REGULAR MEETING OF THE BOARD OF COMMISSIONERS

The Regular Meeting of the Board of Commissioners met in the Commission
Meeting Room, City-County Building, on Monday, November 25, 1985, at four
p.m.
There were present:
Mayor Merle A. Hodges, Chairman presiding

Commissioner Joseph M. Ritter
Commissioner Stephen C. Ryan

comprising a quorum of the Board, also present:

PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME
(5.1) Public Hearing on a Community Development Block Grant Application.
(5.1a) Resolution Number 85-3818, authorizing the preparation and filing
with the Kansas Department of Economic Development of a Small Cities Community
Development Block Grant Program Application for Economic Development
Assistance for Fiscal Year 1985; designating the City Manager as the authorized
representative of the City of Salina to act in connection with the application; and
to provide such additional information as may be requested.
There were no protests, written or oral filed, and the Mayor declared
the public hearing closed.
85-271 Moved by Commissioner Soderberg, seconded by Commissioner Burgess,
that Resolution Number 85-3818, authorizing the preparation and filing with the
Kansas Department of Economic Development of a Small Cities Community
Development Block Grant Program Application for Economic Development
Assistance for Fiscal Year 1985; designating the City Manager as the authorized
representative of the City of Salina to act in connection with the application; and
to provide such additional information as may be requested, be adopted. Aye:
(5). Nay: (0). Motion adopted.
CONSENT AGENDA
(6.1) Approve the Minutes of the Regular Meeting November 18, 1985.
(6.2) Recommendation from the City Engineer, that a request from Lou
Wagner, representing Burger King, 520 South Broadway Boulevard, requesting
the removal of the median adjacent to their exit only driveway on Broadway
Boulevard, be denied.
(6.3) Resolution Number, 85-3819, authorizing the Mayor or City Manager to
execute Amendment Number Three (3) to the Department of Housing and Urban
Development Annual Contributions Contract KC-7015.

all items on the Consent Agenda be approved, except Item 6.2 and that it be
put on the December 2, 1985 agenda. Aye: (5). Nay: (0). Motion adopted.

ADMINISTRATION
(8.1) Second Reading Ordinance Number 85-9111 - providing for the
amendment of Ordinance Number 8526, the same being Chapter 42 of the Salina
Code, and the Zoning District Map therein and thereby adopted and providing
for the rezoning of certain property within the City and prescribing the proper
uses thereof. [Z85-15, for Lot 24, Block 2, Replat of Blocks 1 and 2,
Evergreen Park Addition]
85-273 Moved by Commissioner Ritter, seconded by Commissioner Ryan that
Ordinance Number 85-9111, providing for the amendment of Ordinance Number
8526, the same being Chapter 42 of the Salina Code, and the Zoning District Map
therein and thereby adopted and providing for the rezoning of certainproperty
within the City and prescribing the proper uses thereof, be adopted. Aye:
Burgess, Ritter, Ryan, Soderberg, Hodges (5). Nay: (0). Motion adopted.
(8.2) Second Reading Ordinance Number 85-9112 - changing the name of
Marlow Drive in the Replat of Blocks 11 and 12 and Part of Blocks 10 and 14,
Mayfair Addition to the City of Salina, Kansas, to Revere Drive.
85-274 Moved by Commissioner Burgess, seconded by Commissioner Soderberg
that Ordinance Number 85-9112, changing the name of Marlow Drive in the Replat
of Blocks 11 and 12 and Part of Blocks 10 and 14, Mayfair Addition to the City
of Salina, Kansas, to Revere Drive, be adopted. Aye: Burgess, Ritter, Ryan,
Soderberg, Hodges (5). Nay: (0). Motion adopted.
(8.3) First Reading Ordinance Number 85-9113 - An ordinance authorizing
the City of Salina, Kansas to issue its Industrial Revenue Bonds, Series A, 1985
(El Dorado Motor Corporation Project) in the aggregate principal amount of
$90O,OOO.
85-275 Moved by Commissioner Ritter, seconded by Commissioner Ryan that
Ordinance Number 85-9113, an ordinance authorizing the City of Salina, Kansas,
to issue its Industrial Revenue Bonds, Series A, 1985 (El Dorado Motor
Corporation Project) in the aggregate principal amount of $900,000, be
introduced for first reading. Aye: (5). Nay: (0). Motion adopted.
(8.4) First Reading Ordinance Number 85-9114 - An ordinance authorizing
the City of Salina, Kansas to issue its multifamily housing revenue bonds, (Maize
Acres Project) in the aggregate principal amount of $13,300,000.
85-276 Moved by Commissioner Burgess, seconded by Commissioner Ritter that
Ordinance Number 85-9114, an ordinance authorizing the City of Salina, Kansas
to issue its multifamily housing revenue bonds (Maize Acres Project) in the
aggregate principal amount of $13,300,000, be introduced for first reading.
