REGULAR MEETING OF THE BOARD OF COMMISSIONERS
JANUARY 27, 1986

The Regular Meeting of the Board of Commissioners met in the Commission
Meeting Room, City -County Building, on Monday, January 27, 1986, at four p.m.
There were present:

AWARDS - PROCLAMATIONS
(4.1) The Mayor proclaimed Wednesday, January 29, 1986 - "KANSAS DAY
THE 125th BIRTHDAY OF THE STATE OF KANSAS". The proclamation was read
by Drew Racker, Senior at Salina High School South and the Representative of
Saline County on the Committee for Kansas 125th birthday.
PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME
(5.1) Public Hearing on the possible issuance of $1,650,000 Economic
Development Revenue Bonds for Salina Motel Partnership.
(5.1a) Resolution Number 86-3823 - expressing the intention of the City of
Salina, Kansas, to issue Revenue Bonds in the amount of not to exceed
$1,650,000, for the purpose of financing the cost of purchasing,
constructing, furnishing and equipping a motel facility for Salina Motel
Partnership.
There were no protests, written or oral filed, and the Mayor declared
the public hearing closed.
Moved by Commissioner Soderberg, seconded by Commissioner Burgess
that Resolution Number 86-3823 expressing the intention of the City of Salina,
Kansas, to issue Revenue Bonds in the amount of not to exceed $1,650,000, for
the purpose of financing the cost of purchasing, constructing, furnishing and
equipping a motel facility for Salina Motel Partnership, be adopted. Aye: (5).
Nay: (0). Motion adopted.
CONSENT AGENDA
(6.1) Approve the Minutes of the Regular Meeting January 13, 1986.
(6.2) Resolution Number 86-3827 - establishing the rates to be charged by
the City for cutting weeds in compliance with Section 24-2(1) of the Salina Code
and repealing Resolution Number 3208 and all motions or actions in conflict
therewith.
(6.3) Resolution Number 86-3828 - establishing the rates to be charged by
the City for the abatement of nuisances in compliance with Article I of Chapter
24 of the Salina Code and repealing all previous resolutions, motions or actions
in conflict therewith.

(6.4) Resolution Number 86-3829 - authorizing the Secretary of
Transportation to award the contract for traffic signal installation at Ohio Street
and Albert Avenue.
(6.5) Resolution Number 86-3830 - determining it necessary to acquire
private property for the use of the City of Salina, Kansas, for the purpose of
constructing arcades and crosswalks in the downtown business district as
authorized by Resolution Number 85-3779, and authorizing and directing the City
Manager to acquire said property. [Strand Theatre Building]
(6.6) Authorize the Mayor to sign an agreement with KPBL regarding the
burial of electric services in the alleys in the Central Business District.
(6.7) Report on bids received January 16, 1986 for the installation of a
passenger elevator at the new Smoky Hill Museum at 211 West Iron Avenue.
[ Engineering Project 85-7361 [ Contract awarded to Dover Elevator Company for
$24,960.]
(6.8) Request by Robert D. Bosteter, President of the 100 North Santa Fe
Company, Inc. for the use of 4 feet of city property adjacent to the Huntsinger
store in the 100 block of South Santa Fe. [ Refer to the Business Improvement
District's Design and Review Committee for a recommendation.]
Moved by Commissioner Burgess, seconded by Commissioner Ritter that
all items on the Consent Agenda be approved. Aye: (5). Nay: (0). Motion
adopted.
DEVELOPMENT BUSINESS
(7.1) Recommendation from the City Planning Commission that Zoning
Application 85-19, filed by the City Planning Commission for amendments to
Articles VIII and XIV of Chapter 42 of the Salina Code enacting regulations to
permit the City of Salina's entry into the regular plan of National Flood
Insurance Program. [Introduce Ordinance Number 86-9119 for first reading.]
Alice Denning, 1831 Hillcrest Lane, Don Morris, 801 Millwood Drive,
Jim Maes, 841 Highland expressed their concern about several sections of the
proposed ordinance.
Joe Kroneberger, 1402 South 9th, owns property at Stimmel Road and
Ninth Street and is concerned about not having any control over this property
under this ordinance.
Matt George, 402 Winn Road, said he hopes the boundaries on the new
flood plain map are more clearly defined.
Moved by Commissioner Burgess, seconded by Commissioner Ritter that
the recommendation of the City Planning Commission be accepted and that Zoning
Application 85-19 be approved, and that Ordinance Number 86-9119, An
ordinance providing for management of the flood plain, creating floodway and
floodway fringe districts, defining the same and setting forth regulations
therefor; amending Article VIII, of Chapter 42 of the Salina Code and repealing
the existing Article; Amending Article XIV of Chapter 42 by adding Sections
42-625.1, 42-629.1, 42-629.2, 42-634.1, 42-656.1, 42-668.1, 42-668.2, 42-668.3,
42-668.4, 42-673.1, 42-674.1, 42-674.2, 42-676.1, 42-679.1, 42-690.1, 42-722.1,
42-782.1, 42-731.1, 42-758.1, 42-785.1, 42-794; amending Sections 42-676 and
42-751 and repealing the existing sections, be introduced for first reading.

Moved by Commissioner Burgess, seconded by Commissioner Ritter that
the Board of Commissioners recess into executive session to discuss a legal
matter for 20 minutes. Aye: (5). Nay: (0). Motion adopted.
The Commission recessed at 4:35 p.m. and reconvened at 4:55 p.m.
