08-10-1987 MinutesCommission 87-159 87-160 CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS AUGUST 10, 1987 4:00 p.m. The Regular Meeting of the Board of Commissioners met in the Commission Meeting Room, City -County Building, on Monday, August 10, 1987, at 4:00 p.m. There were present: Mayor Stephen C. Ryan, Chairman presiding Commissioner Robert E. Frank Commissioner Vi Justus Commissioner Sydney S. Soderberg Commissioner Joseph A. Warner comprising a quorum of the Board, also present: Greg Bengtson, City Attorney Robert K. Biles, City Clerk Rufus L. Nye, City Manager Absent: None None CITIZEN FORUM AWARDS AND PROCLAMATIONS (4.1) Resolution Number 87-3907, expressing gratitude and appreciation to Jimmy D. Huff for serving as Police Officer, Police Sergeant, Detective, Detective Sergeant, Detective Lieutenant, Police Records Captain, and Police Captain of the Salina Police Department of the City of Salina, Kansas from November 15, 1962 to July 15, 1987. Moved by Commissioner Warner, seconded by Commissioner Justus that Resolution Number 87-3907, expressing gratitude and appreciation to Jimmy D. Huff for serving as Police Officer, Police Sergeant, Detective, Detective Sergeant, Detective Lieutenant, Police Records Captain, and Police Captain of the Salina Police Department of the City of Salina, Kansas from November 15, 1962 to July 15, 1987, be adopted. Aye: (5). Nay: (0). Motion adopted. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME None CONSENT AGENDA (6.1) Approve the Minutes of the Regular Meeting August 3, 1987. (6.2) Set the date of September 14, 1987 to receive bids on $2,650,000 Water and Sewerage Revenue Bonds. (6.3) City Engineer files plans and specifications for certain revisions at the Water Treatment Plant. [Set the date of September 24, 1987 to receive bids.] (6.4) Report on bids received August 6, 1987 for Engineering Project 87-655 for certain sidewalk improvements located within the Meadowlark School attendance area. [Contract awarded to Wilson Constructors, Inc. in the amount of $4,359.001 Moved by Commissioner Frank, seconded by Commissioner Justus that all items on the Consent agenda be approved. Aye: (5). None DEVELOPMENT BUSINESS Commission 87-161 87-162 87-163 87-164 87-165 ADMINISTRATION (8.1) Second reading Ordinance Number 87-9198, levying special assessments against certain lots and pieces of property to pay the cost of cutting weeds on certain lots and parts of lots and the parkways abutting thereon in the City of Salina, Kansas. Moved by Commissioner Warner, seconded by Commissioner Soderberg that Ordinance Number 87-9198, levying special assessments against certain lots and pieces of property to pay the cost of cutting weeds on certain lots and parts of lots and the parkways abutting thereon in the City of Salina, Kansas, be adopted. (8.2) Second reading Ordinance Number 87-9199, levying special assessments against certain lots and pieces of property to pay the cost of abatement of nuisances located on certain lots and parts of lots in the City of Salina, Kansas. (8.3) Resolution Number 87-3908 authorizing the Mayor to execute a quit claim deed relinquishing the City's title to certain real estate [ N 10' Lot 37 and S 5' Lot 35, Seventh Street, Original Townsite] Moved by Commissioner Soderberg, seconded by Commissioner Warner that Resolution Number 87-3908, authorizing the Mayor to execute a quit claim deed relinquishing the city's title to certain real estate, be adopted. (8.4) Resolution Number 87-3909 fixing the time and place to appear and show cause why certain structures should not be condemned and ordered repaired or demolished. [Set September 14, 1987 for public hearing] Moved by Commissioner Justus, seconded by Commissioner Warner that the resolution be amended to reflect the correct addresses and that a new date for public hearing be established.
