08-18-1986 Minutes86-169 86-170 CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS AUGUST 18, 1986 4:00 p.m. The Regular Meeting of the Board of Commissioners met in the Commission Meeting Room, City -County Building, on Monday, August 18, 1986, at four p.m. There were present: Mayor Joseph M. Ritter, Chairman presiding Commissioner John F. Burgess Commissioner Merle A. Hodges Commissioner Stephen C. Ryan Commissioner Sydney S. Soderberg comprising a quorum of the Board, also present: Greg Bengtson, City Attorney Rufus L. Nye, City Manager Jacqueline Shiever, Deputy City Clerk Absent: D. L. Harrison, City Clerk CITIZEN FORUM None AWARDS - PROCLAMATIONS None PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME None CONSENT AGENDA (6.1) Approve the Minutes of the Regular Meeting August 11, 1986. (6.2) Report on bids received August 14, 1986 for construction of an addition to the Bicentennial Center to expand the dressing room facilities. [Contract awarded to Western Construction, Inc. for $337,000.1 Moved by Commissioner Soderberg, seconded by Commissioner Ryan that all items on the Consent Agenda be approved. Aye: (5). Nay: (0). DEVELOPMENT BUSINESS (7.1) Recommendation from the City Planning Commission that Zoning Application 86-15, filed by James Gile, for the rezoning of Lots 25 and 27, Block 3, Episcopal Military Institute Addition to District C-5, Service Commercial, be adopted. [Introduce Ordinance Number 86-9153 for first reading] Moved by Commissioner Hodges, seconded by Commissioner Soderberg that the recommendation of the City Planning Commission be accepted and that Zoning Application 86-15 be approved, and that Ordinance Number 86-9153, providing for the amendment of Ordinance Number 8526, the same being Chapter 42 of the Salina Code, and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof, be introduced for first reading. ADMINISTRATION (8.1) Second Reading Ordinance Number 86-9148 - providing for the adoption and appropriation, by fund, of the budget of the City of Salina for the year beginning January 1, 1987; and appropriating money from the various funds to pay payrolls and claims against the City of Salina for the calendar year 1987. 86-171 Moved by Commissioner Burgess, seconded by Commissioner Ryan that Ordinance Number 86-9148, providing for the adoption and appropriation, by fund, of the budget of the City of Salina for the year beginning January 1, 1987; and appropriating money from the various funds to pay payrolls and claims against the City of Salina for the calendar year 1987, be adopted. (8.4) Second Reading Ordinance Number 86-9151 - levying special assessments against certain lots and pieces of property to pay the cost of abatement of nuisances, located on certain lots and parts of lots in the City of Salina, Kansas. 86-174 Moved by Commissioner Soderberg, seconded by Commissioner Ryan that Ordinance Number 86-9151, levying special assessments against certain lots and pieces of property to pay the cost of abatement of nuisances, located on certain lots and parts of lots in the City of Salina, Kansas, be adopted. (8.5) Second Reading Ordinance Number 86-9152 - levying special assessments against certain property to pay the cost of driveway repair on certain lots and parts of lots in the City of Salina, Saline County, Kansas. 86-175 Moved by Commissioner Hodges, seconded by Commissioner Ryan that Ordinance Number 86-9152, levying special assessments against certain property to pay the cost of driveway repair on certain lots and parts of lots in the City of Salina, Saline County, Kansas, be adopted. Aye: Burgess, Hodges, Ryan, Soderberg, Ritter (5). Nay: (0). Motion adopted. (8.6) First Reading Charter Ordinance Number 22 - exempting the City of Salina, Kansas, from K.S.A. 12-1697 and 12-16,101 concerning the promotion of tourism and conventions, authorizing the levying of a transient guest tax by counties or cities, and providing for appointment of a convention and tourism committee; and providing substitute provisions on the same subject. 86-176 Moved by Commissioner Burgess, seconded by Commissioner Soderberg that action on Charter Ordinance Number 22 be postponed until September 8, 1986. Gerald Cook, President Salina Chamber of Commerce, explained his thoughts about the complaint of the Convention and Tourism Committee not having access to Chamber of Commerce expenditures for convention and tourism; that the Chamber of Commerce is the contractor of the City of Salina and the Convention and Tourism Committee is an advisory board. Niles Hauser, Convention and Tourism Committee member, explained his concern about the proposed Charter Ordinance not specifically outlining the qualifications of its membership. That future City Commissions could appoint anyone to the Convention and Tourism Committee. Mayor Ritter called for a vote on Commission Action #86-176. Aye: (5). Nay: (0). Motion adopted.
