ORDINANCE NUMBER 15-10763
AN ORDINANCE PROVIDING FOR THE AMENDMENT OF THE SALINA
COMPREHENSIVE PLAN BY SUBSTITUTING A FUNCTIONAL STREET
CLASSIFICATION MAP AS A SUBSTITUTE FOR THE CURRENT MAJOR STREET
PLAN MAP IN THE COMPREHENSIVE PLAN.
WHEREAS, all conditions precedent for the amendment of the Salina Comprehensive Plan have
been timely complied with. SO NOW, THEREFORE,
BE IT ORDAINED by the Governing Body of the City of Salina, Kansas:
Section 1. Findings. That the Governing Body makes the following findings:
1. The current adopted Major Street Plan map does not clearly show all collector and local
streets in the city. The proposed substitute map would depict the classification of every
street in the city and major streets in the outlying Urban Service Area.

2. The substitute Functional Street Classification Map under consideration would make the
adopted and publicly used Functional Street Classification Map conform more, closely to
previous street classification maps and KDOT's street classifications.
3. The substitute map under consideration would more clearly depict the expectations and
vision of the Planning Commission and City Commission for the future transportation
pattern in the community at the time that the Plan was adopted than the current Major Street
Plan Map.
4. Having an internally produced Functional Street Classification Map will make it easier to
keep up to date over time.

Section 2. Comprehensive Plan Amendment. That the Major Street Plan Map (Figure2.7) Iof the
Salina Comprehensive Plan is amended by substituting an internally produced Functional Street
Classification Map for the current Major Street Plan Map (Figure 2.7) in the Salina Comprehensive
Plan document.
Section 3. Repealer. That all prior ordinances in conflict herewith as they relate to the Major
Street Plan Map are hereby repealed.
Section 4. Summary of ordinance for publication. That this ordinance shall be in full force and
effect from and after its adoption and publication by summary once in the official city newspaper.

On February 2, 2015, the City of Salina, Kansas, passed Ordinance No. 15-10763. The ordinance
amends the Salina Comprehensive Plan by adopting an internally produced Functional Street
Classification Map for official use as a substitute for the current Major Street Plan Map (Figure 2.7)
