REGULAR MEETING OF THE BOARD OF COMMISSIONERS
MAY 5, 1986

The Regular Meeting of the Board of Commissioners met in the Commission
Meeting Room, City -County Building, on Monday, May 5, 1986, at four p.m.
There were present:
Mayor Joseph M. Ritter, Chairman presiding
Commissioner John F. Burgess
Commissioner Merle A. Hodges
Commissioner Stephen C. Ryan
Commissioner Sydney S. Soderberg
comprising a quorum of the Board, also present:

AWARDS - PROCLAMATIONS
(4.1) The Mayor proclaimed the Week of May 11 through 17, 1986 -
"NATIONAL NURSING HOME WEEK". The proclamation was read by Shirley
Warnow, Activity Director of Windsor Estates Nursing Home.
(4.2) The Mayor proclaimed the Week of May 5 through 11, 1986 - "AFRICA
HUNGER AND PEACE AWARENESS WEEK". The proclamation was read by Eldon
Epp.

CONSENT AGENDA
(6.1) Approve the Minutes of the Regular Meeting April 28, 1986.
(6.2) Report on bids received May 1, 1986 for electrical revisions at the
Smoky Hill Museum. [Contract awarded to Lytle Electric, Inc. for $1,493.001
(6.3) Petition Number 3924, filed by Jack Dooley for the vacation of a 1.64
acre tract in the NW4 SW4 Section 36, Township 14 South, Range 3 West.
[ Refer to the City Engineer for a recommendation]
(6.4) Authorize the City Manager to sign a Mutual Aid Agreement between
the Helping Hand Ambulance Service and the Salina Fire Department / Emergency
Medical Service.
Moved by Commissioner Ryan, seconded by Commissioner Burgess that
item 6.4 be removed from the agenda and postponed until further notice. Aye:
(5). Nay: (0). Motion adopted.
Moved by Commissioner Ryan, seconded by Commissioner Burgess that
all other items on the consent agenda be approved. Aye: (5). Nay: (0).

ADMINISTRATION
(8.1) Second Reading Ordinance Number 86-9133 - conditionally permitting
construction of residential basements below the base flood elevation (BFE) within
the designated flood plain; amending Section 42-442 of the Salina Code and
repealing the existing section.
Moved by Commissioner Burgess, seconded by Commissioner Hodges
that Ordinance Number 86-9133, conditionally permitting construction of
residential basements below the base flood elevation (BFE) within the designated
flood plain; amending Section 42-442 of the Salina Code and repealing the
existing section, be adopted. Aye: Burgess, Hodges, Ryan, Soderberg, Ritter
(5). Nay: (0). Motion adopted.

the Commissioners recess into Executive Session to discuss a legal matter for 15
minutes. Aye: (5). Nay: (0). Motion adopted.
The Commissioners recessed at 4:06 p.m. and reconvened at 4:25 p.m.
ADJOURNMENT
Moved by Commissioner Hodges, seconded by Commissioner Burgess
that the Regular Meeting of the Board of Commissioners be adjourned. Aye:
(5). Nay: (0). Motion adopted. The meeting adjourned at 4:26 p.m.
