The City Commission convened at 2:30 p.m. for Centennial Park Excess Re -Use and at 3:45 p.m. for
Citizens Forum.

8 The Regular Meeting of the Board of Commissioners was called to order at 4:04 p.m. in Room 107,
o City -County Building. Roll call was taken followed by the Pledge of Allegiance and a moment of
silence.
Those present and comprising a quorum: Mayor Aaron Householter (presiding), Commissioners
Jon R. Blanchard, Kaye J. Crawford, Trent W. Davis, and Randall R. Hardy.
Also present: Jason A. Gage, City Manager; Michael D. Schrage, Deputy City Manager; Greg
Bengtson, City Attorney; and Miki Orr-Muths, Administrative Assistant.
AWARDS AND PROCLAMATIONS
(3.1) The week of September 17-23, 2014 as "Constitution Week" in the city of Salina. Cindy
Oetting with the Daughters of the American Revolution read the proclamation.
CITIZEN FORUM
Lou Tryon, 2122 Leland Way, Salina, KS, invited people to a free information program on
fluoride. The meetings will be held in the Prescott room at the Salina Public Library in
September and October.
PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME
CONSENT AGENDA
(6.1) Approve minutes of August 25, 2014.
' (6.2) Authorize the City Manager to sign the supplemental engineering services agreement with
Wilson & Company, Inc., Engineers & Architects for Ohio Street Improvements, City
Project No. 14-3039, in the amount of $166,981.

agenda as presented. Aye: (5). Dray: (0). Motion carried.
ADMINISTRATION
(7.1) Resolution No. 14-7134 approving the Kansas Department of Transportation (KDOT) Title
VI Plan, which covers civil rights compliance.
Gina McDonald, Director of Community Relations, explained the request and the
components of the plan.
14-0259 I Moved by Conunissioner Crawford, seconded by Commissioner Blanchard, to adopt Resolution
No. 14-7134 approving the KDOT Title VI Plan. Ave: (5). Nay: (0). Motion carried.
(7.2) First reading Ordinance No. 14-10752 amending and clarifying Salina Code Section 42-70
pertaining to zoning regulations for the siting and placement of wireless

telecommunications facilities, including poles, antennas and equipment in the public right-
of-way in the city of Salina.
(7.2a) Declare an emergency exists for second reading on the same day.

14-0260 Moved by Commissioner Blanchard, seconded by Commissioner Hardy, to pass Ordinance No. 14-
10752 pertaining to zoning regulations for the siting and placement of wireless telecommunications
facilities, including poles, antennas and equipment in the public right-of-way in the city of Salina
on first reading. Ave: (5). Dray: (0). Motion carried.
14-0261 Moved by Commissioner Hardy, seconded by Commissioner Blanchard, to declare an emergency
exists for second reading on the same day. Aye: (5). Nay: (0). Motion carried.
14-0262 I Moved by Commissioner Blanchard, seconded by Commissioner Hardy, to adopt Ordinance No.
14-10752 on second reading. A roll call vote was taken. Ave: (5) Blanchard, Crawford, Davis,
Hardy, Householter. Nay: (0). Motion carried.
DEVELOPMENT BUSINESS
(8.1) Resolution No. 14-7135 granting a time extension for a property tax exemption application
submitted by Salina Vortex Corporation for a facility expansion on Water Well Road.
Dean Andrew, Director of Planning, explained the request.
Commissioner Blanchard asked what the abatement was worth, how that configured into
seven (7) new jobs and was there a minimum set salary for those jobs. Jason Gage, City
Manager, and Mr. Andrew responded.
Commissioner Blanchard asked if there was a way to know if ne", positions were related to
the tax exemption. Mr. Gage and Mr. Andrew responded.
' Commissioner Blanchard stated that through his research of looking into other cities, there
seemed to be stringent reporting on tax payer dollars when exemptions are given. Mr. Gage
responded.
Commissioner Davis asked if school districts had any say in these types of decisions. Mr.
Gage and Greg Bengtson, City Attorney, responded.
14-0263 Moved by Commissioner Crawford, seconded by Commissioner Blanchard, to adopt Resolution
No. 14-7135 granting a time extension for a property tax exemption application submitted by
Salina Vortex Corporation for a facility expansion on Water Well Road. Aye: (5). Nay: (0).
Motion carried.
OTHER BUSINESS
(9.1) Request for executive session.
14-0264 Moved by Commissioner Crawford, seconded by Commissioner Hardy, to recess into executive
session for 60 minutes to discuss confidential data relating to the financial affairs and trade secrets
of a corporation for the reason that public discussion of the information would competitively
disadvantage the corporation and to discuss matters pertaining to the acquisition of real estate for

the reason that public discussion of the matter would adversely affect the City's position in
relation to acquisition of the real estate and reconvene at 5:40 p.m.
The City Commission recessed. into executive session at 4:40 p.m. and reconvened at 5:40
p.m. No action was taken.
14-0265 Moved by Commissioner Blanchard, seconded by Commissioner Hardy, to extend the current
executive session for an additional 30 minutes. Ave: (5). Nay: (0). Motion carried.
The City Commission recessed into executive session at 5:40 p.m. and reconvened at 6:10
p.m. No action was taken.
14-0266 Moved by Commissioner Blanchard, seconded by Commissioner Hardy, to extend the current
executive session for an additional 30 minutes. Ave: (5). Nay: (0). Motion carried.
The City Commission recessed into executive session at 6:10 p.m. and reconvened at 6:40
p.m. No action was taken.
