REGULAR MEETING OF THE BOARD OF COMMISSIONERS

The Regular Meeting of the Board of Commissioners met in the Commission
Meeting Room, City -County Building, on Monday, August 25, 1986, at four p.m.

Commissioner Stephen C. Ryan
Commissioner Sydney S. Soderberg

CITIZEN FORUM
AWARDS - PROCLAMATIONS
(4.1) The Mayor proclaimed the Week of August 25 through 30, 1986 -
"JAYCEE WAKE UP AMERICA WEEK". The proclamation was read by Brenda
Smith, Administrative Vice President of the Kansas Jaycees.
PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME
(5.1) Public Hearing on the proposed assessments in Engineering Projects
85-725 and 85-726.
(5.1a) introduce Ordinance Number 86-9154 - levying special assessments
on lots, pieces, and parcels of ground in the City of Salina, Kansas for the
purpose of paying a portion of the cost of street and utility improvements
in The River Place, Riverdale, Nord, Mayfair, Meyer, American Stores
Properties, Inc., Eastgate and Replat of Blocks 4, 10, 11, 12, Georgetown
Additions.
William D. Basgall, 2312 Linden Drive, asked why he is being assessed
for a side street. He was told all property pays on its front street and nearest
side street.
The Mayor declared the public hearing closed.
Moved by Commissioner Soderberg, seconded by Commissioner Ryan
that consideration of the assessment ordinance be postponed until September 8,
1986. Aye: (5) . Nay: (0) . Motion adopted.
CONSENT AGENDA
(6.1) Approve the Minutes of the Regular Meeting August 18, 1986.
Moved by Commissioner Ryan, seconded by Commissioner Burgess that
the item on the consent agenda be approved. Aye: (5) . Nay: (0) . Motion
adopted.

ADMINISTRATION
(8.1) Second Reading Ordinance Number 86-9153, providing for the amendment of
Ordinance Number 8526, the same being Chapter 42 of the Salina Code, and the
Zoning District Map therein and thereby adopted and providing for the rezoning
of certain property within the city and prescribing the proper uses thereof.
[Zoning Application 86-15, filed by James Gile, for the rezoning of Lots 25 and
27, Block 3, Episcopal Military Institute Addition to District C-5, Service
Commercial].
Moved by Commissioner Soderberg, seconded by Commissioner Hodges
that Ordinance Number 86-9153, providing for the amendment of Ordinance
Number 8526, the same being Chapter 42 of the Salina Code, and the Zoning
District Map therein and thereby adopted and providing for the rezoning of
certain property within the city and prescribing the proper uses thereof, be
adopted. Aye: Burgess, Hodges, Ryan, Soderberg, Ritter (5). Nay: (0).
Motion adopted.
