The regular monthly meeting of the Salina Public Library Board of Trustees
was held at 7:00 a.m. on Monday, September 22, 2003, in the Prescott Room.
The following Board members were present: Alan E. Jilka, Sheldon Lilak,
Nancy Chandler, Janice Ostrom, Betsy Scholten, and Tom Arpke. Others present
were Amber Dennett, Joe McKenzie and Cynthia Smull.
Tom Arpke called the meeting to order. Tom asked if there were any
changes that needed to be made in the August minutes. None were suggested.
03-31 On a motion made by Nancy Chandler and seconded by Betsy Scholten it
was RESOLVED THAT: The Board of Trustees of the Salina Public Library
approves the August minutes as printed. Motion carried. P 744. 9/22/03.
PUBLIC COMMENTS: None
FRIENDS OF THE LIBRARY: Joe McKenzie gave the Friends of the Library
report. The Friends are discussing new program ideas. The Friends have placed
new bookcase shelves up stairs and moved the old bookcase downstairs in Youth
Services Department to expand the sale of weeded and donated books to the public.
ORIENTATION: Library Public Relations: Joe McKenzie introduced Amber
Dennett who takes care of the library's public relations.
Amber spoke to the Board about the work she does with press releases,
flyers, the library Cover-to-Cover newsletter, and other projects she works on for
the library. Amber and Melanie Schreiber put together a "Kids Zone" area on the
library web page and update it regularly. Amber also sends "Born to Read"
program material to new parents. She is in the process of redesigning the Cover-to-
Cover newsletter to a two-color format. The library currently sends the newsletter
to 1800 households. The "Dog Daze of Summer Contest" recently ended with the
winner and the submitted photos of smiling dogs posted on the library web page.
Amber works from home and is in the Library on Tuesday's.
DISCUSSION ITEMS: Policy Review: This is the time of the year that we review
policy. Some of the policies under consideration for review are Volunteer, Gifts,
Code of Behavior, Freedom to Read and View, Video Collection policy related to
DVD policy, Public Displays and Seminars, Replacement cost on DVD and/or
Videos, "R" rated video check out, Library Card Registration, Kansas Library
Card, and 15 minute PC's are not filtered with no sign in sheets and could be used
by children.
DISCUSSION ITEMS: Tech Center: The Engineers have been in looking at the
mechanicals of the building. We are looking at taking bids in the spring of 2004 and
finishing up the project in the spring of 2005.
ACTION ITEM: GAAP Waiver: The Board discussed the GAAP waiver.

03-32 On a motion made by Sheldon Lilak and seconded by Betsy Scholten it was
RESOLVED THAT: The governing body of the Salina Public Library, hereby
requests a waiver from the following components of the generally accepted
accounting principles for the fiscal year ending December 31, 2003, in accordance
with the provisions of Senate Bill 531 of the 1982 Legislature (K.S.A. 75-1120a).
These are GAAP-prescribed financial statements. Motion passed. P. 745. 9/22/03.
FINANCIAL REPORT: Joe reported that we made $140,000 in cuts and transfers
to meet this year's budget. We are anticipating being able to meet our goal.
We have not heard anything in regards to next year's health insurance
expenses.
Tom Arpke asked about the disposition of the Work Comp claim that is
pending. Joe stated that the claim is not yet settled.
STATISTICAL REPORT: August is traditionally a slow month for stats with the
transition of people going back to school. Home Bound patrons are down to fifteen
at present. The conference room in the library is used constantly.
LIBRARIAN'S REPORT: Joe reported that Cindy and Nancy Jo Leachman have
determined the new lease on the Xerox copy machine. Joe gave the Board the
information regarding the new lease and the savings it will make for the library over
a three-year period will be approximately $5,000.00.
We are presently looking at full-time and part-time positions duties. We
need to understand why we need these positions and how staffing is used.
Reference staff is exploring web links to develop a sub-page on our Web Page
for Salina events (before, during and after the event).
We are in the process of planning ASIST Day for the staff on November 11,
Veteran's Day. Staff will visit sites in the community in teams of two to visit about
the library in the community.
BOARD COMMENTS: Alan E. Jilka recommended author, Isabel Allende and her
book "House of Spirits" as a good selection to read.
ADJOURNMENT: There being no further business to come before the Board, the
meeting was adjourned.
03-33 On a motion made by Janice Ostrom and seconded by Nancy Chandler it was
RESOLVED THAT: The Board adjourns the September 22, 2003 meeting. Motion
