03-09-1987 MinutesComm Action No. 87-25 CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS MARCH 9, 1987 4:00 p.m. The Regular Meeting of the Board of Commissioners met in the Commission Meeting Room, City -County Building, on Monday, March 9, 1987, at four p.m. There were present: Mayor Joseph M. Ritter, Chairman presiding Commissioner John F. Burgess Commissioner Merle A. Hodges Commissioner Stephen C. Ryan Commissioner Sydney S. Soderberg comprising a quorum of the Board, also present: Greg Bengtson, City Attorney D. L. Harrison, City Clerk Rufus L. Nye, City Manager Absent: None CITIZEN FORUM Commissioner Hodges and the Commissioners congratulated Bill Harris, the Chamber of Commerce, John Ryberg, and all the people involved on the successful Big 8 Women's Basketball Tournament held at the Bicentennial Center February 28, March 1 and 2, 1987. AWARDS - PROCLAMATIONS (4.1) The Mayor proclaimed the Month of March, 1987 - "YOUTH ART MONTH". The proclamation was read by Jeth Fouts, 5th grade student from Oakdale, and Shelly Meier, 5th/6th grade combination student from Schilling. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME None CONSENT AGENDA (6.1) Approve the Minutes of the Regular Meeting February 23, 1987, as corrected. (6.2) Report on bids received March 5, 1987 for Engineering Project 86-740G, Phase III Parking Lot Construction. [Contract awarded to Wilbur Construction Company for $60,026.501 (6.3) Approve Surety on bail bonds service and agents licenses (6.4) Request by the Homeowners Association of The River Place, a Planned Development District, that their street addresses be changed from the 1800's Fast Iron Avenue to the 100's River Place. [Refer to the City Engineer for a recommendation] (6.5) Authorize the Mayor to sign a lease agreement between the Salina Airport Authority, City of Salina, and Communication Service, Company, to construct a communication tower at the side of the water tower on the solid waste landfill property. Moved by Commissioner Burgess, seconded by Commissioner Ryan that all items on the consent agenda be approved. Aye: (5). Nay: (0). Motion adopted. None DEVELOPMENT BUSINESS Comm Action No. 87-26 87-27 87-28 87-29 87-30 87-31 ADMINISTRATION (8.1) Second Reading Ordinance Number 87-9174, providing for the vacation of the north and south alley in Block 7, Depot Addition to the City of Salina, Saline County, Kansas. (Requested in Petition Number 3929, filed by John Heline) Moved by Commissioner Soderberg, seconded by Commissioner Hodges that Ordinance Number 87-9174, providing for the vacation of the north and south alley in Block 7, Depot Addition to the City of Salina, Saline County, Kansas, be adopted. Aye: (5). Nay: (0). Motion adopted. (8.2) First Reading Ordinance Number 87-9175, regulating traffic within the corporate limits of the City of Salina, Kansas; incorporating by reference the "Standard Traffic Ordinance for Kansas Cities," edition of 1986; providing certain penalties and repealing existing Salina Code Section 38-1 and existing Ordinance 85-9079 Moved by Commissioner Burgess, seconded by Commissioner Ryan that Ordinance Number 87-9175, regulating traffic within the corporate limits of the City of Salina, Kansas; incorporating by reference the "Standard Traffic Ordinance for Kansas Cities," edition of 1986; providing certain penalties and repealing existing Salina Code Section 38-1 and existing Ordinance 85-9079, be introduced for first reading. (8.3) First Reading Ordinance Number 87-9176, An ordinance to enter into an Interlocal Cooperation Agreement to Establish the Kansas Intergovernmental Risk Management Agency. Moved by Commissioner Hodges, seconded by Commissioner Soderberg that Ordinance Number 87-9176, an ordinance to enter into an interlocal cooperation agreement to establish the Kansas Intergovernmental risk management agency, be introduced for first reading. Aye: (5) . Nay: (0) . Motion adopted. (8.4) Set the date of March 23, 1987 for a public hearing on CDBG Community Improvement Grant Application for 1987. Moved by Commissioner Burgess, seconded by Commissioner Ryan that March 23, 1987 be set for a public hearing on CDBG Community Improvement Grant Application for 1987, and that staff be instructed to publish a notice of public hearing. Aye: (5). Nay: (0). Motion adopted. OTHER BUSINESS The Mayor, with the approval of the Board of Commissioners, made the following appointments: Building Codes Advisory and Appeals Board Anthony "Tony" Reid, Journeyman Electrician, appointed for a 1 year term to November 9, 1987.
