03-03-1986 MinutesCITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS MARCH 3, 1986 4:00 p.m. The Regular Meeting of the Board of Commissioners met in the Commission Meeting Room, City -County Building, on Monday, March 3, 1986, at four p.m. There were present: Mayor Merle A. Hodges, Chairman presiding Commissioner John F. Burgess Commissioner Joseph M. Ritter Commissioner Stephen C. Ryan Commissioner Sydney S. Soderberg comprising a quorum of the Board, also present: Greg Bengtson, City Attorney D. L. Harrison, City Clerk Rufus L. Nye, City Manager Absent: None None CITIZEN FORUM AWARDS - PROCLAMATIONS (4.1) The Mayor proclaimed the Month of March, 1986 - "YOUTH ART MONTH". The proclamation was read by Becky Albert and David McCreary, students at Franklin Elementary School. (4.2) The Mayor proclaimed Tuesday, March 4, 1986 - "TEACHER DAY, USA". The proclamation was read by Judy Helm, Chapter 1 Reading and Math teacher from Oakdale School. (4.3) The Mayor proclaimed the Week of March 9 through 15, 1986 - "EMPLOY THE OLDER WORKER WEEK". The proclamation was read by Kay Carlson, Coordinator of the Older Kansas Employment Program. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME None CONSENT AGENDA (6.1) Approve the Minutes of the Regular Meeting February 24, 1986. (6.2) Petition Number 3920, filed by A 8 K Railroad, for the reduction of the current 20' easement on the east side of Lot 14, Block 7, Fox Run Addition to the City of Salina to 15 feet. [ Refer to the City Engineer for a recommendation] (6.3) Authorize the City Manager to obtain an appraisal and enter into negotiations with the owner of the Traylor Travel building with the intent to purchase the building if satisfactory arrangements can be made. 86-034 Moved by Commissioner Burgess, seconded by Commissioner Ritter that all items on the Consent Agenda be approved. Motion adopted. 86-035 86-036 86-037 DEVELOPMENT BUSINESS (7.1) Recommendation from the City Planning Commission that Zoning Application 86-1, filed by Salina Building Company, Inc. for the rezoning of N 95' of Lot 8; S 10' Lots 29 and 30; W 30' of the N 35' of Lot 27; W 30' Lot 28, all in Block 4 Holiday Addition to District C-6 ( Heavy Commercial District) be approved. [Introduce Ordinance Number 86-91231 Moved by Commissioner Soderberg, seconded by Commissioner Burgess that the recommendation of the City Planning Commission be accepted and that Zoning Application 86-1 be approved, and that Ordinance Number 86-9123, providing for the amendment of Ordinance Number 8526, the same being Chapter 42 of the Salina Code, and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the city and prescribing the proper uses thereof, be introduced for first reading. (7.2) Recommendation from the City Planning Commission that Zoning Application 86-2, filed by John Heline for the rezoning of the NE -41 of the SWµ and the Sµ of the NWµ of the SWµ of Section 19, Township 14 South, Range 2 West of the 6th principal meridian, be approved subject to platting. [Introduce Ordinance Number 86-9124] Moved by Commissioner Ritter, seconded by Commissioner Ryan that the recommendation of the City Planning Commission be accepted and that Zoning Application 86-2 be approved subject to platting, and that Ordinance Number 86-9124, providing for the amendment of Ordinance Number 8526, the same being Chapter 42 of the Salina Code, and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the city and prescribing the proper uses thereof, be introduced for first reading. ADMINISTRATION (8.1) Second Reading Ordinance Number 86-9122 - An ordinance authorizing the City of Salina, Kansas to purchase, construct, improve and equip an addition to an existing manufacturing facility located and to be located on certain real property owned by the City and to be leased to School Specialty Supply, Inc., a Kansas Corporation for industrial purposes; authorizing and directing the issuance of $1,250,000 principal amount of Industrial Revenue Bonds Series A 1986 of said city for the purpose of providing funds to pay the cost of purchasing, constructing, improving and equipping certain buildings, improvements and equipment to be leased to School Specialty Supply, Inc. for commercial purposes; prescribing the form and authorizing the execution of a supplemental lease by and between said City and School Specialty Supply, Inc.; and prescribing the form and requiring the execution of a separate guaranty agreement by School Specialty Supply, Inc. and the National Bank of America at Salina as trustee. (8.3) First Reading Ordinance Number 86-9126 - An ordinance, granting to The Kansas Power and Light Company, (also known as KPL Gas Service), a Kansas corporation, its successors and assigns, a natural gas franchise, prescribing the terms thereof and relating thereto, and repealing all ordinances or parts of ordinances inconsistent with or in conflict with the terms hereof. Moved by Commissioner Soderberg, seconded by Commissioner Ryan that Ordinance Number 86-9126, granting to The Kansas Power and Light Company, (also known as KPL Gas Service) , a Kansas corporation, its successors and assigns, a natural gas franchise, prescribing the terms thereof and relating thereto, and repealing all ordinances or parts of ordinances inconsistent with or in conflict with the terms hereof, be introduced for first reading. Aye: (5). Nay: (0). Motion adopted. OTHER BUSINESS Bob Bostater, expressed his concern about the accident to the Traylor Travel Building. He said he doesn't feel the contractor approached the demolition properly.
