REGULAR MEETING OF THE BOARD OF COMMISSIONERS

The Regular Meeting of the Board of Commissioners met in the Commission
Meeting Room, City -County Building, on Monday, February 9 1987, at four p.m.
There were present:
Mayor Joseph M. Ritter, Chairman presiding
Commissioner Merle A. Hodges
Commissioner Stephen C. Ryan
Commissioner Sydney S. Soderberg
I comprising a quorum of the Board, also present:

AWARDS - PROCLAMATIONS
(4.1) The Mayor proclaimed the Week of February 22 through 28, 1987 -
"ENGINEER'S WEEK". The proclamation was read by Steve Carr, President of
the Smokey Valley Chapter of the Kansas Engineering Society.
(4.2) The Mayor proclaimed the Week of February 8 through 14, 1987 -
"VOCATIONAL EDUCATION WEEK". The proclamation was read by Dorrene
Waugh, Vo -Tech Student.
(4.3) The Mayor proclaimed the Month of February, 1987 - "AMERICAN
HISTORY MONTH". The proclamation was read by Mrs. Rudolph Barta, Regent,
Mary Wade Strother Chapter of DAR.
(4.4) The Mayor proclaimed the Week of February 8 through 14, 1987 -
"OFFICE EDUCATION ASSOCIATION WEEK". The proclamation was read by Kim
Monasmith, Secretary, OEA (Part time employee of the Water Department)
(4.5) The Mayor proclaimed the Week of February 8 through 14, 1987 -
"BOY SCOUT WEEK". The proclamation was read by Pieter Miller, Boy Scout
from Troop #1.
(4.6) The Mayor presented plaques of appreciation to Jerry Robertson,
Norman Yenkey, Bill Holgerson, and Bob Cramer, past members of the Board of
Building Appeals; and Steve Wilson, Richard Watson, Dale Watson, James V.
Lytle, and Larry Stoss past members of the Board of Electrical Examiners.

CONSENT AGENDA
(6.1) Approve the Minutes of the Regular Meeting February 2, 1987.
(6.2) Authorize the issuance of 1987 Taxi Cab Licenses for Radio Cab -Yellow
Taxi and AI's City Taxi.
(6.3) Petition Number 3829, filed by John Heline, for the vacation of the
north -south alley in Block 9, Depot Addition between 9th and 10th Streets.

Moved by Commissioner Hodges, seconded by Commissioner Ryan that
all items on the Consent Agenda be approved. Aye: (4). Nay: (0). Motion
adopted.

DEVELOPMENT BUSINESS
ADMINISTRATION
(8.1) Second Reading Ordinance Number 87-9173, Allowing warehouses and
wholesale houses as conditional uses in the C-6 Heavy Commercial District;
amending Section 42-333 of the Salina Code and repealing the existing section.
Moved by Commissioner Hodges, seconded by Commissioner Ryan that
Ordinance Number 87-9173, allowing warehouses and wholesale houses as
conditional uses in the C-6 Heavy Commercial District; amending Section 42-333
of the Salina Code and repealing the existing section, be adopted. Aye:
Hodges, Ryan, Soderberg, Ritter (4). Nay: (0). Motion adopted.
(8.2) Resolution Number 87-3879, Establishing a Salina Bicentennial
Committee for the celebration of the United States Constitution.
David Knudson, stated that the Bar Association and Courts have
activities in mind for this celebration, but a committee is needed.
Moved by Commissioner Ryan, seconded by Commissioner Soderberg
that Resolution Number 87-3879, establishing a Salina Bicentennial Committee for
the celebration of the United States Constitution, be adopted. Aye: (4). Nay:
(0) . Motion adopted.
