04-27-2015 Minutes1 15-0141 1 CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS April 27, 2015 4:00 p.m. The City Commission convened at 3:45 p.m. for Citizens Forum. The Regular Meeting of the Board of Commissioners was called to order at 4:00 p.m. in Room 107, City -County Building. Roll call was taken followed by the Pledge of Allegiance and a moment of silence. Those present and comprising a quorum: Mayor Jon R. Blanchard (presiding), Commissioners Kaye J. Crawford, Trent Davis, Randall R. Hardy, and Karl F. Ryan. Also present: Jason A. Gage, City Manager; Michael D. Schrage, Deputy City Manager; Greg Bengtson, City Attorney; and Shandi Wicks, City Clerk. AWARDS AND PROCLAMATIONS (3.1) The month of May 2015 as "National Bike Month" and "Bicycle Safety Month," and the week of May 11 through 15, 2015 as "Bike to Work Week" in the city of Salina. Sheryl Brown read the proclamation and announced upcoming events. CITIZEN FORUM Lavelle Frick, 120 Overhill Road, requested that the completion date for Resolution No. 15- 7186 be extended. Mayor Blanchard asked staff for direction. Jason Gage, City Manager, responded by stating that the Commission would need to vote to add the item to the agenda. Moved by Commissioner Davis, seconded by Commissioner Ryan, to add an item to the agenda under Item No. 7.5 to discuss a possible amendment to Resolution No. 15-7186. Aye: (5). Nay: (0). PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME (5.1) Public hearing to consider adoption of Resolution Nos. 15-7199 through 15-7218 providing for repair or removal of designated dangerous structures (107 W. Prescott, 120 N. 2nd, 231 S. 4th, 409 W. Euclid, 417 W. Euclid, 507 S. 9th, 515 Inez, 603 W. Grand, 623 N. 13th, 625 S. 9d', 718 N. 7d', 809 N. 5d', 906 N. 11th, 910 N. 11th, 1000 S. 9th, 1106 Park, 1119 W. Ash, and 1904 S. Valley View) and establishing a reasonable time within which the repair or removal of such structures shall commence and be completed. Jim Brown, Building Official, explained the dangerous structure procedures and the code sections that pertain to this matter. Garry Hobbie, Director of Development Services, explained the fiscal impact and the funding available. Mayor Blanchard opened the public hearing. Jim Brown, Building Official, explained the condition of the structure located at 507 S. 9th Street, noted that a compliance order was completed by the property owner and the possible actions. Dennis Collier, 4209 E. Country Club Road, provided information regarding the Page 1 i �I 1 renovations planned for the property and that the new contractor will have the foundation repairs completed by June 1, 2015. There being no further comments the public hearing was closed. N Commissioner Ryan asked what would happen if the contractor could not complete the W work by the June 1, 2015 date. Jason Gage, City Manager, responded by stating that if the property owner was aware prior to the completion date, the owner could request of the Commission to extend the completion date. 15-0142 Moved by Commissioner Crawford, seconded by Commissioner Davis, to adopt Resolution No. N 15-7206 finding that the structure at 507 S. 9th Street is unsafe or dangerous; directing structure be repaired or removed and the premises made safe and secure; fixing a date of April 9, 2015 within which the repair or removal shall commence; and a date of June 1, 2015 within which the repair or removal shall be completed; and authorizing staff to proceed with the demolition or repair if the owner(s) fail to comply. Jim Brown, Building Official, explained the nature of the request for 515 Inez that the utilities at this address were not turned on; the property owner had completed a compliance agreement and the possible actions. There being no further comments the public hearing was closed. Commissioner Crawford asked if there were utilities turned on at this property. Mr. Brown responded by stating there were no utilities currently on and the utilities had not been on for a few years. Mayor Blanchard asked Roger Pentico, 510 W. Antrim if the completion date of August 1, 2015 was workable. Mr. Pentico responded by stating that the completion date gave him enough time to complete the work. 15-0143 Moved by Commissioner Hardy, seconded by Commissioner Davis, to adopt Resolution No. 15- 7207 finding that the structure at 515 Inez is unsafe or dangerous; directing structure be repaired or removed and the premises made safe and secure; fixing a date of May 11, 2015 within which the repair or removal shall commence; and a date of August 1, 2015 within which the repair or removal shall be completed; and authorizing staff to proceed with the demolition or repair if the owner(s) fail to comply. Aye: (5). Nay: (0). Motion carried. Mayor Blanchard opened the public hearing. Jim Brown, Building Official, explained the conditions of the structure located at 625 S. 9th Street, noted that there were no utilities on at the property and the property owner had completed a compliance agreement with staff and explained the possible actions. Commissioner Hardy asked how a structure was deemed a dangerous structure. Mr. Brown responded by stating that a citizen could report the property or City staff could find the property. Commissioner Davis asked what the basis was in the difference in the completion times listed for the properties. Mr. Brown responded by stating that the completion date was set when the property owner met with staff and discussed the needs of the property owner. Mr. Gage stated that it had been a goal of the City Commission for the last three to four years to follow the property maintenance code. Page 2 'I I I" l Mayor Blanchard asked what determined when the property had reached the substantial completion date. Mr. Brown responded by stating that a permit or a compliance agreement would be required for the property depending on the repairs needed. Mr. Hobbie provided information on the housing needs assessment and the ability to Z obtain a report from the Water Customer Accounting listing properties that did not have W water utilities within the last couple years. Judy Larson, 715 S. Ninth Street, asked why it took four or five years to show up on the list and asked if the City could be more proactive and contact the property owners within the 0 first year and work with them to reach an agreement on the property. Mayor Blanchard responded by stating that the property maintenance code was added two years ago and there was an increase in finding conformance to the code. There being no further comments the public hearing was closed. 15-0144 Moved by Commissioner Davis, seconded by Commissioner Hardy, to adopt Resolution No., 15- 7210 finding that the structure at 625 S. 9th Street is unsafe or dangerous; directing structure(s) be repaired or removed and the premises made safe and secure; fixing a date of May 11, 2015 within which the repair or removal shall commence; and a date of December 31, 2015 within which the repair or removal shall be completed; and authorizing staff to proceed with the demolition or repair if the owner(s) fail to comply. Jim Brown, Building Official, explained the condition of the structures located at 718 N. 7th Street, noted that there were no utilities on at the property and the property owner had completed a compliance agreement with staff and the possible actions. Commissioner Davis asked if the repair would cost more than the value of the home, what would the owner do with the property. Mr. Brown responded by stating that typically the structures would be demolished. Mayor Blanchard asked if there was a threshold percentage in the code pertaining to the repair exceeding the value of the home. Mr. Hobbie responded by stating that the threshold percentage was not listed in the code. Aaron Martin, City Attorney, provided additional information regarding the state statute pertaining to dangerous structures. Carl Gray, 530 N. 13th, stated that he was currently working with a contractor to make the needed repairs on the property. There being no further comments the public hearing was closed. 15-0145 Moved by Commissioner Hardy, seconded by Commissioner Ryan, to adopt Resolution No. 15- 7211 finding that the structures at 718 N. 7th Street are unsafe or dangerous; directing structure(s) be repaired or removed and the premises made safe and secure; fixing a date of May 11, 2015 within which the repair or removal shall commence; and a date of October 24, 2015 within which the repair or removal shall be completed; and authorizing staff to proceed with the demolition or repair if the owner(s) fail to comply. Jim Brown, Building Official, explained the condition of the structure located at 1000 S. 9th Page 3 1 i Street, noted that there were no utilities on at the property and the property owner had completed a compliance agreement with staff, explained the repairs the property owner intended to make to the property and the possible actions. There being no further comments the public hearing was closed. 15-0146 Moved by Commissioner Davis, seconded by Commissioner Crawford, to adopt Resolution No. W 15-7215 finding that the structures at 1000 S. 9th Street are unsafe or dangerous; directing structures be repaired or removed and the premises made safe and secure; fixing a date of May 1, 2015 within which the repair or removal shall commence; and a date of November 1, 2016 within which the repair or removal shall be completed; and authorizing staff to proceed with the demolition or repair if the owner(s) fail to comply. Aye: (5). Nay: (0). Motion carried. Mayor Blanchard opened the public hearing. Jim Brown, Building Official, explained that there was an extensive fire at the property of 1904 S. Valley View, the property owner had completed a compliance agreement and notified staff that the structure was being demolished and plans would be submitted soon for building a new residential home and the possible actions. There being no further comments the public hearing was closed. 15-0147 Moved by Commissioner Hardy, seconded by Commissioner Davis, to adopt Resolution No. 15- 7218 finding that the structure at 1904 S. Valley View is unsafe or dangerous; directing structure be repaired or removed and the premises made safe and secure; fixing a date of April 27, 2015 within which the repair or removal shall commence; and a date of May 25, 2015 within which the repair or removal shall be completed; and authorizing staff to proceed with the demolition or repair if the owner(s) fail to comply. Aye: (5). Nay: (0). Motion carried. Mayor Blanchard opened the public hearing. Jim Brown, Building Official, explained that there was an extensive fire to the multi -family structure at 107 W. Prescott, a demolition permit was issued to demolish the multi -family home along with the accessory building and the demolition had been completed and was in the final stages and the possible actions. Staton Diehl, Diehl Enterprises, stated that the demolition would be completed on this property this week. There being no further comments the public hearing was closed. 15-0148 Moved by Commissioner Davis, seconded by Commissioner Crawford, to adopt Resolution No. 15-7199 finding that the structure at 107 W. Prescott is unsafe or dangerous; directing structure(s) be repaired or removed and the premises made safe and secure; fixing a date of March 27, 2015 within which the repair or removal shall commence; and a date of May 1, 2015 within which the repair or removal shall be completed; and authorizing staff to proceed with the demolition or repair if the owner(s) fail to comply. Aye: (5). Nay: (0). Motion carried. Mayor Blanchard opened the public hearing. Jim Brown, Building Official, explained that the property at 120 N. 2nd Street was a single family dwelling that had been vacant for over ten years, the utilities had not been on at this property since 1997, provided the conditions of the structures and the possible actions. Page 4 Commissioner Hardy asked if the property owner was not able to perform the demolition on the property when would the City demolish the property. Mr. Brown stated that the abatement process would begin on June 11, 2015. N Richard Bredengerd, 9320 E. Osie, Apt 5206, Wichita, Kansas, stated that the property had Z been in his family for 108 years and continued to explain the plan to repair the property or W sell the property to an investor. Mayor Blanchard asked if an administrative cost was due on the property at this time. Mr. 0 Hobbie stated that there were no costs currently due on the property for the demolition. Mayor Blanchard asked if there would be a single contract for the demolition of all ;the properties that were not taken care of by the property owner. Mr. Hobbie stated that staff would bundle the multiple properties under one contract and hire a contractor to demolish the properties. Mr. Martin noted that the Commission could modify the commencement and substantial completion dates in the resolution for the property. Commissioner Hardy asked what the chances were in finding an investor for the property. Mr. Bredengerd stated that the family would have to weigh the options in selling the property versus demolishing the structure. Commissioner Hardy asked Mr. Bredengerd to provide his timeframe on selling the property. Mr. Bredengerd stated that he would like additional time to try and sell the property or potentially auction off the property. Commissioner Davis asked if the neighbor wanted to restore the property or demolish it. Mr. Bredengerd stated he thought the neighbor's intention was to restore the property. Commissioner Davis asked what the condition of the interior of the home was. Ron Michaelson, Building Inspector, responded by stating that the foundation of the home was stable but it was hard to assess the condition of the interior of the home. Commissioner Hardy asked if it was possible to secure the house so it was not accessible to rodents. Mr. Bredengerd stated that he could secure the home so it was not accessible. Bruce Wilson, 1333 N. Marymount Road, New Cambria, provided information regarding the property at 120 N. 2nd and his interest in possibly purchasing the property. Mr. Martin asked Mr. Bredengerd if there was a pending probate on the estate of Richard E. Bredengerd. Mr. Bredengerd responded by stating that the probate was finished in 2005 but his sister who is the executor of the estate had not filed the paperwork needed to change the title work. Mr. Gage asked Mr. Bredengerd what his sister's intention was with the property. Mr. Bredengerd responded by stating that he was not sure what his sister's intention was with the property. Commissioner Hardy asked if the property taxes on the property were current. Mr. Bredengerd responded by stating that he had paid the 2010 property taxes and would fully pay the taxes upon selling the property. Judy Larson, 715 N. Ninth, asked if Mr. Bredengerd would be able to board up the house with the deed of the property still in his father's name and asked if the Animal Shelter would be able to help remove the rodents inside the property. There being no further comments the public hearing was closed. Mayor Blanchard asked if the deed holder would be the appropriate person to have a compliance agreement with. Mr. Gage responded by stating that the compliance agreement would need to be with the deed holder. Mr. Gage asked staff if the property was safely secured. Mr. Brown responded by stating that the property was safely secure but the front porch was not safe at this time. Mr. Hobbie stated that staff felt stabilization of the front porch might need to be made. Mayor Blanchard provided his thoughts on the commencing date and completion date for the property. A conversation ensued between the Commissioners regarding the commencement and completion dates for the property. Moved by Commissioner Davis, seconded by Commissioner Ryan, to adopt Resolution No. 15- 7200 finding that the structure at 120 N. 2nd Street is unsafe or dangerous; directing structure(s) be repaired or removed and the premises made safe and secure; fixing a date of July 11, 2015 within which the repair or removal shall commence; and a date of August 11, 2015 within which the repair or removal shall be completed; and authorizing staff to proceed with the demolition or repair if the owner(s) fail to comply. Jim Brown, Building Official, explained the conditions of the single family dwelling at 231 S. 4th Street, noted the work performed on the property and the possible actions. John Bastin, 685 Starlight Drive, provided information on the status of the repairs on the property and his intention to have the repairs to the outside of the property completed by June 11, 2015. Mr. Brown noted that the compliance agreement would take care of the repairs to the exterior of the structure. Commissioner Davis asked Mr. Bastin if the June 11, 2015 completion date would work for completion of the exterior repairs. Mr. Bastin responded by stating that the June 11, 2015 completion date would work for him. There being no further comments the public hearing was closed. Jim Brown, Building Official, explained the condition of the structure located at 249 N. ,13th Street and the possible actions. Commissioner Hardy asked if the property was eligible for Sheriff's Sale. Michael Schrage, Deputy City Manager, responded by stating that a property would be eligible for Sheriff's Sale but the County decides which properties go to Sheriff's Sale each year. Commissioner Davis asked if the property owners were deceased. Mr. Brown responded by stating that the required mailings were returned unclaimed. Commissioner Davis asked if the City was required to demolish the property, how would the City recoup the cost. Mr. Brown responded by stating that the costs would be added to the property taxes. Mr. Martin responded by stating that the property could go to Sheriffs Sale at any time due to the delinquent status of the property taxes. Jim Brown, Building Official, explained the condition of the single family dwelling located at 329 N. 11th Street and that the property had been vacant for several years with no utilities on at the property. Moved by Commissioner Hardy, seconded by Commissioner Crawford, to adopt Resolution No. 15-7203 finding that the structure at 329 N. 11th Street is unsafe or dangerous; directing structure(s) be repaired or removed and the premises made safe and secure; fixing a date of May 11, 2015 within which the repair or removal shall commence; and a date of June 11, 2015 within which the repair or removal shall be completed; and authorizing staff to proceed with the demolition or repair if the owner(s) fail to comply. Euclid. Rickey Pace, 1200 W. Crawford, stated that he planned to repair the structure. Commissioner Davis asked Mr. Pace if the ultimate plan was to repair the structures. Mr. Pace stated that he planned to repair the structures. Mayor Blanchard asked staff the process to obtain a permit for the repairs to the structures. Mr. Brown responded by stating that the contractor would need to apply for a permit for the work. There being no further comments the public hearing was closed. 15-0155 Moved by Commissioner Hardy, seconded by Commissioner Davis, to adopt Resolution No. 15- 7205 finding that the structure(s) at 417 W. Euclid are unsafe or dangerous; directing structure(s) be repaired or removed and the premises made safe and secure; fixing a date of May 11, 2015 within which the repair or removal shall commence; and a date of June 11, 2015 within which the repair or removal shall be completed; and authorizing staff to proceed with the demolition or repair if the owner(s) fail to comply. Aye: (5). Nay: (0). Motion carried. Mayor Blanchard opened the public hearing. Jim Brown, Building Official, explained the condition of the single family dwelling (mobile home) located at 603 W. Grand and noted that the structure did not have utility service ,and had been used for storage since 2002. Ron Holub, Sr, 832 N. 7th, stated that he used the structure for storage. Mayor Blanchard asked if 601 W. Grand and 603 W. Grand were on the same parcel.;Mr. Schrage responded by stating that according to property mapping it appeared both 601 and 603 were on one parcel. Mayor Blanchard asked if the property could be used for storage purposes only. Mr. Hobbie stated that the property could not be used for storage only. There being no further comments the public hearing was closed. Commissioner Davis asked what made the structure fall under the dangerous structure category. Mr. Brown responded by stating that the structure was falling in disrepair'and not being inhabitable. 15-0156 Moved by Commissioner Davis, seconded by Commissioner Hardy, to adopt Resolution No. 15- 7208 finding that the structure at 603 W. Grand is unsafe or dangerous; directing structure(s) be repaired or removed and the premises made safe and secure; fixing a date of May 11, 2015 within which the repair or removal shall commence; and a date of June 11, 2015 within which the repair or Page 8 Ll P i r removal shall be completed; and authorizing staff to proceed with the demolition or repair if the owner(s) fail to comply. N Z Jim Brown, Building Official, explained the condition of the single family dwelling and W detached building at 623 N. 13th Street, stated that the utilities for the property were not currently on and noted that staff had not heard from the property owner. m Joseph Minneman, Peoria, Illinois, provided his thoughts on the items listed on the a dangerous structure inspection checklist. U Commissioner Davis asked if Mr. Minneman disagreed with the findings of the Building Official. Mr. Minneman responded by providing his thoughts on the individual findings of the structure by the Building Official. A conversation ensued between the Commission & Mr. Minneman regarding the Building Official's findings of the structure. Mr. Brown stated that staff used the dangerous structure inspection checklist on all properties that staff inspected. Mr. Schrage provided information on the creation of the dangerous structure inspection checklist according to the Salina Code. Mayor Blanchard asked legal counsel if the Building Official was required to hire a structural engineer. Mr. Martin responded by stating that according to the statute the Building Official can represent the findings to the Commission and the property owner can rebuttal at the time of the public hearing. Mr. Gage asked if the property owner made contact with staff prior to the public hearing. Mr. Brown responded by stating that staff had not heard from the property owner prior to the meeting today. There being no further comments the public hearing was closed. 15-0157 Moved by Commissioner Hardy, seconded by Commissioner Crawford, to adopt Resolution No. 15-7209 finding that the structures at 623 N. 13th Street are unsafe or dangerous; directing structure(s) be repaired or removed and the premises made safe and secure; fixing a date of May 11, 2015 within which the repair or removal shall commence; and a date of June 11, 2015 within which the repair or removal shall be completed; and authorizing staff to proceed with the demolition or repair if the owner(s) fail to comply. Jim Brown, Building Official, explained the condition of the single family dwelling and detached buildings located at 809 N. 5th Street, noted the dwelling had been vacant for seven to eight years, the utilities were currently turned off and staff had not heard from the property owners. Commissioner Crawford asked if the property was vacant since- the taxes were current and there was a vehicle in the driveway. Mr. Brown responded by stating that staff had not had contact with the property owner and the car was in the same location each time staff had visited the property. There being no further comments the public hearing was closed. Page 9 ,15-0158 Moved by Commissioner Ryan, seconded by Commissioner Davis, to adopt Resolution No. 15- 7212 finding that the structures at 809 N. 5th Street are unsafe or dangerous; directing structure(s) be repaired or removed and the premises made safe and secure; fixing a date of May 11, 2015 N within which the repair or removal shall commence; and a date of June 11, 2015 within which the repair or removal shall be completed; and authorizing staff to proceed with the demolition or W repair if the owner(s) fail to comply. D Mayor Blanchard opened the public hearing. y Jim Brown, Building Official, explained the condition of the single family dwelling located at 906 N. 11th Street, and noted that staff received a call from a real estate agent today requesting additional information on the property. Commissioner Ryan asked if the property was occupied at the time it was a meth lab.1 Mr. Hobbie responded by stating.that the property was occupied at the time it was a meth lab. George Meinhardt, 136 Bel Air, property owner, provided some pictures to the Commission taken of the property today and noted that he was working with a property management company to purchase the property. Mayor Blanchard asked if the property owner was requesting an extension of time for the completion date. Mr. Meinhardt stated that the property management company would need 30 days to complete the repairs and could have it completed by June 1. Mayor Blanchard encouraged that the property owner sit down with the Building Official to discuss the repairs needed and permits required. Jim Brown, Building Official, explained the condition of the single family dwelling located at 910 N. 11th Street, noted that the property had been vacant for several years and that the utilities have not been on at the property. Ralph Carter, 1025 Eastgate Drive, stated that he purchased the property a year ago and deeded the property to his son following a vehicle accident and found out about the hearing last Thursday. Commissioner Davis asked if the property owner planned to begin work on the property soon. Mr. Carter stated that he planned to begin the work immediately but would need the completion date to be extended. Mr. Carter asked for a four month extension on the completion date. Mayor Blanchard asked Mr. Brown if the four month extension of the completion date was okay for staff. Mr. Brown stated that the extension was fine with staff. Z W ADMINISTRATION 2 (7.1) Resolution No. 15-7231 authorizing the City Manager to instruct binding of 0 coverage for Excess Workers Compensation. 0 Natalie Fischer, Director of Human Resources, explained the quote and action alternatives. 15-0164 Moved by Commissioner Davis, seconded by Commissioner Ryan, to adopt Resolution No. 15- 7231 authorizing the City Manager to instruct binding of coverage for Excess Workers Compensation with Midwest Employer's Casualty Company at $400,000 specific retention in the amount of $76,679 for two years. Aye: (5). Nay: (0). Motion carried. Commissioner Ryan recused himself due to a conflict of interest. (7.2) Certification of final costs for 2014 Special Assessments. (7.2a) First reading Ordinance No. 15-10772 levying special assessments for improvements. Dan Stack, City Engineer, explained the projects, total costs and funding. Commissioner Hardy asked if there were any amenities included in the development. Mr. Stack was not aware of any amenities. Mayor Blanchard asked when the dedication of the public improvements was made. Jason Gage, City Manager, responded by stating that the dedication takes place when the final plat was approved. Mayor Blanchard asked how long the warranty lasted. Mr. Stack responded by stating that the warranty was for only one year. Mr. Gage noted that the Engineering staff performed testing and inspections on the installation of the public improvements. Rod Franz, Director of Finance, explained that the assessments would become due for the first round in the fall of 2015. 15-0165 Moved by Commissioner Crawford, seconded by Commissioner Davis, to pass Ordinance No. 15- 10772 on first reading levying special assessments for improvements. (7.3) Resolution No. 15-7196 declaring it to be necessary that the City appropriate certain private property for the use of the City in the creation of a gateway to the Bicentennial Center and authorize the City Engineer to cause a survey and description of the affected properties to be made. Greg Bengtson, City Attorney, explained the necessity to appropriate private property for Page 12 E'! 0 U P: the use of the Bicentennial Center improvement project, and the negotiations made through today and would request a one week extension to the adoption of the resolution for staff and legal counsel to work with the property owner. Dennis Fry, 330 & 332 S. Ohio, explained that he had been working with Mr. Louthan on the matter and would continue to work with staff and noted that the extended week would allow him to look over the contract with his family and legal counsel. (7.5) Discussion of amending Resolution No. 15-7186. Garry Hobbie, Director of Development Services, explained the original commencement and completion dates approved at the March 16, 2015 City Commission meeting and the request submitted by the Frick family to extend the completion date of the resolution. Greg Bengtson, City Attorney, explained the state statute requirements pertaining to dangerous structures. Mr. Hobbie continued to explain that the property owner also requested to crush the material on site and to store the materials on the site. There were not zoning violations for the property owner to crush the materials on site but there would be a zoning violation to store the materials on the site. Commissioner Davis asked how much time the property owner would need to sell the materials once it was crushed. Mr. Hobbie responded by stating that Mrs. Frick requested an extension of six months. Mr. Hobbie stated that the property owner indicated that the machines to crush the material would be delivered to the property in a day or two. Jason Gage, City Manager, stated that from a staff perspective, it would be best to get the project completed as soon as possible. Mayor Blanchard asked if crushing the materials and storing the materials, would May Page 13 15-0168 15-0169 C 1, 2015 still be an applicable timeline. Mr. Hobbie responded by stating that he was not sure that the property owner would be able to have the property completed by May 1, 2015. Mayor Blanchard asked staff who had been on site, how much longer they felt the property owner needed to complete the project. Mr. Hobbie stated that he felt a couple weeks would allow the property owner to complete the project. Moved by Commissioner Hardy, seconded by Commissioner Davis, to authorize an amendment to Resolution No. 15-7186 extending the substantial completion of all work no later than May. 15, 2015.
