RESOLUTION NUMBER 14-7152
A RESOLUTION AMENDING SECTION 2 OF RESOLUTION 13-6988, AUTHORIZING AND
PROVIDING FOR THE CONSTRUCTION OF IMPROVEMENTS TO CERTAIN EXISTING
PUBLIC BUILDINGS IN THE CITY OF SALINA, KANSAS; AND PROVIDING FOR THE
PAYMENT OF THE COSTS THEREOF.
WHEREAS, K.S.A. 12-1736 provides, in part, that any city in the State of Kansas may erect or
construct, acquire a public building or buildings and procure any necessary site therefore and may alter,
repair, reconstruct, remodel, replace or make additions to, furnish and equip a public building or
buildings; and
WHEREAS, K.S.A. 12-1737 provides, in part, that the governing body of any city may, for the
purposes of financing the costs associated with the foregoing, issue general obligation bonds of the City;
and
WHEREAS, the governing body of the City of Salina, Kansas (the "City"), hereby finds and
determines it to be necessary to authorize and provide for the construction of improvements to certain
public buildings in the City, as more fully described herein, and to provide for the payment of the costs
thereof without the necessity of an election, all as provided by said K.S.A. 12-1736 et seq., as amended
and supplemented from time to time (the "Act");
WHEREAS, on March 4, 2013, the governing body of the City previously adopted Resolution
No. 13-6988 authorizing and directing the following improvements to the Bicentennial Center (the
"Project"):
Various capital improvements to the Bicentennial Center including, but not limited to:
roof reinforcement and repair; arena renovation; electrical and mechanical system and
HVAC improvements; replacement of interior and exterior doors; remodel of concession
stands, lobby, entrance and administrative areas; exterior improvements including
sidewalks, curbs and landscaping; furnishings, fixtures and equipment for arena, stage
and office spaces; building marquees to be located on Ohio Street at The Midway and
Oakdale at The Midway; and all other necessary and related improvements,
at a total estimated cost of $8,750,000 plus costs of issuance and interest on any temporary financing; and
WHEREAS, on March 24, 2014, the governing body of the City adopted Resolution No. 14-
7087, amending Section 2 of Resolution No. 13-6988 and increasing the estimated cost of the Project and
the financing thereof to $10,200,000 plus costs of issuance and interest on any temporary financing.
WHEREAS, the total costs of the Project have increased, and the governing body hereby finds
and determines it necessary to again amend Section 2 of Resolution No. 13-6988 to provide for the
revised estimated total costs of the Project and the financing thereof.
THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF
SALINA, KANSAS:
Section 1. Amendments to Section 2 of Resolution 13-6988. Section 2 of Resolution 13-6988
is hereby amended as follows:
Section 2. Bond Authorization. The estimated costs for the Project are in the amount of
$12.901,308 plus costs of issuance and interest on any temporary financing. The costs from the Project
and associated financing costs shall be payable from the proceeds of general obligation bonds and/or
temporary notes of the City issued under authority of the Act (the "Bonds").
Section 3. Reimbursement. The governing body hereby states its official intent that Bonds may
be issued to reimburse expenditures made on or after the date which is 60 days before the date of this
Resolution, pursuant to Treasury Regulation §1.150-2.
Section 4. Effect. Resolution No. 13-6988, as amended by this Resolution, is hereby ratified and
confirmed and shall remain in full force and effect. This Resolution shall supersede Resolution No. 14-
7087.
Section 5. Effective Date. This Resolution shall take effect and be in full force from and after its
adoption by the governing body of the City.
ADOPTED AND APPROVED by the governing body of the City of
