03-16-1987 MinutesCommission 87-32 CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS MARCH 16, 1987 4:00 p.m. The Regular Meeting of the Board of Commissioners met in the Commission Meeting Room, City -County Building, on Monday, March 16, 1987, at four p.m. There were present: Mayor Joseph M. Ritter, Chairman presiding Commissioner John F. Burgess Commissioner Merle A. Hodges Commissioner Stephen C. Ryan. Commissioner Sydney S. Soderberg comprising a quorum of the Board, also present: Greg Bengtson, City Attorney D. L. Harrison, City Clerk Rufus L. Nye, City Manager Absent: None CITIZEN FORUM Howard Williams, Commander of the Leslie Kreps Post #62, asked why we aren't relighting the eternal flame at the City -County Building. Mayor Ritter told Mr. Williams the Building Authority is checking on an eternal flame that would save money to operate. AWARDS - PROCLAMATIONS (4.1) The Mayor presents plaques of appreciation to past board and commission members: Clifford Johnson and Jim Hamilton, past members of the Board of Plumbing and Gas Fitter Examiners; Ken Bieberly, Homer Wells, June Treffer, James V. Lytle, James W. Wilson, Mike Blevins, Robert Gile, Steve Jennings, Don Ogborn, Gene Blaske, past members of the Building Code Advisory Board. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME None CONSENT AGENDA (6.1) Approve the Minutes of the Regular Meeting March 9, 1987. (6.2) Petition Number 3930, filed by Kevin and Mary Bernhardt, 1838 Fawn, requesting the vacation of a utility easement adjacent to Lots 9 and 10, Block 3, Replat of Schippel Addition. [ Refer to the City Engineer for a recommendation.] Moved by Commissioner Soderberg, seconded by Commissioner Ryan, that all items on the Consent Agenda be approved. Aye: (5). Nay: (0). None DEVELOPMENT BUSINESS ADMINISTRATION (8.1) Second Reading Ordinance Number 87-9175, Regulating traffic within the corporate limits of the City of Salina, Kansas; incorporating by reference the "Standard Traffic Ordinance for Kansas Cities," Edition of 1986; providing certain penalties and repealing existing Salina Code Section 38-1 and existing Ordinance Number 85-9079. Commission 87-33 87-34 87-35 87-36 (8.2) Second Reading Ordinance Number 87-9176, an ordinance to enter into an interlocal cooperation agreement to establish the Kansas Intergovernmental Risk Management Agency. Moved by Commissioner Soderberg, seconded by Commissioner Hodges, that Ordinance Number 87-9176, an ordinance to enter into an interlocal cooperation agreement to establish the Kansas Intergovernmental Risk Management Agency, be adopted. Aye: Hodges, Ryan, Soderberg, Ritter (4) . Nay: Burgess (1) . Motion adopted. (8.3) First Reading Ordinance Number 87-9177, amending Section 14-51 of the Salina Code pertaining to the definition of fireworks. Mr. Paul Miller, explained and demonstrated the novelty with less than .25 grain of explosive material. Moved by Commissioner Burgess, seconded by Commissioner Hodges, that Ordinance Number 87-9177, amending Section 14-51 of the Salina Code pertaining to the definition of fireworks, be introduced for first reading.
