01-26-2015 MinutesCITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS January 26, 2015 4:00 p.m. w The City Commission convened at 2:30 p.m. for Energy Efficiency Code Review and at 3:45 p.m. for Citizens Forum. The Regular Meeting of the Board of Commissioners was called to order at 4:00 p.m. in Room 107, City -County Building. Roll call was taken followed by the Pledge of Allegiance and a moment of silence. Those present and comprising a quorum: Mayor Aaron Householter (presiding), Commissioners ,,on R. Blanchard, Kaye', Crawford, Trent Davis, and Randall R. Hardy. Also present: Jason A. Gage, City Manager; Michael D. Schrage, Deputy City Manager; Greg Bengtson, City Attorney; and Shandi Wicks, City Clerk. AWARDS AND PROCLAMATIONS (3.1) The week of January 26-31, 2015 as "Kansas Day 2015" in the city of Salina. Tammy Jarvis, owner, Ad Astra Books & Coffee House read the proclamation and announced upcoming events. CITIZEN FORUM None. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME None. CONSENT AGENDA - (6.1) Approve minutes of January 12, 2015. 15-0017 Moved by Commissioner Davis, seconded by Commissioner Blanchard, to approve the consent agenda as presented. Aye: (5). Nay: (0). Motion carried. ADMINISTRATION (7.1) Acceptance of a permanent public trail easement for a multi -use trail along the south side of Lakewood Middle School property as part of the Safe Routes to School Program (SRTS). Dan Stack, City Engineer, explained the program and easement acceptance. Commissioner Davis asked if the trail will be lit at night. Mr. Stack responded by stating it would not be lit but could be a future possibility. 15-0018 11 Moved by Commissioner Hardy, seconded by Commissioner Crawford, to accept the offered easement dedication for a multi -use trail along the south side of Lakewood Middle School property as part of the Safe Routes to School Program (SRTS). Aye: (5). Nay: (0). Motion carried. (7.2) Resolution No. 15-7171 certifying Right -of -Way and Utility Clearance to the Kansas Department of Transportation (KDOT) for Safe Routes to Schools (SRTS) trail at Lakewood Middle School, City Project No. 15-3024. Page 1 Dan Stack, City Engineer, explained the project and right-of-way and utility clearances. Commissioner Hardy asked about the funding of the project and if other projects in 2014 used up the remaining funds for trails. Mr. Stack responded by stating that there were no additional projects for 2014. Commissioner Hardy also asked if the remaining funds could i be moved to be used in 2015. Mr. Stack and Jason Gage, City Manager, responded by w stating staff would check with the Director of Finance on the ability to move the funds. Commissioner Davis asked if lighting for the trail would be an option. Mr. Stack stated that _ lighting could be an option and Mr. Gage responded by stating that staff would contact the Kansas Department of Transportation (KDOT) to see if funding was available for lighting along the trail. Mayor Householter asked if there was a sidewalk adjoining the south end of the trail. Mr. Stack responded by stating there was a sidewalk on the east side of Lakewood Park Drive connecting to the trail. A conversation ensued between the Commission and Mr. Stack regarding the sidewalks adjoining the trails. Commissioner Blanchard asked if the sidewalk funding program could be used for additional sidewalks adjoining the trails. Mr. Gage responded by stating that the sidewalk funding program could be used for that purpose.. Mr. Gage stated that Mr. Stack would need approval of the resolution for KDOT. Commissioner Crawford stated that she would like to see the number of citizens using the trails before spending a lot of money on the lighting. Mr. Gage stated that staff would contact KDOT to see if the lighting could be funded. 15-0019 Moved by Commissioner Davis, seconded by Commissioner Crawford, to adopt Resolution No. 15-7171 certifying Right -of -Way and Utility Clearance to the Kansas Department of Transportation (KDOT) for Safe Routes to Schools (SRTS) trail at Lakewood Middle School, City Project No. 15- 3024. DEVELOPMENT BUSINESS (8.1) Application #M15-23 (filed by City of Salina, City Engineer) requesting a review and possible amendment of the Major Street Plan Map (Figure 2.7) of the Salina, Kansas Comprehensive Plan to substitute an internally produced Functional Street Classification Map that would more clearly define the street classifications in the community than the current Major Street Plan Map (Figure 2.7) in the Comprehensive Plan document. (8.1a) First reading Ordinance No. 15-10763. Dean Andrew, Director of Planning, explained the amendment. Commissioner Blanchard asked how citizens could get a new map. Mr. Andrew responded by stating that citizens could print it from the City of Salina website or stop by the Development Services Office for a copy. 15-0020 Moved by Commissioner Davis, seconded by Commissioner Blanchard, to pass Ordinance No. 15- 10763 requesting a review and possible amendment of the Major Street Plan Map (Figure 2.7) of the Salina, Kansas Comprehensive Plan to substitute an internally produced Functional Street Classification Map that would more clearly define the street classifications in the community than Page 2 the current Major Street Plan Map (Figure 2.7) in the Comprehensive Plan document on first reading. Aye: (5). Nay: (0). Motion carried. (8.2) First reading Ordinance No. 15-10764 formalizing the property tax exemption for Twin Oaks Industries' building addition located at 2001 W. Grand Avenue. z w Dean Andrew, Director of Planning, explained the exemption. aCommissioner Hardy asked if the new jobs created were associated to the new building 0 addition. Mr. Andrew responded by stating it was a result of the project but not directly tied to the new building addition. U 15-0021 Moved by Commissioner Blanchard, seconded by Commissioner Hardy, to pass Ordinance No. 15- 10764 formalizing the property tax exemption for Twin Oaks Industries' building addition located at 2001 W. Grand Avenue on first reading. Aye: (5). Nay: (0). Motion carried. OTHER BUSINESS Commissioner Blanchard noted that city staff did meet with Mr. Forristal regarding the development of the Lee Building. Jason Gage, City Manager, provided information regarding the status of the item coming to the City Commission for action and city staff would tour a development on Tuesday, January 27, 2015. (9.1) Request for executive session (trade secrets/legal). 15-0022 Moved by Commissioner Crawford, seconded by Commissioner Hardy, to recess into executive session for 45 minutes to discuss confidential data relating to the financial affairs and trade secrets of a corporation for the reason that public discussion of the information would competitively disadvantage the corporation, to discuss with legal counsel matters subject to the attorney-client privilege for the reason that public discussion of those matters would waive the privilege and adversely affect the City's interest in the matters for the purpose of discussing matters pertaining to non -elected City personnel for the reason that public discussion of the matter would violate the privacy rights of the non -elected personnel involved; and reconvene at 5:20 p.m. 15-0023 11 Moved by Commissioner Davis, seconded by Mayor Householter, to extend the current executive session for an additional 40 minutes.
