REGULAR MEETING OF THE BOARD OF COMMISSIONERS

The Regular Meeting of the Board of Commissioners met in the Commission
Meeting Room, City -County Building, on Monday, September 14, 1987, at 4:00
p.m.
There were present:

AWARDS - PROCLAMATIONS
(4.1) The Mayor proclaimed the Week of September 17 through 23, 1987 as
"CONSTITUTION WEEK". The proclamation was read by Loberta Schwartz,
Constitution Chairman of the Daughters of the American Revolution.
(4.2) The Mayor proclaimed Thursday, September 17, 1987 as "WE THE
PEOPLE: CONSTITUTION DAY". The proclamation was read by Ray Tucker,
Co-chair, Salina U.S. Constitution Bicentennial Committee.
(4.3) The Mayor proclaimed Sunday, September 20, 1987 as "HARVEST OF
FAITH DAY". The proclamation was read by the Very Reverend Mel Long, Vicar
General of the Roman Catholic Diocese of Salina and Gene Diederich, member of
the Harvest of Faith Planning Committee.

(6.4) Petition Number 3941, filed by Robert M. Wasko, attorney for all
owners of tracts of land in Eastridge Acres Planned Development District, for
the vacation of portions of Barlow Drive, Barlow Court, and Fairdale Road
including all permanent and temporary cul-de-sacs located in Eastridge Addition
to the City of Salina, Kansas. [This petition should be referred to the City
Engineer for a recommendation.]
(6.5) Petition Number 3942, filed by Linda Dinneen, for the vacation of the
utility easement between Lots 10 and 11, Block 22, Belmont Addition to the City
of Salina, Kansas. [This petition should be referred to the City Engineer for a

(6.6) Resolution Number 87-3911, A resolution designating Robert K. Biles,
City Clerk and Director of Finance, and M. E. Abbott, City Treasurer, as the
employees authorized to have access to the safety deposit boxes of the City of
Salina, Kansas.
Moved by Commissioner Frank, seconded by Commissioner Warner that
all items on the Consent Agenda be approved. Aye: (5). Nay: (0). Motion

DEVELOPMENT BUSINESS
(7.1) Recommendation from the City Planning Commission that Miscellaneous
Application 87-2, Annual Review of the Comprehensive Plan, be approved.
Moved by Commissioner Soderberg, seconded by Commissioner Justus
that the recommendation of the City Planning Commission be accepted and that
Miscellaneous Application 87-2, Annual Review of the Comprehensive Plan, be
approved. Aye: (5). Nay: (0). Motion adopted.
(7.2) Recommendation from the City Planning Commission that Zoning
Application 87-11, filed by the City Planning Commission, requesting that Section
42-40 be amended; and that districts be established, by allowing for the
establishment of planned commercial districts (PC -1 through PC -6) and of Article
VII, Planned Development Districts, by adding division 2, Planned Commercial
Districts.

that the recommendation of the City Planning Commission be accepted and that
Zoning Application 87-11 be approved, and that Ordinance Number 87-9200,
amending Section 42-40 of the Salina Code designating Planned Commercial
Districts (PC -1 through PC -6) , and repealing the existing section, be introduced
for first reading. Aye: (5) . Nay: (0) . Motion adopted.

Ordinance Number 87-9201, providing for planned commercial districts, and
amending Chapter 42 of the Salina Code by adding Division 2 to Article VII,

ADMINISTRATION
(8.1) City Clerk reported on bids received at 2:00 p.m. for $2,650,000 Water
and Sewerage Revenue Bonds, and recommended the contract be awarded to
Chiles Heider Division of Shearson Lehman Brothers, Inc. of Omaha, Nebraska
for a total interest cost to the City of $2,599,085.00 with an average annual
interest rate of 7.83565%.
Moved by Commissioner Justus, seconded by Commissioner Frank that
the contract be awarded to Chiles Heider Division of Shearson Lehman Brothers,
Inc. to purchase the City of Salina Water and Sewerage Revenue Bonds in the
amount of $2,650,000 with an average annual interest rate of 7.83565%. Aye:

(8.2) First Reading Ordinance Number 87-9202, authorizing issuance of
$2,650,000 Water and Sewerage Revenue Bonds.

Resolution Number 87-3909, fixing a time and place to appear and show cause
why certain structures should not be condemned and ordered repaired or
demolished, be adopted and October 26, 1987 be set for public hearing. Aye:

(8.4) Resolution Number 87-3912, determining it necessary to acquire
permanent and access easements for the use of the City of Salina, Kansas, for
the purpose of drilling, installing, monitoring and maintaining an observation
well and authorizing and directing the City Engineer to make a survey and
description of land necessary for such purposes.

Resolution Number 87-3912, determining it necessary to acquire permanent and

OTHER BUSINESS
87-180 Moved by Commissioner Soderberg, seconded by Commissioner Warner
that the City Commission recess into executive session for not to exceed 30
minutes to discuss personnel matters of nonelected personnel, specifically the
hiring of a new City Manager. Aye: (5) . Nay: (0) . Motion adopted.
The Board of Commissioners recessed at 4:40 p.m. and reconvened at
5:14 p.m.
Moved by Commissioner Soderberg, seconded by Commissioner Frank
that W. E. Harris, be appointed Acting City Manager, effective September 26th,
at an annual salary of $60,000. Aye: (5). Nay: (0). Motion adopted.
87-181 Moved by Commissioner Soderberg, seconded by Commissioner Warner
that the Mayor be authorized to advertise for applicants for the City Manager's
position and to establish the City Commission as the body to conduct the search
for and selection of the City Manager. Aye: (5). Nay: (0). Motion adopted.
ADJOURNMENT
