CITY OF SALINA, KANSAS
SPECIAL MEETING OF THE BOARD OF COMMISSIONERS
OCTOBER 13, 1987
4:00 p.m.
The Regular Meeting of the Board of Commissioners met in the Commission
Meeting Room, City -County Building, on Monday, October 13, 1987, at 4:00 p.m.
for the purpose of considering and voting upon the following:
1. Ordinance Number 87-9218, An ordinance of the Governing Body of the
City of Salina, Kansas (the "City") authorizing the execution of a
cooperation agreement pursuant to the Kansas Local Residential Housing
Finance Law, K.S.A. 12-5219 et seq., as amended, between Sedgwick
County, Kansas and Shawnee County, Kansas (the "Issuers") and the City,
authorizing the issuers to exercise, on behalf of the City, the authority
and powers conferred by the Kansas Local Residential Housing Finance Law
in connection with the issuance by the issuers of single family mortgage
revenue bonds and authorizing the execution of various other documents in
conjunction therewith.
2. Discuss the timing and criteria for the search committee efforts to hire a
City Manager.

(1) Ordinance Number 87-9218, An ordinance of the Governing Body of the
City of Salina, Kansas (the "City") authorizing the execution of a cooperation
agreement pursuant to the Kansas Local Residential Housing Finance Law,
K.S.A. 12-5219 et seq., as amended, between Sedgwick County, Kansas and
Shawnee County, Kansas (the "Issuers") and the City, authorizing the issuers
to exercise, on behalf of the City, the authority and powers conferred by the
Kansas Local Residential Housing Finance Law in connection with the issuance by
the issuers of single family mortgage revenue bonds and authorizing the
execution of various other documents in conjunction therewith.
Moved by Commissioner Soderberg, seconded by Commissioner Warner
that Ordinance Number 87-9218 An ordinance of the Governing Body of the City
of Salina, Kansas (the "City") authorizing the execution of a cooperation
agreement pursuant to the Kansas Local Residential Housing Finance Law,
K.S.A. 12-5219 et seq., as amended, between Sedgwick County, Kansas and
Shawnee County, Kansas (the "Issuers") and the City, authorizing the issuers
to exercise, on behalf of the City, the authority and powers conferred by the
Kansas Local Residential Housing Finance Law in connection with the issuance by
the issuers of single family mortgage revenue bonds and authorizing the
execution of various other documents in conjunction therewith, be adopted.
Aye: Justus, Soderberg, Warner, Ryan (4). Nay: (0). Commissioner Frank
absent. Motion adopted.
Steve Shogren of United Securities, Inc., Wichita, was present to
answer questions regarding the single family mortgage revenue bond refunding
proposal.
(2) Discuss the timing and criteria for the search committee efforts to hire a
City Manager.
The City Commissioners entered into a general discussion relating to
the search for a new City Manager. No action was taken.

the Special Meeting of the Board of Commissioners be adjourned. Aye: (4) .
Nay: (0) . Motion adopted. The meeting adjourned at 9:23 a.m.

REQUEST FOR SPECIAL MEETING OF THE BOARD OF COMMISSIONERS
We, the undersigned, acting Mayor and Commissioners the City of
Salina, Kansas, do hereby request that a special meeting of the Board of
Commissioners of the City of Salina, Kansas, be held on the 13th day of
October, 1987, at 8:00 a.m. for the purpose of considering and voting upon the
following:
1. Ordinance Number 87-9218, An ordinance of the Governing Body of the
City of Salina, Kansas (the "City") authorizing the execution of a
cooperation agreement pursuant to the Kansas Local Residential Housing
