ORDINANCE NUMBER 15-10766
AN ORDINANCE PROVIDING FOR THE AMENDMENT OF THE SALINA
COMPREHENSIVE PLAN BY SUBSTITUTING A BICYCLE MASTER PLAN MAP AS A
SUBSTITUTE FOR THE CURRENT BICYCLE CONCEPT MAP IN THE
COMPREHENSIVE PLAN.
WHEREAS, all conditions precedent for the amendment of the Salina Comprehensive Plan have
been timely complied with. SO NOW, THEREFORE,
BE IT ORDAINED by the Governing Body of the City of Salina, Kansas:
Findings. The Governing Body makes the following findings:
1. The current adopted Bicycle Concept Map (Figure 2.10) is a conceptual map that was not
based on any public input or feedback. Many of the shared road segments are not even
identified by street name. The proposed substitute map is based on feedback received from
the cycling community.
2. The substitute Bicycle Master Plan Map would make the adopted and publicly used Bicycle
Route Map conform more closely to the preferred routes and actual usage by the cycling
community than the current Figure 2.10.
3. The proposed substitute map would clarify and more clearly define the preferred bicycle
routes in the community than the current Figure 2.10 and would assist with prioritizing
future bicycle network improvements.
4. Having an internally produced Functional Bicycle Master Plan Map will make it easier to
keep up to date over time.
Section 2. Comprehensive Plan Amendment. The Bicycle Concept Map (Figure 2.10) of the
Salina Comprehensive Plan is amended by substituting an internally produced Bicycle Master Plan
Map for the current Bicycle Concept Map (Figure 2.10) in the Salina Comprehensive Plan
document.
Section 3. Repealer. All prior ordinances in conflict herewith as they relate to the Bicycle
Concept Map are hereby repealed.
Section 4. Summary of ordinance for publication. This ordinance shall be in full force and
effect from and after its adoption and publication by summary once in the official city newspaper.
Ordinance No. 15-10766 Summary
On February 23, 2015, the City of Salina, Kansas, passed Ordinance No. 15-10766. The ordinance
amends the Salina Comprehensive Plan by adopting an internally produced Bicycle Master Plan
Map for official use as a substitute for the current Bicycle Concept Map (Figure 2.10) of the Salina
Comprehensive Plan document. A complete copy of the ordinance is available at www.salina-
