07-21-1986 MinutesCITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS JULY 21, 1986 4:00 p.m. The Regular Meeting of the Board of Commissioners met in the Commission Meeting Room, City -County Building, on Monday, July 21, 1986, at four p.m. There were present: Mayor Joseph M. Ritter, Chairman presiding Commissioner John F. Burgess Commissioner Merle A. Hodges Commissioner Stephen C. Ryan Commissioner Sydney S. Soderberg comprising a quorum of the Board, also present: Greg Bengtson, City Attorney D. L. Harrison, City Clerk Rufus L. Nye, City Manager Absent: None CITIZEN FORUM None AWARDS - PROCLAMATIONS (4.1) The Mayor proclaimed the Week of July 25 through 31, 1986 - "BABE RUTH LEAGUE WEEK". The proclamation was read by Earl J. Bondy, Babe Ruth District 7 Commissioner. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME None CONSENT AGENDA (6.1) Approve the Minutes of the Regular Meeting July 14, 1986. (6.2) Authorize the Mayor to sign a contract with J. C. Butler Associates, Inc. for professional services to assist the Water and Sewerage utility in analyzing toxic and other undesirable waste products from industries in Salina. (6.3) Resolution Number 86-3852 - determining it necessary to acquire utility easements for the use of the City of Salina, Kansas, for the purpose of carrying public utilities in the Downtown Business District and authorizing and directing the City Engineer to make a survey and description of the easements necessary for such purposes. 86-142 Moved by Commissioner Burgess, seconded by Commissioner Ryan that all items on the Consent agenda be approved. Motion adopted. 86-144 86-145 86-146 86-147 86-148 (8.2) Second Reading Ordinance Number 86-9141, providing for the amendment of Ordinance Number 8526, the same being Chapter 42 of the Salina Code and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the city and prescribing the proper uses thereof; and repealing Ordinance Number 82-8947. [Zoning Application 86-11, filed by the City Planning Commission, for the amendment of certain sections of Chapter 42 of the Salina Code, requiring a minimum of 55 feet front yard minimum setback on collector streets.] Moved by Commissioner Burgess, seconded by Commissioner Ryan that Ordinance Number 86-9142, requiring a minimum front yard setback of fifty-five feet from the centerline of a collector street; amending Sections 42-145, 42-160, 42-175, 42-190, 42-205, 42-221, 42-255, 42-270, 42-285, 42-320, 42-335 of the Salina Code and repealing the existing sections, be adopted. [Zoning Application 86-13, filed by the City Planning Commission for amendment of Section 42-442 to allow construction of residential basements only within Flood Zones Al to A30 and Ali of the City of Salina's Flood Insurance Rate Map.1 Moved by Commissioner Hodges, seconded by Commissioner Soderberg that Ordinance Number 86-9146, relating to procedures of considering a variance of regulations contained within the flood plain management regulations; amending Section 42-445 of the Salina Code and repealing the existing section, be adopted. (8.8) Request by Karen Graves and Jim Gartner, Co -Chairs of Goals for Salina, for an opportunity to briefly discuss this project with the City Commissioners, and seek endorsement from the Commissioners. (8.8a) Resolution Number 86-3853 endorsing the project. Jim Gartner, Co-chairman of Goals for Salina, explained the program to the City Commissioners. He said there will be a steering committee representing a cross section of Salina citizens which will guide the working of ten task forces made up of thirty members each, totaling more than three hundred people. These committees will begin in September and take one year, setting goals and specific objectives to be accomplished over the next five years. Moved by Commissioner Soderberg, seconded by Commissioner Ryan that Resolution Number 86-3853, endorsing and supporting the comprehensive plan of "Goals for Salina", be adopted. Aye: (5). Nay: (0).
