08-11-1986 MinutesCITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS AUGUST 11, 1986 4:00 p.m. The Regular Meeting of the Board of Commissioners met in the Commission Meeting Room, City -County Building, on Monday, August 11, 1986, at four p.m. There were present: Mayor Joseph M. Ritter, Chairman presiding Commissioner John F. Burgess Commissioner Merle A. Hodges Commissioner Sydney S. Soderberg comprising a quorum of the Board, also present: Greg Bengtson, City Attorney D. L. Harrison, City Clerk Rufus L. Nye, City Manager Absent: Commissioner Stephen C. Ryan CITIZEN FORUM None AWARDS - PROCLAMATIONS (4.1) The Mayor proclaimed Tuesday, August 12, 1986 - "NATIONAL CIVIL RIGHTS DAY". The proclamation was read by Ron Elliott, Human Relations Commissioner. (4.2) The Mayor presented a plaque of appreciation to past Board of Plumbing Appeals member, James Martin Hall, III. (4.3) The Mayor proclaimed the week of August 17 through 23, 1986 - "HARVEST OF PRAYER WEEK". The proclamation was read by Rev. Doretha Horn, Allen Chapel, African Methodist Episcopal Church. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME (5.1) Public Hearing on the Proposed 1987 Budget. (5.1a) Resolution Number 86-3855 - adopting the 1987 Annual Budget. (5.1b) First Reading Ordinance Number 86-9148 - providing for the adoption and appropriation, by fund, of the budget of the City of Salina for the year beginning January 1, 1987; and appropriating money from the various funds to pay payrolls and claims against the City of Salina for the calendar year 1987. There were no comments, written or oral, filed, and the Mayor declared the public hearing closed. 86-159 Moved by Commissioner Hodges, seconded by Commissioner Soderberg that Resolution Number 86-3855, adopting the 1987 Annual Budget, be adopted. Motion adopted. 86-160 Moved by Commissioner Burgess, seconded by Commissioner Hodges that Ordinance Number 86-9148, providing for the adoption and appropriation, by fund, of the budget of the City of Salina for the year beginning January 1 , 1987; and appropriating money from the various funds to pay payrolls and claims against the City of Salina for the calendar year 1987, be introduced for first reading. CONSENT AGENDA (6.1) Approve the Minutes of the Regular Meeting July 28, 1986. 86-161 86-162 86-163 86-164 86-165 (6.2) Resolution Number 86-3856 - adopting the Job Classification and Salary Schedule for city employees, created pursuant to Section 2-51 of the Salina Code, and repealing Resolution Number 85-3798 and all previous resolutions, motions or actions in conflict therewith. (6.3) Request by Salina Presbyterian Manor, 2601 East Crawford, for a 60 foot break in the restricted access along the north property line of East Crawford, directly north of the existing Markley Road intersection. (Referred to City Engineer for a recommendation.) (6.4) City Clerk reports the City Engineer has filed final quantities for Engineering Projects 85-725 and 85-726. Set August 25, 1986 for public hearing on the proposed assessments. Moved by Commissioner Soderberg, seconded by Commissioner Hodges that all items on the Consent Agenda be approved. Aye: (4) . DEVELOPMENT BUSINESS (7.1) Recommendation from the Heritage Commission that Heritage Application 86-1, filed by the Masonic Temple Trustees, for Landmark Designation for Lots 181, 183, 185, 187 on Seventh Street and Lots 182, 184, 186, 188 on Santa Fe Avenue, Original Townsite, be approved. [introduce Ordinance Number 86-9149 for first reading] Moved by Commissioner Soderberg, seconded by Commissioner Hodges that the recommendation of the Heritage Commission be accepted and that Heritage Application 86-1 be approved, and that Ordinance Number 86-9149, designating the structure located at 336 South Santa Fe for Heritage Conservation (HC) landmark designation, be introduced for first reading. ADMINISTRATION (8.1) Second Reading Ordinance Number 86-9147 - ordering the condemnation and acquisition of certain utility easements for the use of the City of Salina, Kansas, for the purpose of carrying public utilities in the Downtown Business District, pursuant to K.S.A. Chapter 26, and amendments thereto, as the same relates to condemnation by cities and further pursuant to Resolution Number 86-3852 of the City of Salina, Kansas. Moved by Commissioner Burgess, seconded by Commissioner Hodges that Ordinance Number 86-9147, ordering the condemnation and acquisition of certain utility easements for the use of the City of Salina, Kansas, for the purpose of carrying public utilities in the Downtown Business District, pursuant to K.S.A. Moved by Commissioner Burgess, seconded by Commissioner Hodges that Ordinance Number 86-9150, levying special assessments against certain lots and pieces of property to pay the cost of cutting weeds on certain lots and parts of lots and the parkways abutting thereon in the City of Salina, Kansas, be introduced for first reading.
