CITY OF SALINA, KANSAS
SPECIAL MEETING OF THE BOARD OF COMMISSIONERS
NOVEMBER 30, 1987
2:00 p.m.
The Special Meeting of the Board of Commissioners met in the Commission Meeting
Room, City -County Building, on Monday, November 30 1987, at 2:00 p.m. for
the purpose of considering the following:
1. Discuss the City's participation in the KIRN1A.
2. Recess into executive session to discuss items regarding non -elected
personnel, specifically to review candidates for the City Managers position.
There were present:
Mayor Stephen C. Ryan, Chairman presiding
Commissioner Robert E. Frank
Commissioner Vi Justus
Commissioner Sydney S. Soderberg
Commissioner Joseph A. Warner
comprising a quorum of the Board, also present:
Greg Bengtson, City Attorney
Robert K. Biles, City Clerk
W. E. Harris, Interim City Manager
Absent:
None
1. Discuss the City's participation in the KIRMA.
Dennis Poer, 106
Overhill Road, came
before the
Commission as the
representative of the Salina
Insurance Board. Mr.
Poer stated
his concern about
the KIRMA proposal and pointed out several areas
he felt were
flawed. Mr. Poer
talked about the possibility
of assessments, the
differences
in coverage, the
amount of reserves and the
Best rating of The Reinsurance Company as some of
the flaws.
Representative Larry Turnquist discussed concerns raised during the
legislative session of 1987 and presented several questions which he felt the
Commission sould consider in their decision.
Keith Rawlings, Risk Manager, responded to several points raised
during the discussion and answered questions from the Commission.
Moved by Commissioner Soderberg, seconded by Commissioner Warner
that Salina withdraw its intent to enter KIRMA for 1988 and that Resolution
Number 87-3941, repealing Resolution Number 87-3936, be adopted. Aye: (5) .
Nay: (0) . Motion adopted.
2. Recess into executive session to discuss items regarding non -elected
personnel, specifically to review candidates for the City Managers position.
Moved by Commissioner Soderberg, seconded by Commissioner Frank
that the Board of Commissioners recess into executive session to discuss
personnel matters regarding non -elected personnel, particularly the consideration
of applicants for the position of City Manager and reconvene in approximately
one hour. Aye: (5) . Nay: (0) . Motion adopted.
The Commission recessed at 3:25 p.m. and reconvened at 4:24 p.m.
Moved by Commissioner Soderberg, seconded by Commissioner Frank
that the Board of Commissioners recess into executive session to discuss
personnel matters regarding non -elected personnel, particularly the consideration
of applicants for the position of City Manager and reconvene in approximately
one hour. Aye: (5). Nay: (0). Motion adopted.
The Commission recessed at 4:25 p.m. and reconvened at 5:25 p.m.

that the Board of Commissioners recess into executive session to discuss
personnel matters regarding non -elected personnel, particularly the consideration
of applicants for the position of City Manager and reconvene in approximately 35
minutes. Aye: (51. Nay: (0) . Motion adopted.
The Commission recessed at 5:25 p.m. and reconvened at 6:00 p.m.
87-317 Moved by Commissioner Warner, seconded by Commissioner Frank that
the Special Meeting of the Board of Commissioners be adjourned. Aye: (5) .
Nay: (0). Motion adopted. The meeting adjourned at 6:01 p.m.

Kansas, do hereby request that a special meeting of the Board of Commissioners
of the City of Salina, Kansas, be held on the 30th day of November, 1987, at
2:00 p.m. for the purpose of considering the following:
