RESOLUTION ADOPTING THE NORTH -CENTRAL KANSAS (HOMELAND SECURITY
REGION F) MULTI -HAZARD, MULTI -JURISDICTIONAL HAZARD MITIGATION PLAN
z WHEREAS, the City of Salina recognizes the threat that natural hazards pose to people and
a
w property within our community; and

WHEREAS, undertaking hazard mitigation actions will reduce the potential for harm to people and
property from future hazard occurrences; and

WHEREAS, the U.S. Congress passed the Disaster Mitigation Act of 2000 (Disaster Mitigation
Act) emphasizing the need for pre -disaster mitigation of potential hazards; and
WHEREAS, the Disaster Mitigation Act of 2000 made hazard mitigation grants available to state
local governments; and
WHEREAS, an adopted Multi -Hazard Mitigation Plan is required as a condition of future funding
mitigation projects under the multiple Federal Emergency Management Agency (FEMA) pre- and post -
mitigation grant programs; and
WHEREAS, the City of Salina fully participated in the FEMA prescribed mitigation planning
process to prepare this Multi -Hazard Mitigation Plan; and
WHEREAS, the Kansas Division of Emergency Management and FEMA Region VII officials have
reviewed the North-Central Kansas (Homeland Security Region F) Multi -Hazard, Multi -Jurisdictional
Hazard Mitigation Plan, and approved it contingent upon this office adopting of the participating governing
body; and
WHEREAS, the City of Salina desires to comply with the requirements of the Disaster Mitigation
and to augment its emergency planning efforts by formally adopting the North-Central Kansas
meland Security Region F) Multi -Hazard, Multi -Jurisdictional Hazard Mitigation Plan; and
WHEREAS, adoption by the governing body for the City of Salina demonstrates the City's
to fulfilling the mitigation goals and objectives outlined in this plan, and
WHEREAS, adoption of the plan authorizes responsible agencies to carry out their responsibilities
the plan.
NOW, THEREFORE, BE IT RESOLVED, that the City of Salina adopts the North-Central
(Homeland Security Region F) Multi -Hazard, Multi -Jurisdictional Hazard Mitigation Plan as an
plan; and
BE IT FURTHER RESOLVED, the City of Salina will submit this Adoption Resolution to the
Division of Emergency Management and FEMA Region V11 officials to enable the plan's final
ADOPTED by the Board of Commissioners and signed by the Mayor this 19'" day of October, 2015.
