REGULAR MEETING OF THE BOARD OF COMMISSIONERS
JUNE 1, 1987
4:00 p.m.
The Regular Meeting of the Board of Commissioners met in the Commission
Meeting Room, City -County Building, on Monday, June 1, 1987, at four p.m.
There were present:

CITIZEN FORUM
AWARDS - PROCLAMATIONS
PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME
(5.1) Public Hearing on the advisability of Curbing, guttering, paving, grading
and water main and service improvements on Saturn and Hageman Avenues.
(5.1a) Resolution Number 87-3893 - determining the advisability of certain
curbing, guttering, paving, grading, water main and service improvements
on Saturn and Hageman Avenues.
There were no protests, written or oral, filed and the Mayor declared
the public hearing closed.
Moved by Commissioner Warner, seconded by Commissioner Frank that
Resolution Number 87-3893, determining the advisability of certain curbing,
guttering, paving, grading, water main and service improvements, estimating the
cost thereof, defining the boundaries of the improvement district, method of
assessment, and apportioning the cost between the improvement district and the
city -at -large, be adopted. Aye: (5) . Nay: (0) . Motion adopted.
CONSENT AGENDA
(6.1) Approve the Minutes of the Regular Meeting May 18, 1987.
(6.2) Petition Number 3934, filed by Lee Haworth Construction Company,
Inc. for certain street and utility improvements in Twin Oaks II Subdivision.
[This petition should be referred to the City Engineer for a recommendation.]
(6.3) Petition Number 3935, filed by property owners, for sanitary sewer to
serve certain lots in Blocks 13 and 14, Mayfair Addition. [This petition should
be referred to the City Engineer for a recommendation.]

(6.4) Resolution Number 87-3894, authorizing the Mayor of the City of
Salina, Kansas to execute a special warranty deed conveying to Wilson &
Company, Engineers and Architects certain real estate pursuant to a lease dated
February 1, 1977.
(6.5) Salina Recreation Commission has filed a cereal malt beverage license
application for the concession stand at Airport Park on East Crawford.
(6.6) Petition Number 3936, filed by Mrs. O. J. Cooper, to consider limiting
traffic to the unimproved portion of Smoky Hill Drive. [This petition should be
referred to the City Engineer for a recommendation.]
(6.7) Resolution Number 87-3895, directing public notice of application for
vacation of a portion of city street. [North Fifth Street from the south line of
1-70 south 900 feet, requested in a petition to the Saline County Clerk by Marie
E. Wauhob Hahn.] [Set June 22, 1987 for public hearing.]
Commissioner Frank asked that he be allowed to change his vote on
Commission Action Number 87-91 to "Nay", Ordinance Number 87-9188, May 18,
1987 meeting.
Moved by Commissioner Justus, seconded by Commissioner Frank that
all items on the consent agenda be approved as amended. Aye: (5) . Nay: (0) .
Motion adopted.
DEVELOPMENT BUSINESS
(7.1) Recommendation from the City Planning Commission that Zoning
Application 87-8, filed by Barton Tannahill, for the rezoning of Lot 12, Block 2,
Replat of Blocks 1 and 2 Evergreen Addition, to District R-2 (Multiple -Family
Residential District) , be denied.
Barton Tannahill, owner and applicant, stated that the City Planning
Department didn't have the property at 501 West Claflin marked on the Zoning
District Map as R-2, so his property would not be the only R-2 Zone in the area
and asked that the application be returned to the City Planning Commission for
reconsideration.
Moved by Commissioner Soderberg, seconded by Commissioner Warner
that the recommendation of the City Planning Commission be accepted and that
Zoning Application 87-8, filed by Barton Tannahill, for the rezoning of Lot 12,
Block 2, Replat of Blocks 1 and 2 Evergreen Addition, to District R-2 be
denied. Aye: Justus, Soderberg, Warner, Ryan (4) . Nay: Frank (1) . Motion
adopted.

OTHER BUSINESS
Jocelyn Palmer, 1952 Ridgelea Drive, not speaking as a member of the
Salina School Board, asked the City Commission to reconsider the cereal malt
beverage license application of the Salina Recreation Commission to sell beer at
the recreation area in Airport Park on East Crawford. She said this is contrary
to what they are trying to convey that you don't have to drink and use drugs
to have fun.
87-101 Moved by Commissioner Warner, seconded by Commissioner Soderberg
that Item 6.5 (Cereal malt beverage license application filed by the Salina
Recreation Commission) be reconsidered. Aye: Soderberg, Warner (2). Nay:
Frank, Justus, Ryan (3). Motion denied.
George Toland, stated that 4 or 5 years ago the question of beer sales
in Oakdale Park was considered. He was told that the issue then was allowing
the drinking of beer on Sunday in the parks.

that the Regular Meeting of the Board of Commissioners be adjourned. Aye:
(5). Nay: (0). Motion adopted. The meeting adjourned at 4:26 p.m.
