11-17-1986 Minutes86-236 CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS NOVEMBER 17, 1986 4:00 p.m. The Regular Meeting of the Board of Commissioners met in the Commission Meeting Room, City -County Building, on Monday, November 17, 1986, at four p.m. There were present: Mayor Joseph M. Ritter, Chairman presiding Commissioner Merle A. Hodges Commissioner Stephen C. Ryan Commissioner Sydney S. Soderberg (comprising a quorum of the Board, also present: Greg Bengtson, City Attorney D. L. Harrison, City Clerk Rufus L. Nye, City Manager IAbsent: Commissioner John F. Burgess None CITIZEN FORUM AWARDS - PROCLAMATIONS (4.1 ) The Mayor proclaimed Thursday, November 20, 1986 - "GREAT AMERICAN SMOKEOUT DAY". The proclamation was read by Jo Johnson, Salina -Saline County Health Department. (4.2) The Mayor proclaimed Thursday, November 20, 1986 - "GREAT AMERICAN SMOKEOUT DAY". The proclamation was read by South Junior High School Students - Brian Arpin, Cheri Laubhan, Denise Piercy, Larry Isbell. (4.3) The Mayor proclaimed the Week of November 16 through 22, 1986 - "AMERICAN EDUCATION WEEK". The proclamation was read by Jennifer Sturges, Salina NEA, Chairwoman of American Education Week. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME None CONSENT AGENDA (6.1) Approve the Minutes of the Regular Meeting November 10, 1986. Moved by Commissioner Ryan, seconded by Commissioner Hodges that the item on the Consent Agenda be approved. Aye: (4) . Nay: (0) . Motion adopted. None DEVELOPMENT BUSINESS ADMINISTRATION (8.1) Second Reading Ordinance Number 86-9166, an ordinance authorizing and directing the issuance, sale and delivery of $1,983,000 principal amount of General Obligation Internal Improvement Bonds, Series P-232, of the City of Salina, Kansas, for the purpose of providing funds to pay the cost of construction of storm sewers, water mains, sanitary sewers and street improvements in the City of Salina, Kansas; prescribing the form and details of said bonds; and providing for the levy and collection of the necessary assessments and taxes for the purpose of paying the principal of and interest on said bonds as they become due; and authorizing an agreement between the City and the Bond Registrar. 86-237 86-238 Moved by Commissioner Soderberg, seconded by Commissioner Hodges that Ordinance Number 86-9166, an ordinance authorizing and directing the issuance, sale and delivery of $1,983,000 principal amount of General Obligation Internal Improvement Bonds, Series P-232, of the City of Salina, Kansas, for the purpose of providing funds to pay the cost of construction of storm sewers, water mains, sanitary sewers and street improvements in the City of Salina, Kansas; prescribing the form and details of said bonds; and providing for the levy and collection of the necessary assessments and taxes for the purpose of paying the principal of and interest on said bonds as they become due; and authorizing an agreement between the City and the Bond Registrar, be adopted. OTHER BUSINESS The Mayor, with the approval of the Board of Commissioners, made the following appointments: Salina Business Improvement District Design and Review Board Bud Jilka, appointed for a 1 year term to October 24, 1987 Charles Weathers, appointed for a 1 year term to October 24, 1987 Charles Carroll, Property Owner within the BID, appointed for a 2 year term to October 24, 1988 John Hauptli, appointed for a 2 year term to October 24, 1988 Ken Bieberly, Design Professional, appointed for a 3 year term to October 24, 1989 Ann Knowles, appointed for a 3 year term to October 24, 1989 Ned Rose, Representative of a business within the BID, appointed for a 3 year term to October 24, 1989 ADJOURNMENT Moved by Commissioner Hodges, seconded by Commissioner Ryan that the Regular Meeting of the Board of Commissioners be adjourned.
