02-10-1986 MinutesCITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS FEBRUARY 10, 1986 4:00 p.m. The Regular Meeting of the Board of Commissioners met in the Commission Meeting Room, City -County Building, on Monday, February 10, 1986, at four p.m. There were present: Mayor Merle A. Hodges, Chairman presiding Commissioner Joseph M. Ritter Commissioner Stephen C. Ryan Commissioner Sydney S. Soderberg comprising a quorum of the Board, also present: Greg Bengtson, City Attorney Rufus L. Nye, City Manager Jacqueline Shiever, Acting City Clerk Absent: Commissioner John F. Burgess D. L. Harrison, City Clerk None CITIZEN FORUM AWARDS - PROCLAMATIONS (4.1) The Mayor proclaimed the Week of February 16 through 22, 1986 - "ENGINEER'S WEEK". The proclamation was read by Jim Carr, President Elect of the Smoky Valley Chapter of the Kansas Engineering Society. (4.2) The Mayor proclaimed Wednesday, February 19, 1986 - "KANSAS WESLEYAN FOUNDERS DAY". The proclamation was read by Tim Clover, President of the Student Congress of KWU. (4.3) The Mayor proclaimed the Week of February 9 through 15, 1986 - "VOCATIONAL EDUCATION WEEK". The proclamation was read by John Zamecnik, Student at Salina Area Vocational Technical School. (4.4) The Mayor proclaimed the Week of February 10 through 14, 1986 - "OFFICE EDUCATION ASSOCIATION WEEK". The proclamation was read by Paula Carpenter, Office Education Student working in the Salina Water Department. (4.5) The Mayor proclaimed the Week of February 15 through 22, 1986 - "FFA WEEK". The proclamation was read by Leslie Marshall, Salina Central High School student. (4.6) Bob Kastner, Past Chairman of Crimestoppers, introduced Police Chief John Woody and Saline County Sheriff Darrell Wilson who presented plaques of appreciation to retiring members Sydney Soderberg, Hal Kane, and Charlie Walker. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME None CONSENT AGENDA (6.1) Approve the Minutes of the Regular Meeting February 3, 1986. (6.2) Report on Bids received February 6, 1986 for the demolition of structures in Central Business District. [Engineering Project 85-734] (Contract awarded to Bob Albers Construction, Inc. for $234,500.00) (6.3) Authorize the Mayor to sign a modification of restrictions for part of I Interstate District North of 1-70 Number 2. 86-022 85-023 85-024 Moved by Commissioner Ritter, seconded by Commissioner Soderberg that the minutes of the regular meeting February 3, 1986 be amended by changing the wording of Commission Action Number 86-020 to read: "Moved by Commissioner Soderberg, seconded by Commissioner Burgess, that Ordinance Number 86-9119, providing for management of the flood plain, creating floodway and floodway fringe districts, defining the same and setting forth regulations therefor; amending Article VIII of Chapter 42 of the Salina Code and repealing the existing article; amending Article XIV of Chapter 42 by adding Sections 42-625.1, 42-629.1, 42-629.2, 42-634.1, 42-656.1, 42-668.1, 42-668.2, 42-668.3, 42-668.4, 42-673.1, 42-674.1, 42-674.2, 42-676.1, 42-679.1, 42-690.1, 42-722.1, 42-782.1, 42-731.1, 42-758.1, 42-785.1, 42-794; amending Sections 42-676 and 42-751 and repealing the existing sections, be amended by substituting may result' in place of 'results' in Section 42-427(a); Section 42-442(a) be amended to read 'New construction of substantial improvements of residential structures shall be required to have the lowest flood including basement, elevated to or above the base flood elevation.'; that Section 42-783 be added, which amends the definition of structure by adding '(b) 'Structure' for the purpose of Article VIII (Flood Plain Zoning District) only, means a walled and roofed building, including a gas or liquid storage tank, that is principally above ground, as well as a mobile home.', and adopted as amended."; and that all items on the consent agenda be approved. None DEVELOPMENT BUSINESS ADMINISTRATION (8.1) Second Reading Ordinance Number 86-9120 - providing for the rezoning of Lots 2 and 4, Block 1, Pacific Addition to 1-2 Light Industrial District. [Zoning Application 85-20, filed by James and Coralene Jarvis] Moved by Commissioner Soderberg, seconded by Commissioner Ryan that Ordinance Number 86-9120, providing for the amendment of Ordinance Number 8526, the same being Chapter 42 of the Salina Code, and the Zoning District map therein and thereby adopted and providing for the rezoning of certain poperty within the City and prescribing the proper uses thereof, be adopted. Aye: Ritter, Ryan, Soderberg, Hodges (4). Nay: (0). Commissioner Burgess absent. Motion adopted. (8.2) Second Reading Ordinance Number 86-9121 - providing for the rezoning of Lots 11 through 20, Block 1, Calkins Addition to 1-2 Light Industrial District. [Zoning Application 85-21, filed by Wally Storey] Moved by Commissioner Ritter, seconded by Commissioner Soderberg that Ordinance Number 86-9121, providing for the amendment of Ordinance Number 8526, the same being Chapter 42 of the Salina Code, and the zoning District map therein and thereby adopted and providing for the rezoning of certain poperty within the City and prescribing the proper uses thereof, be adopted. Aye: Ritter, Ryan, Soderberg, Hodges (4). Nay: (0). Commissioner Burgess absent. Motion adopted.
