01-13-1986 Minutes86-008 CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS JANUARY 13, 1986 4:00 p.m. The Regular Meeting of the Board of Commissioners met in the Commission Meeting Room, City -County Building, on Monday, January 13, 1986, at four p.m. There were present: Mayor Merle A. Hodges, Chairman presiding Commissioner John F. Burgess Commissioner Stephen C. Ryan Commissioner Sydney S. Soderberg comprising a quorum of the Board, also present: Greg Bengtson, City Attorney D. L. Harrison, City Clerk Rufus L. Nye, City Manager Absent: Commissioner Joseph M. Ritter None CITIZEN FORUMS AWARDS - PROCLAMATIONS (4.1) The Mayor proclaimed the Week of January 13 through 20, 1986 - "DR. MARTIN LUTHER KING, JR., COMMEMORATION WEEK". The proclamation was read by Rev. Joe Alfred, Chairman of the Dr. Martin Luther King, Jr. ad hoc committee. (4.2) The Mayor proclaimed Wednesday, January 22, 1986 - "AMERICAN RED CROSS UnDISASTER DAY". The proclamation was read by Harry Robinson, Chairman of the Board of the American Red Cross. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME None CONSENT AGENDA (6.1) Approve the Minutes of the Regular Meeting January 6, 1986 (6.2) Resolution Number 86-3826 authorizing the Mayor of the City of Salina, Kansas, to sign an agreement and execute a special warranty deed conveying to MarketAide certain real estate pursuant to two leases dated October 1, 1978. (6.3) Report on bids received January 9, 1986 for the renovation work at the new Smoky Hill Museum at 211 West Iron Avenue. (6.4) Authorize the Mayor to sign an agreement with Bucher, Willis & Ratliff, for architectural services for expanding the restrooms in the arena of the Bicentennial Center. Moved by Commissioner Ryan, seconded by Commissioner Burgess that all items on the Consent Agenda be approved. Aye: (4). Nay: (0). Motion adopted. None DEVELOPMENT BUSINESS 86-009 86-010 86-011 ADMINISTRATION (8.1) Second Reading Ordinance Number 86-9117 - providing for the amendment of Ordinance Number 8526, the same being Chapter 42 of the Salina Code, and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the city and prescribing the proper uses thereof. [Zoning Application 85-18, filed by Nancy Hodges for rezoning of property in the 600, 700, 800, 900, 1000, 1100 blocks of South Santa Fe Avenue] Moved by Commissioner Burgess, seconded by Commissioner Soderberg that Ordinance Number 86-9117, providing for the amendment of Ordinance Number 8526, the same being Chapter 42 of the Salina Code, and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the city and prescribing the proper uses thereof, be adopted. Aye: Burgess, Ryan, Soderberg. (3). Nay: (0). Mayor Hodges abstained. Commissioner Ritter absent. Motion adopted. (8.2) Second Reading Ordinance Number 86-9118 - levying the annual business improvement district service fees for 1986 applicable to all businesses located within the Salina Business Improvement District Number 1. Moved by Commissioner Soderberg, seconded by Commissioner Burgess that Ordinance Number 86-9118, levying the annual business improvement district service fees for 1986 applicable to all businesses located within the Salina Business Improvement District Number 1, be adopted. Aye: Burgess, Ryan, Soderberg, Hodges (4). Nay: (0). Commissioner Ritter absent. Motion adopted.
