2) City Engineer files plans and specifications for Engineering Project
85-729 for machine laid seal to various streets. Set the date of June 13, 1985 to
receive bids.
(6.3) City Engineer files plans and specifications for Engineering Project
85-730 for latex modified slurry seal to various streets. Set the date of June
13, 1985 to receive bids.
(6.4) Resolution Number 85-3785 - authorizing the State Secretary of
Transportation to award a contract for the bridge replacement project at 4th
Street and Iron Avenue.

(7.1) Recommendation from the City Planning Commission that Planned
Development Application 85-1, filed by Brown Mackie Corporation, for the
rezoning of property located in College Park be approved. [Introduce Ordinance
Number 85-9075 for first reading]
85-104 Moved by Commissioner Ritter, seconded by Commissioner Ryan that
the recommendation of the City Planning Commission be accepted and that
Planned Development District Application 85-1, be approved and that Ordinance
Number 85-9075 be introduced for first reading. Aye: (5). Nay: (0). Motion
adopted.
(7.2) Recommendation from the City Planning Commission that Zoning
Application 85-6, filed by George F. Johnson, for the rezoning of Lot 13, Block
2, Evergreen Park Addition, be approved. [Introduce Ordinance Number
85-9076 for first reading]

the recommendation of the City Planning Commission be accepted and that Zoning
Application 85-6 be approved and that Ordinance Number 85-9076 be introduced

(7.3) Recommendation from the City Planning Commission that Miscellaneous
Application 85-4, filed by the City Planning Commission for the Capital
Improvement Program for the City of Salina for the years 1986 to 1990 be
approved.

ADMINISTRATION
(8.1) Second Reading Ordinance Number 85-9073 - providing for the vacation
of Valley Ridge Lane in Valley View Addition to the City of Salina, Saline
County, Kansas.
85-107 Moved by Commissioner Ritter, seconded by Commissioner Burgess that
Ordinance Number 85-9073, providing for the vacation of Valley Ridge Lane in
Valley View Addition to the City of Salina, Saline County, Kansas, be adopted.

adopted.
(8.2) Second Reading Ordinance Number 85-9074 - providing for the
amendment of Section 42-517 of the Salina Code, pertaining to signs permitted in
a residential zoning district, and repealing the existing section.
85-108 Moved by Commissioner Burgess, seconded by Commissioner Ryan that
Ordinance Number 85-9074, providing for the amendment of Section 42-517 of the
Salina Code, pertaining to signs permitted in a residential zoning district, and
repealing the existing section, be adopted. Aye: Burgess, Ritter, .Ryan, (3).

85-109 Moved by Mayor Hodges, seconded by Commissioner Burgess that the
City Commissioners recess into executive session to discuss personnel matters for
25 minutes. Aye: (5). Nay: (0). Motion adopted.
The Commission recessed at 4:12 p.m. and reconvened at 4:35 p.m.
The Mayor, with the approval of the City Commissioners made the
following appointments:

unexpired term of Roy Presley to May 3, 1986

Robert Bostater, appointed to succeed Jerry Dyck, for a 3 year term to

June 7, 1988
Don Morris, reappointed for a 3 year term to June 7, 1988
Charles Kelly, appointed to fill the unexpired term of Bernice D'Souza
